Borough of Sykesville Council Meeting September 18, 2023 The regularly scheduled meeting of the Sykesville Borough Council was called to order at 7:00 P.M. with the Pledge of Allegiance by President Michele Yamrick. In attendance were Michele Yamrick, President; Elaine Fike, Vice President; Nate Alvetro, President ProTem; Council Members: Kurt Kister, Ron Morris, Sherry Pruzinsky, and Gabriel "Butch" Sweka; Mayor Gail Cunningham. Absent was Visitors present were Don Zimmerman and Brian Williams (Crew Foreman). Solicitor Nicholas Gianvito. VISITORS CONCERNS: Don Zimmerman presented Council with pictures of the park that were taken on Saturday, September 9th. This showed areas of flooding due to the rain. He informed that the bands had to stop playing early and things were taken down early due to this. President Yamrick informed Mr. Zimmerman that Foreman Williams is going to be discussing with Travis Long (engineer) to submit a change order to PennVest to fix the drainage issue at the park. CORRESPONDENCE: President Michele Yamrick presented to Council a notice of estimated allocation for Municipal Liquid Fuels of $40,700.92 from the PAI Department of Transportation. The notice will be located at the Borough Office for review. Ac complaint form was submitted from Eric Mehok informing the Borough about ared ford mustang that has been parked in the Municipal parking lot and out of inspection since June of 2021 (he provided the VIN #). Council presented Mayor A complaint form was submitted from Carol Parry of 120 Coolspring Avenue requesting that the road be fixed especially from Hill Street and up. She stated that the road is sinking and is concerned for safety of the elderly people and children of that area. Foreman Williams informed that himself and President ProTem Alvetro checked out the area and the crew will be at that area "hot The Commissioners of Jefferson County presented a letter informing of their intended engagement of the JCDC as their Tourist Promotion Agency. Enclosed with the letter is a resolution for Sykesville Borough to cerlify JCDC as the recognized tourist promotion agency of Jefferson County. A motion was made by Councilman Ron Morris and seconded by Councilman Kurt Kister to accept Cunningham with the complaint to give to OIC Campbell. mixing". 1 and sign the enclosed resolution. OLD BUSINESS: A motion to approve September 5, 2023 minutes was made by Councilman Ron Morris and seconded by Counciwoman Sherry Pruzinsky. Motion carried. CREW FOREMAN REPORT: Foreman Brian Williams requested a motion from Council to apply for County Aide money for the new dump truck that has been purchased. A motion was made by Councilman Kurt Kister and seconded by Counciwoman Sherry Pruzinsky to approve the Borough to apply for County Aide money. Motion carried. COMITTEE REPORTS: Public Works: President ProTem Nate Alvetro informed Council that the new dump truck has been delivered and will be getting the plow October 19th at Jewell's Auto. He also informed that Jewell's will be installing an amber light at the top of the President ProTem Alvetro also informed Council that he spoke with Jeremy Snyder (PennDot) about the LED portable signs and he will be putting in the request tomorrow, he is hoping that the signs will be here the end of this week or next week (place one by the car wash and one on North Park Street near Blue truck. Sky). Finance/Personne!: The August financial reports were emailed to all members produced from Tuning An invoice for $6,054.31 was presented from JHA Companies for the upcoming stormwater project. A motion was made by Councilman Kister and seconded by Councilman Morris to transfer $6,054.31 from the Sludge Removal Account to the General Fund Account and pay that amount to JHA Companies from the Accounting. There were no questions or comments made. General Fund. Motion carried. 2 Ordinance, Health & Safety Councilwoman Pruzinsky asked Council to consider the possibility of increasing the Borough's tax on gaming machines/year. She informed the tax money can be used to benefit the town (ex.: park). Utilities: Councilman Morris asked if everyone received a garbage can from ARC Disposal. Counciwoman Pruzinsky informed that all of Springville (Curvex, Roosevelt, VanWoert) residents do not have a garbage can. Secretary Neale Councilman Morris asked if Council will be revisiting purchasing the Borough's own radar signs after the use of PennDots. President Yamrick informed that President ProTem Alvetro informed that a lot of street lights are out in town. He requested that the Borough Crew collects the pole numbers and call Penelec to will call and inform ARC Disposal. Council will revisit after the trial signs with PennDot. fix. Vice President Fike informed that she will be helping with the soup Foreman Williams asked how Council determined a price for playground equipment for the CDBG grant application. Councilman Kister informed that the number ($50,000) came from his own independent cost estimate(s) of prior sale. purchases (catalogs). Police, Mayor, Fire, Code Enforcement: Mayor Cunningham suggested the Borough apply for grants to purchase a band stand for the Stahl Park if Council decides to have performers in the summer months (discussed at prior meeting). Solicitor Gianvito: President Yamrick informed that the updated Personnel Manuel will be discussed at the next Council meeting with Solicitor Gianvito. 3 NEW BUSINESS: Nothing new to report. EXECUTIVE SESSION: Council went into executive session to discuss personnel matters at 7:32 P.M. ACTION AFTER EXECUTIVE SESSION: Council reconvened from executive session at 7:46 P.M. No outcome.
