Borough of Sykesville Council Meeting September 6, 2022 The regularly scheduled meeting of the Sykesville Borough Council was called to order at 7:00 P.M. with the Pledge of Allegiance by President Michele Yamrick. In attendance were Michele Yamrick, President; Elaine Fike, Vice President; Council Members: Gabriel "Butch" Sweka and Ron Morris; Mayor Gail Cunningham; Solicitor Nicholas Gianvito. Absent were President ProTem Nate Alvetro, Councilman Kurt Kister, and Counciwoman Sherry Pruzinsky. Visitors present were Bob Burdzy (Waste Management), Tom Kundrich, Ron Park, Alan Drexler, Don Zimmerman, and Earl Campbell (Sykesville Police). VISITORS CONCERNS: Tom Kundrich informed Council that a meeting was held with the president of Symmco about plans for the bank building. She is very interested in the efforts and the Committee will continue to correspond with her. He informed that the Committee was given six possible funding sources from the offices of Cris Dush (listed on the report given to Council). The Committee reviewed and completed an analysis of the funding sources and the analysis was then forwarded to Tom Kundrich also requested the full $20,000 donation from Symmco be deposited into the Committee's account for the renovation fees for the bank building (the Committee stated that the money should not have been used for utility and maintenance expenses). He attached an email to the report given to Council stating what that money should be used for from Frank Roberts. He also wanted to address a Facebook post made by President Yamrick asking opinions about the bank building. Mr. Kundrich stated that if Council doesn't want or wants to do something else with the building, they need to be up front and tell Ron Park stated that the Facebook post asking about opinions of the bank building sounded like a "Town Hall Meeting". President Yamrick stated that it was not a meeting as nothing was voted on, she was just simply asking for opinions/houghis from the Sykesville residents. He also requested a retraction in the newspaper about the bank building having a lot of damages because "it Council discussed possibilities of continuing efforts in turning the bank building into the new Borough building, discontinuing the project completely and returning the $20,000 donation, discussed getting grant money to make the building a new library. CORRESPONDENCE: President Michele Yamrick presented to Council a letter from the Sykesville President Yamrickinformed that she received a call from Mary Withrow stating that the State Library Board wants public libraries to be open on Saturdays and Sundays. She was hoping to get a letter from the Borough saying no to this request since it is the Sykesville Borough's building. A motion was made by Vice President Elaine Fike and seconded by Councilman Butch Sweka to draft a letter to the Library Board stating that the building will not be open Saturdays President Yamrick presented a request from Gary Guerndt asking to not pay for ad damaged meter on 20 Paradise Road. He stated that the previous owners damaged it and he should not have to pay the $150 fee. A motion was made by Councilman Sweka and seconded by Vice President Fike to deny the request as itis his responsibility when he purchased the property. Motion carried. OLD BUSINESS: Amotion to approve August 1, 2022 minutes was made by Councilman Ron Morris and seconded by Vice President Elaine Fike. Motion carried. Bob Burdzy attended the meeting to answer any questions regarding the Waste Household Hazardous Program. President Yamrick asked Mr. Burdzy how much it will cost and how the program works. He stated that the program is $1.25 across the board (less than $14/year) and it would be added into the garbage bill. He informed that this program will collect most hazardous waste such as motor oils, electronics, chlorine, etc. He stated that this is on an "on call/as needed basis". Since this is separate from garbage pickup, a resident would call Waste Management to schedule, place the item(s) at the door/garage, and then Waste Management will collect. If the Council wanted to proceed, Mr. Burdzy 2 would provide the Borough will paperwork that would need to be completed, notification on the Borough website would have to be made, then Waste Management will send out post cards to every resident introducing and providing all information about the program. He also informed Council that the Borough will get reports of the residents using the program. A handout of the program is located at the Borough Office as well as a list of eligible and ineligible items. Mr. Burdzy also attached a garbage contract renewal for Council to review. He informed that the current contract ends at the end of January 2023. He wanted Council to have plenty of time to consider renewal/choose to put out for bids. The contract will provide the same services as now with a rate of $27.82 per There was a scheduled hearing today on 232 West Main Street as discussed last meeting. Solicitor Gianvito presented the findings and facts such as a title search, when the building was posted as officially unsafe, mailings of all correspondence, when the hearing was published, Mr. Balash's absence to the hearing, etc. The final order is that the property owner shall begin to repair the violations or begin to demolish the building within 30 days. After the 30 days the Borough can initiate the process to have the building demolish and the Borough Solicitor shall file a municipal lien against the property. Secretary Neale stated that was the way Council had the payments set up. She also informed Council that the Borough will be solely responsible for the bills if they choose to release the money to the SCBA Committee. Mayor Cunningham asked Council if the bank building became the new library, would the Borough have to pay for the utilities. Council confirmed that the Borough would have to pay these expenses plus keep up with maintenance. Councilman Morris questioned if the library needs that much room. Council discussed selling the building or moving forward with the five-year plan. Council also discussed that the donation from Symmco was not specifically specified as renovations to the bank building and there was no original former letter stating SO. President Yamrick stated that Mr. Kundrich has requested to be reimbursed for programs/print outs (Nupp Printing) from the donation money which is not a cost of renovation fees.
