Borough of Sykesville Council Meeting March 6, 2023 The regularly scheduled meeting of the Sykesville Borough Council was called to order at 7:00 P.M. with the Pledge of Allegiance by President Michele Yamrick. In attendance were Michele Yamrick, President; Elaine Fike, Vice President; Nathan Alvetro, President ProTem; Council Members: Ron Morris, Sherry Pruzinsky and Gabriel "Butch" Sweka; Mayor Gail Cunningham; Solicitor Nicholas Gianvito. Absent was Councilman Kurt Kister. Visitors present were Alex Nelson (Courier Express), Justin Fleeger (Punxsy Spirit), Monica Walker (PT Secretary), Brian Williams (Crew Foreman), and Earl Campbell (Sykesville Police). VISITORS CONCERNS: No visitor comments. CORRESPONDENCE: President Michele Yamrick presented to Council the 2023 CDBG Application program. All projects considered to be funded must be received by the Jefferson County Department of Development office by 4:00 P.M. on May 19, 2023. President Yamrick encouraged all members to think of any projects that could be done with this grant. The application will be located in the Borough Office. OLD BUSINESS: An motion to approve February 20, 2023 minutes was made by Counciwoman Sherry Pruzinsky and seconded by Councilman Ron Morris. Motion carried. President Yamrick opened discussion about establishing a fee for stormwater maintenance. Tuning Accounting sent a report on how much the Borough has spent in the last five years on the maintenance of the stormwater (roughly $10,000). After a brief discussion a motion was made by Vice President Elaine Fike and seconded by Counciwoman Sherry Pruzinsky to amend the existing stormwater ordinance to incorporate a $1.00/month fee on the Borough of Sykesville sewer bills for the purpose of stormwater infrastructure maintenance. A roll call vote took place. Pruzinsky (yes), Alvetro (no), Sweka (no), Morris (yes), Council discussed making the stormwater fee after the stormwater project is completed in 2024. Solicitor Gianvito stated that it could not be made effective Fike (yes) and Yamrick (yes). Motion carried. 1 now for the year 2024 as there will be a new Council in January of 2024./ A motion was made by Vice President Fike and seconded by Counciwoman Pruzinsky to rescind the motion to add a stormwater fee. Motion carried. CREW FOREMAN REPORT: Foreman Brian Williams presented to Council a Roto-Rooteri invoice for VanWoert Street. He informed that the line was the fairgrounds but the Borough paid the invoice. After a brief discussion, Council decided to contact Sam Zaffuto and ask if he would attend the next Council Meeting to discuss payment of this invoice. COMITTEE REPORTS: Public Works: Nothing to report. A motion was made by Councilman Ron Morris and seconded by Councilman Butch Sweka to He also informed Council that he has sent a certified letter to Mr. Kennis regarding the bank building and has not gotten any correspondence in return. Solicitor Gianvito informed that he has until May 6, 2023 to close on the bank coming up as the matter was not resolved (executive session). approve and sign the settlement release.
