Borough of Sykesville Council Meeting July 5, 2022 The regularly scheduled meeting of the Sykesville Borough Council was called to order at 7:00 P.M. with the Pledge of Allegiance by President Michele Yamrick. In attendance were Michele Yamrick, President; Elaine Fike, Vice President; Council Members: Kurt Kister, Ron Morris, Sherry Pruzinsky, and Gabriel "Butch" Sweka; Mayor Gail Cunningham; Solicitor Nicholas Gianvito. Absent was President ProTem Nate Alvetro. Visitors present were Don Reid, Kerri Casagrande, Monica Walker (PT Secretary, Brian Williams (Foreman), Earl Campbell (Sykesville Police), and, Larry McGuire (Punxsy Spirit). VISITORS CONCERNS: Don Reid raised questions if there has been an update on the traffic light in town (discussed last meeting). He stated that he took a video of the light changing. He also informed that he almost got hit again at the light and also the secretaries (Monica and Jaysa) almost were hit Friday. Foreman Williams stated that Marc Skarbek (PennDot) will be in Sykesville Thursday and this will be discussed. Mr. Reid also inquired if the Borough purchases hot mix. Mr. Reid stated that the millings are not sufficient enough in filling the holes. Foreman Williams stated that he has never purchased it since he has been here. President Yamrick informed Foreman Williams to figure out how much hot mix is needed and a price. Mr. Reid also mentioned trimming trees/bushes on the roadways. President Yamrick stated that ifiti is on the right-of-way, the Borough can cut them. He also asked if anything will be done with the Amish' horses feces on the road. OIC Campbell informed that he actually has to witness the act being done. Kerri Casagrande expressed concerns with speeding on North Park Street. She informed that she doesn'teven allow her children to play on the sidewalk/front of yard in fear of a vehicle losing control. She informed Council that she has a special needs child who is non-verbal and wondered if the Borough could place signs warning people in hopes of them slowing down. She also asked if there were any updates on the kids that broke in/vandalized vehicles, one in which was her vehicle. OIC Campbell stated that the State Police are handling this issue. 1 Mrs. Casagrande also asked why there is no trick or treating in Sykesville. Council informed her that it was stopped a while back due to an accident in which a child was killed by a vehicle. Sykesville does trunk or treat which is safer. CORRESPONDENCE: President Michele Yamrick informed Council that the Sykesville Block Party will be on Saturday, September 10th. The flyer will be located at the Borough Office for review. Councilman Kurt Kister informed that the SCIA is requesting Liberty Street, South Park Street, and London Street to be closed that day and they are also requesting an officer present from 3 PM-8 PM. A motion was made by Counciwoman Sherry Pruzinsky and seconded by Councilman Butch Sweka to close Libertly Street, South Park Street, and London Street on September 10th. Motion carried. OLD BUSINESS: A motion to approve June 6, 2022 minutes was made by Councilman Ron Morris President Yamrick informed Council that a letter was sent to James Dixon requesting that he resign from the Water and Sewer Authority due to him not being present for 2+ years at meetings. She informed that the Borough has not received any correspondence. Chairman Rick Fike will have to read the By-Laws to find out if the Authority can remove Mr. Dixon for missing meetings. President Yamrick stated that at the last meeting a discussion was made about the Counci/Employee picnic at the park. Everyone agreed to the date of August 20th (12 PM-4 PM). She stated that everyone (Employees, Council, Solicitor, Spouses, & Children) should RSVP to the office by August 10th. Council informed Foreman Williams to trim the tree and shrubbery at the bank building (2 E.N Main). Councilman Kister will contact Don Zimmerman about and seconded by Councilman Kurt Kister. Amotion was made by Councilman Ron Morris and seconded by Vice President Elaine Fike to accept and adopt Ordinance 7/05/22 regarding Repairs, Vacation, and/or Demolition of Unsafe Buildings. Motion carried. A public hearing for 232 West Main Street (Condemned) referring to this Ordinance will be scheduled August 1st from 6:00 PM-7 PM. 2 CREW FOREMAN REPORT: Foreman Brian Williams presented a Pumps (6 water hours) class for Michael Gamble to attend on August 11th. A motion was made by Councilman Butch Sweka and seconded by Councilman Ron Morris to have Michael Gamble attend the "Pumps" class presented by PAI Rural Water for a total cost of $115. Foreman Williams presented an estimate from B & HI Brushhogging for cutting the Sykesville flood project for a total cost of $5,800. Solicitor Gianvito stated that this should be advertised due to legality issues. A motion was made by Councilman Kurt Kister and seconded by Vice President Elaine Fike to advertise for bidding of Foreman Williams informed Council that Sandy Township is no longer forgiving their sewer customers for filling up swimming pools. The Township stated iti isa new DEP regulation as