Minutes of the Monthly Meeting of the Lancaster County Prison Board June 20, 2024 The meeting was called to order by Commissioner Joshua Parsons at 9:15 a.m. in the Public Meeting Room at the Lancaster County Administrative Office Building. Members Present: Commissioner Joshua Parsons, Commissioner Ray D'Agostino, Commissioner Alice Yoder, President Judge David Ashworth, Sheriff Chris Leppler, District Attorney Heather Adams and Controller Lisa Others Present: Cheryl Steberger, Miguel Castro, Joseph Shiffer, Arla Brown, Carman Simone, Wayne Freeh, Dennis Dougherty, Gail Groves-Scott, Todd Haslan, Jen Nissley, Jen Luciano, Micheal Fitzpatrick, Christina Peddigree, Ethan Grabowski, Tim Stoner, Michelle Batt, Christine Wirbick, Jason Note: there were others present who did not sign in and whose identity is Colon. Parbowski, Tom Lisi and Hannah Cody unknown. President Judge Ashworth moved to approve the minutes of the May 16, 2024 Prison Board meeting. Commissioner Yoder seconded. The motion carried unanimously. Cheryl Steberger, Warden; Miguel Castro, Deputy Warden of Operations; Joseph Shiffer, Deputy. Warden for Inmate Services; Arla Brown, Director of Administration; Carman Simone, Deputy Director of General Services; and Controller Lisa Colon gave reports on their areas of responsibility. All these reports, including operations and statistical Warden Steberger started by reminding the attendees that PrisonStat is scheduled for Tuesday August 13th from 1pm to 3pm at 150 N Queen St Suite 710. This is a public meeting. Warden Steberger and Commissioner Parsons chair that committee. This committee goes over metrics and data that they have gathered over the last 6 months. Warden Steberger gave her report on the population. In May 2023, 737 was the average population and in May 2024, the average population was 747. This morning June 20th, Deputy Warden Miguel Castro, reported on Officers of the Month. 1st shift Officer is Nathan Hoffer with 15 months of service, 2nd shift Officer is Anthony Hopkins with 15 months of service and 3rd shift officer is Cole Adams with 6 years and four months of information, are posted on the County's website. 2024, the population sits at 753. The Deputy Warden noted that all three showed exemplary skills and abilities Deputy Warden Castro stated there is currently 1 Sergeant vacancy, and 2 Lieutenant vacancies. They have concluded the interview process for a Lieutenant and discussing the candidates. There were 40 Correctional Officer vacancies at the end of May, however ac class of 10 new hires started on June 3rd. May 13th Officer Hardy and his K-9 partner Kuma started a 5-week training program at Iron Rose K-9. They graduated on June 17"h. Officer Hardy touched on some of the items he and his partner Kuma learned at Iron Rose Deputy Warden Joseph Shiffer reported on the MAT (Medication Assisted Treatment) Program. He reported that they are focusing on inductions. In the month of May there were 80 inductions. Currently there are 98 inmates in the MAT program today; 83 inmates have received Subutex and 15 inmates have received Methadone. The total number of inmates in May that have been served was 168 and a total of 580 for the year. Deputy Warden Shiffer reported that they continue to operate and grow the program. He reported that they continue to work through any challenges that they have and adjust accordingly. Deputy Warden Shiffer called on Marcos Ramos and Christina Fluegel to report on programming in the prison. Ms. Fluegel reported that as of May 1st they have initiated Reentry Jumpstart. This program expands the intake orientation process. This includes a risk needs assessment which allows staff to provide information to the inmate such as resources, referrals, classes and programs in the facility. Inmates also received an intro to treatment book and journals. Staff trainings are ongoing to orient them to this program. Intake specialists have met with 285 inmates since the start of the program; 207 male and 78 female inmates. Ms. Fluegel reported the staff has made 25 referrals to recovery In response to District Attorney Adams's question about the risk needs assessment similarities to that of the adult probation program, Ms. Fluegel stated that the assessment is different. She stated that part of the risk needs assessments program in the prison is to start a reentry plan closer to intake and retrieve birth certificates, social security cards, IDs and community referrals. This will allow for a more seamless reentry to the Inc closing, Deputy Warden Shiffer acknowledged three of his staff members for going above and beyond the call of duty. Caseworkers Earl Mosely and Colin Eckman, and D&A Specialist Blake Morrison. Mr. Mosely was awarded the Lock and Key award last year and Deputy Warden Shiffer read an excerpt from LNP from a former inmate commending Mr. Mosely for his dedication and inspiration within the unit. Mr. Eckman earned the service award for the quarter; he has completed a lot of investigations and recently and went above and beyond the call of duty. K-9. Officer Hardy will be helping train other K-9 Officers in the prison. houses since March 1stwith 16 placements. community. He was commended for the completion of 300+ hours of drug