Borough of Sykesville Council Meeting April1,2024 The regularly scheduled meeting of the Sykesville Borough Council was called to order at 7:00 P.M. with the Pledge of Allegiance by President Michele Yamrick. In attendance were Michele Yamrick, President; Nathan Alvetro, President ProTem; Council Members: Ron Morris, Sherry Pruzinsky, and Don Reid; Mayor Gail Cunningham; Solicitor Nicholas Gianvito. Absent were Vice President Elaine Fike Visitors present were Travis Long (JHA Companies), Dale Kessler, Jason Cowan, Brian Williams (Crew Foreman), Earl Campbell (OIC) and Monica Walker Amotion was made by Counciwoman Sherry Pruzinsky and seconded by Councilman Don Reid to add to the agenda under "Old Business" discussion on garbage cans and discussion on a newwater hook up. Motion carried. and Councilman Gabriel "Butch" Sweka. (Assistant Secretary). EXECUTIVE SESSION: Council went into executive session to discuss legal matters at 7:04 P.M. ACTION AFTER EXECUTIVE SESSION: Council reconvened from executive session at 7:14 P.M. Amotion was made by Councilman Ron Morris and seconded by Don Reid to have Solicitor Nicholas Gianvito draft a letter to Winslow Township's attorneys denying their request regarding the penalties for excessive water usage. Motion carried. VISITORS CONCERNS: Mr. Kessler requested that the Borough provide/pay for the meter setters. Engineer Travis Long reiterated that the residents on Hepburn Road have been reasonable with everything discussed and stated that it is the board's ultimate decision whether to contribute funds to the (7) meter setters (ecommended by Mr. Long). The total price for seven meter setters is $1,861.30. A motion was made by Councilman Reid and seconded by Councilman Morris to pay for the seven meter setters for a total of $1,861.30 through LB Water. Motion carried. Travis Long informed Council that he will draft a description for Solicitor Gianvito to review and draft a contract between Sykesville Borough and the residents on Hepburn Road. 1 Mr. Long informed Council that all permits are obtained for the stormwater project. He stated that there are a few more easements that need to be obtained. He informed Council that the PennVest application is July and he assured that all needed documents will be in by then. The award will be held in October: once it is awarded, the project can be put out for bids, making construction begin (hopefully) the beginning of the year (2025). Mr. Long informed Council that the Act 57 study is 75%-80% complete (Water and Sewer Authority request). As of now the rates look satisfactory. Once the study is completed, JHA Companies will email ai final copy of the Act 57. Mr. Long also informed Council that he has been looking for grant availabilities specifically for the Wastewater Plant. It isrecommended upgrading the headworks to get a better mechanical screening and UV to do away with chemicals and issues with freezing. As more information because available, Mr. Long will report back. CORRESPONDENCE: Nothing to report. OLD BUSINESS: A motion to correct "Don Zimmerman" to "Don Reid" on page 5 was made by Counciwoman Sherry Pruzinsky and seconded by Councilman Ron Morris. Motion carried. A motion to approve March 18, 2024, minutes with the correction was made by Councilman Don Reid and seconded by Counciwoman Sherry Pruzinsky. Motion carried. President Michele Yamrick presented to Council bids for mowing the two parks (one received). Yamrick's Outdoor Solutions, LLC bid to mow and trim both parks (Stahl and Highland) weekly at a total of $335/mow. The last mowwould be a total of $670 (including mulching leaves). A motion was made by Councilman Morris and seconded by Councilman Reid to accept Yamrick's Outdoor Solutions bid. Motion carried. President Yamrick abstained. President Yamrick presented an estimate of $6,823.10 from Clear Run Construction to install an 8" thick with wire mesh 20x25 cement pad in front of the salt shed (discussed last meeting). President Yamrick then opened discussion for the salt shed building. After further review and discussion, a motion was made by Councilman Reid and seconded by Councilman Morris to advertise for bids of a new salt shed (bids will be opened at the next Borough Council Meeting on April 15lh). Motion carried. A motion was made by