people are dumping the chlorine into the sewer line. Council stated that the Water and Sewer Authority would have to decide on whether Sykesville will keep forgiving customers for the sewer when a pool is A letter was presented from GD&F informing a notice to proceed for the North Park Street Waterline Replacement project. The project should be completed by September 21,2 2022. A motion was made by Councilman Sweka and seconded by Councilman Morris to release Sykesville's contribution to the project of Foreman Williams requested to stay in executive session to discuss the Motion carried. the cutting of the Sykesville flood project. Finance/Personne!: The May 2022 financial reports from Tuning Accounting were emailed to all board members for their review. There were no comments/questions addressed. A motion was made by Councilman Sweka and seconded by Councilman Kister to accept and pay Tuning Accounting $1,173.83 for the June retainer fee. Motion carried. 3 An invoice for $3,980.63 was presented from JHA Companies for the upcoming stormwater project. A motion was made by Councilman Sweka and seconded by Vice President Fike to transfer $3,980.63 from the Sludge Removal Account to the General Fund Account and pay that amount to JHA Companies from the A motion was made by Councilman Sweka and seconded by Councilman Kister too approve Michael Gamble's paid time off for June 10 (4 hrs.), July 8, and A motion was made by Councilman Sweka and seconded by Counciwoman Pruzinsky to approve Brian Williams paid time off for June 7. Motion carried. President Yamrick informed Council that full time employees as read in the personnel manual had the choice between having Veteran's Day or the first day of buck as a holiday. Due to the first day of buck now being on a Saturday, Council agreed to have full time employees take either Veteran's Day, December 24th, or December 31st as a paid holiday. A motion was made by Councilwoman Pruzinsky and seconded by Councilman Kister to amend the Vice President Fike informed Council that Donna Maines has resigned her position as the cleaning person. A motion was made by Councilman Sweka and seconded by Counciwoman Pruzinsky to advertise for a cleaning person 2-8 General Fund. Motion ratified. August 4-5. Ordinance, Health & Safety Vice President Fike stated to Council that the Borough needs help with enforcing codes. After a brief discussion concerning this matter, a motion was made by Councilman Sweka and seconded by Vice President Fike to advertise for a part time Code Enforcement Officer for Sykesville Borough. Motion carried. Utilities: President Yamrick presented to Council an email that was sent by Bob Burdzy (Waste Management) encouraging that Council entertain a proposal for extension to the current garbage agreement. The email states that the cost of doing business as soon as possible will be less than waiting until later in 2022. A motion was made by Councilman Morris and seconded by Councilman Sweka to have Waste Management send a proposal to Sykesville Borough. Motion carried. 4 Parks, Recreation and Planning: Secretaries Jaysa Neale and Monica Walker raised questions on who is responsible for setting up the Stahl Park for the rentals and who is checking the park during the weekends. Councilman Kister stated that it is up to the renter to have the park clean after utilizing the space. He also stated that he checks the restrooms every week. Secretary Neale also mentioned that it has come to the attention that the Park Committee would like the restrooms open 24/7, she asked if someone is going to be checking that daily because of vandalism that has happened in the past. Councilman Kister stated that he will try to check the Councilman Kister stated that the Park Committee thinks that it would be a good idea for the kids to do community service at the park who vandalized the concession stands. He also stated to ban them from the park for sO long. Secretary Neale stated that someone will have to have the responsibilty of watching the kids as they are doing community service to make sure they are Councilman Kister also informed Council that Brooke Chewning will return on another date to finish work at the park. NEW BUSINESS: President Yamrick informed Council that there was a "Notice of Public Sale" hanging on the bank building door located at 2 East Main Street. Solicitor Gianvito informed that Jeff Pisarcik contacted him to inform him that the County exonerated and passed a resolution regarding the real estate taxes. Solicitor Gianvito stated that the Assessment Office now has a copy of the County and Sykesville Borough's resolution to exonerate the taxes. This was all forwarded to the School Board (meeting will be held July 11th) for their consideration to exonerate the taxes. 5 EXECUTIVE SESSION: Council went into executive session to discuss legal matters at 8:34 P.M. ACTION AFTER EXECUTIVE SESSION: Council reconvened from executive session at 8:52 P.M. A motion was made by Vice President Fike and seconded by Councilman Butch Sweka to refer the meter tampering issue (63 Cleveland Street) to the District Attorney's Office. Motion carried.