and alcohol training. He has helped develop, test, train and review the new President Judge Ashworth commended the staf's reaction and ability to assist an inmate that was critically withdrawing from alcohol and made note that withdrawing from alcohol Inr response to Deputy Warden Shiffer's reports, Researcher Gail Groves-Scott made comments with regards to medical stats. Ms. Groves-Scott congratulated the program administrators for being among the minority of jails in Pennsylvania that have started doing inductions. She called out page 16 of the report with questions about the number ofi inductions jumping from 17 in April to 80 in May and a drop in number of continuations from 54 in April to 3 in May. Ms. Groves-Scott questioned if the change was due to the way inductions and continuations are being defined. She recalled that Naltrexone/Vvitro: Ms. Groves-Scott also inquired about inmates placed in restraints. She stated that the number had not changed on the provided report. She continued to say that because the number of restrained inmates has not changed it is her assumption that the prison is not recording the number of inmates handcuffed on the MAT line as part of that statistic. Inr response, Commissioner Parsons let Researcher Groves-Scott know that due to threatened litigation from her, the Board will listen to her comments and questions but Christine Wirbick, Municipality of Penn Manor, questioned a possible discrepancy with the schizophrenia spectrum and other disorder column. She continued to state that the number had decreased to 15 when it was consistently in the 70s. Deputy Warden Shiffer Arla Brown, Administrative Director, gave her administration report. She stated that they continue to have 2 vacancies in the department. The department is working to fill those In closing, Administrative Director Brown reported the Bureau of Justice Statistics (BJS) is requesting the 2024 Census of Jails (COJ). The COJis a comprehensive study that will provide information on our inmate population. The annual report will be collected with an "as of" date of. June 30th. Administrative Director Brown reported that once the information management system. can result in death. had consistently had 10 to 12 people a month and is now 0. needs to review with counsel before they respond. stated they will need to investigate that information further. positions. is compiled it will be submitted and then available to the public. Prison Board Meeting Minutes June 20, 2024 Page 4 Carmen Simone, Deputy Director General Services gave the facilities management report. He stated that the department continues to work on the team for the new correctional facility. He also reported the work orders in May were down from the average of97 to8 89. There have been 486 work orders for the year of 2024 and an average of 145 Controller Lisa ColĂ´n gave her financial report. For the month of May there was a total revenue increase of $21,027.15. Personal services increased by $2,035,460; supplies increased by $63,390; and purchased services increased by $973,240. This is a total increase of $3,072,091. For the prison maintenance there was a $5,963 increase and purchased services increased by $129,630 for a total increase of $135,593. Warden Steberger, reported on the new prison program. The design team is nearing completion of the schematic design phase and will be presenting their work to the board of commissioners later this summer. More information about the presentation date and details will be posted to the project website as it becomes available. Warden Steberger stated that PrimeCare medical staff and intake commitment officers are holding a 4-hour long meeting with CGL and Trans Systems. This meeting is to review the medical and intake areas of the prison. Warden Steberger stated how crucial those areas are to the Commissioner Yoder inquired about any updates about centralized booking. Warden Commissioner Parsons commented that the goal is to bring the first draft to the public and that will go in front of the Prison Board and the Board of Commissioners. Inr response to Commissioner Parsons comment about the new facility draft, Michelle Batt, Lancaster County resident, inquired whether the drafts would have multiple options. Commissioner Parsons replied that the last public guidance that the Board of Commissioners provided was that the county is looking for a 1,000 bed facility, but he explained that the draft might have a few beds over or under the requested amount. He stated that he assumes that there will be only one. first draft VS multiple first draft. Inr response to a question from Tom Lisi, LNP, regarding Judge Spahn's project with the review of judicial procedure, Judge Ashworth stated that Judge Spahn is working with a committee that meets regularly to discuss the functioning of the court system. In July they are making some modifications to expedite things and the plan is to implement the new modifications by the first of the year. The biggest focus will be called a fast-track for misdemeanors, that will expedite those cases, sO they are able to get to the more serious matters. President Judge Ashworth stated that he will continue to report any changes and ar month, 5 year average. building.
