A Public Hearing and a Regular meeting of the Commissioners Court of Garza County, Texas was held on Tuesday, August 27, 2024 beginning at 9:00 a.m. at the Commissioners Courtroom, 300 W. Main St., Post, Texas with the following members present: Lee Norman, Judge; Pct. 1-Jeff Williams; Pct. 2-Kim Wilks; Pct. 3-Ted Brannon and Pct. 4-Giles W. Dalby County officials present: Terri Laurence, District & County Clerk, Terry Morgan, Sheriff, LuAnne Terry, Treasurer, Nancy Wallace, Tax-Assessor Also present Carol Williams, Administrative Assistant; Kylene Wheeler, Elections Administrator; Clark Kimball, McCall Parkhurst & Horton LLP; Curtis Hudman, Carmen Brannon, Anna Gibson, and Julia Childs, Post Dispatch. Judge Norman called the Public Hearing on Budget to order at 9:00 a.m. Judge Norman: Explained the proposed tax rate is set at.7160. The current Collector and Ted Weems, County Attorney. tax rate is .7183. Public Meeting adjourned at 9:16 a.m. Judge Norman called the Regular Meeting to order at 9:18 a.m. Order 1: Prayer Order 2: Pledge to Flags Order 3: Public Comment None presented. Order 4: Minutes from the August 22, 2024 special meeting were approved as presented with a motion by Commissioner Williams and seconded by Commissioner Dalby. With a majority of the court members voting aye, the motion carried and sO ordered. Order 5: Came on for consideration was accounts payable from August 22, 2024 through August 27, 2024. Motion was made by Commissioner Brannon and seconded by Commissioner Wilks that all accounts presented in the fund requirement print-out is ordered paid and presented to the Treasurer for payment. With a majority of the court members voting aye, the motion carried and sO ordered. See attachment. Order 6: Reports from county offices-The following items of information were brought before the Court as a written and/or verbal Report: Sheriff Morgan: Jail inmate count; 78, 19 are county inmates and Kylene Wheeler, Elections Administrator: Will have one write-in candidate for County Attorney position and all other candidates Judge Norman: Have $38,000.00 left in Road Grants. Interest Rate were approved for Certificates of Obligation. If approved by Court 59 are out of county. are unopposed. today, Certificates will be sold. Kim Wilks, Commissioner Pct. 2: Went to RPO meeting last Friday. The new Chair is Pat Henry of Cochran County and the new Vice- Chair is Tony Cervantes of Terry County. May receive another Road Grant next session. Grant received for airport will need to be Ted Weems, County Attorney: Expressed appreciation to Julia Childs for her work at the Post Dispatch. She will be leaving the office and working for the Dispatch on special projects from home. Ar motion was made by Commissioner Dalby and seconded by Commissioner Wilks to accept the reports as presented. With a majority of the court members voting aye, the motion carried and completed by August 31, 2025. SO ordered. Order 7: Consider to approve authorization to replace EMS AC Unit and share cost with other taxing entities using Opioid Abatement Fund. A motion was made by Commissioner Dalby and seconded by Commissioner Wilks to use Opioid Abatement Fund for help in replacing the EMS AC Unit. The amount will be determined after receiving the share costs of the other taxing entities. With a majority of the court members voting aye, the motion carried and SO ordered. Order 8: Consider to take action on an order authorizing the issuance and sale of certificates of obligation in an amount not to exceed $3,500.000; levying an annual ad valorem tax and providing for the security for and payment of said certificates; approving the official statement; providing an effective date; and enacting other provisions relating to the subject. A motion was made by Commissioner Dalby and seconded by Commissioner Brannon to approve the certificates of obligation. With a majority of the court members voting aye, the motion carried and SO ordered. See attachment. Order 9: Consider to approve final contract with Sydaptic for Dalby Facility Technology Upgrades. A motion was made by Commissioner Wilks and seconded by Commissioner Dalby to approve the final contract with Sydaptic for Dalby Facility. With a majority of the court members voting aye, the motion carried and sO ordered. The meeting recessed at 9:31 a.m. The meeting resumed at 9:59 a.m. Order 10: Budget Amendments and Line Item Transfers. None presented. Order 11: Consider to approve and vote to set Salaries, Expenses and other Allowances for Elected Officials. Employees will receive a 6% Increase in salaries excluding Elected Officials. A motion was made by Commissioner Williams and seconded by Commissioner Wilks to set salaries, expenses and other allowances. With a Majority of the court members voting aye, the motion carried and SO ordered. Order 12: Budget Workshop Reviewed budget. Order 13: Consider to approve and adopt budget with record vote. A motion was made by Commissioner Dalby and seconded by Commissioner Wilks to adopt the 2024-2025 budget. With the record vote being called, the court members voted: Judge Norman, aye; Commissioner Williams, aye; Commissioner Wilks, aye; Commissioner Brannon, aye and Commissioner Dalby, aye. The motion carried and was SO ordered. Order 14: Consider to approve and submit Proposed Tax Rate. A motion was made by Commissioner Williams and seconded by Commissioner Dalby for a Proposed Tax Rate of.7160. With a majority of the court members voting aye, the motion carried and SO ordered.