Councilman Reid 2 and seconded by Councilman Morris to rescind Byler Brothers Roofing's bid of Solicitor Gianvito informed Council that Dave Frantz has not contacted him President Yamrick opened discussion for nominations of Citizen of the Year award. Council decided to vote on this at the next meeting. $6,575 for remodeling the existing salt shed. Motion carried. regarding the unnamed alleyway. Secretary Monica Walker offered to clean the Stahl Park restrooms this summer. A motion was made by Councilman Morris and seconded by Councilman Reid to authorize Monica Walker to clean the Stahl Park restrooms. Motion carried. Counciwoman Sherry Pruzinsky informed Council that it is $16/month to have an extra garbage can. She stated that she specifically asked, andi it was confirmed from Hugill's (last meeting they were present) that the price was $35 (one time fee) for a garbage can. A note was made for renegotiations for the next garbage contract. Counciwoman Pruzinsky asked ifiti is feasible to install a second tap where the original tap is at 40 Shaffer Street (discussed last meeting with Ms. Satterlee). Foreman Williams stated that her water line comes straight down from the main line. He also informed that the sewer line is near the middle of the road SO either way the road on Dr. Fugate Drive will need to be dug up. CREW FOREMAN REPORT: isr ready for use. COMITTEE REPORTS: Public Works: Foreman Brian Williams informed Council that the Steam Jenny has arrived and Road(s) resurlace/sea! coat estimates were presented to Council for a total of $29,601 (full leokdown/descrplion located in the Borough Office). Roads included are Long Alley, East Liberty, South Park, London, West Liberty, Memorial, Fike Alley, Willow Alley, North Park, Rockland Alley, Dr. Fugate, Catherine Alley, VanNess, Edith, Cleavland, Roosevelt, VanWoert, and Curvex. After a brief discussion, Council decided to table this matter until next meeting when Foreman Williams knows the specifics to the recently awarded MultiModel Grant. 3 A motion was made by Councilman Reid and seconded by President ProTem Alvetro to close London Street from West Main Street to Liberty Street, Paradise Road from West Main Street until the road terminates, and South Park Street from the traffic light to Liberty Street for the Run/Walk event on April 14th (alternative President ProTem Alvetro informed Council that Reynoldsville cannot guarantee sweeping the roads before the Run/Walk. He stated that Sandy Township could be here tomorrow to sweep the roads (two-day job). The cost would be $600/day which includes the sweeper truck and an operator. A motion was made by Councilman Morris and seconded by Councilman Reid to approve Sandy Township to sweep the Borough roads for $600/day. Motion carried. date April 21st). Motion carried. President ProTem Alvetro stated that he will contact PennDot tomorrow as it is their responsibility to fix. Utilities: Nothing to report. Parks, Recreation and Planning: Council discussed selling the mower as it hasn't been used for two years. After a brief discussion, Council decided to have Foreman Williams contact W&W Equipment to find out the value of the mower before proceeding with any Councilman Ron Morris asked if the Borough could purchase signs that say "No Public Dumping" at the park for when the dumpsters return. Council agreed to purchase signs. With the signs, OIC Campbell can fine individuals. decisions. 4 Police, Mayor, Fire, Code Enforcement: Attached is the March 2024 Police Summary Report. Solicitor Gianvitoinformed that he reviewed the grass ordinance (question last meeting) and stated that the ordinance does not say the Borough has to mow individuals' grass after a certain period. The language of the ordinance is "may". Solicitor Gianvito: Solicitor Nicholas Gianvito informed Council that four easements were signed tonight for the upcoming stormwater project. He still needs one more easement from the Legion. Mr. Gianvito stated that he will request a waiver of appraisal from the Post Office, and he also stated that there is a $5,000 fee to obtain an easement for the Railroad. A motion was made by Councilman Morris and seconded by Counciwoman Pruzinsky to pay $5,000 to Buffalo & Pittsburgh Railroad, Inc. Motion carried. NEW BUSINESS: Nothing to report.
