Borough of Sykesville Council Meeting March 18, 2024 The regularly scheduled meeting of the Sykesville Borough Council was called to order at 7:00 P.M. with the Pledge of Allegiance by President Michele Yamrick. In attendance were Michele Yamrick, President; Elaine Fike, Vice President; Nathan Alvetro, President ProTem; Council Members: Sherry Pruzinsky, Don Reid, and Gabriel "Butch" Sweka; Mayor Gail Cunningham. Absent were Councilman Visitors present were MaryKay Satterlee & Greg Ingram, Sam Byler, Brian Williams (Crew Foreman), Earl Campbell (OIC) and Monica Walker (Assistant Secretary). Ron Morris and Solicitor Nicholas Gianvito. VISITORS CONCERNS: MaryKay Satterlee informed Council that she is planning to expand her grooming business on Shaffer Street (off Dr. Fugate Drive) and stated that her contractor would need to tap into the street ($2,000 or more). She informed that she was told by her contractor that this would be "shut down" by Council since Dr. Fugate Drive is a newly paved road. Council and Foreman Williams stated that no one ever told Mr. Bembenic (contractor) that this would be denied. Ms. Satterlee also requested a cost breakdown for the $2,000+ tap. Foreman Brian Williams and President ProTem Alvetro informed that the cost includes labor, materials, equipment, repairs to the road, etc. President ProTem Alvetro stated that it will also be another $2,000 to add a sewer line. Foreman Williams recommended that Hawbaker patches the road to insure it is done correctly as itisa newly paved road. Council agreed that this would not be an issue and Ms. Mr. Byler informed Council that there are two windows that need to be "narrowed out" (connected to Weber Hardware) in order to raise the Borough Building'sroof (without replacing the windows, they will be covered by the new raised roof). He discussed with Dave Weber about replacing the windows and he agreed. Mr. Byler informed that he didn't start the roof yet because of this reason. He asked Council if the Borough would pay an extra $2,000 for this scope of work (he will do the work regardless). Councilwoman Sherry Pruzinsky suggested splitting the cost with Mr. Byler. Council stated to Mr. Byler that this will further be discussed and he will be called with the final decision. Satterlee could move forward. CORRESPONDENCE Nothing to report. 1 OLD BUSINESS: Amotion to approve March 4, 2024, minutes was made by Councilman Don Reid and seconded by Councilwoman Sherry Pruzinsky. Motion carried. President Michele Yamrick reminded Council about the invite to a meeting held on April 17th at the Toby Hill Bar & Grill in Clarion at 5:30 P.M. to discuss forming a Boroughs Association Organization. Must RSVP by April 10th and the cost is Secretary Walker informed Council that Hugill's will not deliver dumpsters on Saturdays for the clean-up days, only Monday through Friday. After a brief discussion, Council decided to have clean-up days for April 17th, June 19th, August 21st, and October 16th from 8 A.M.-4 P.M. Secretary Walker also informed President Michele Yamrick presented estimares/quotes regarding the salt shed (repair building/new oulding/concrete pads). They are as follows: 1. An estimate from Sykesville Concrete and Stone Co. of $6,098.50 for installing a pad in front of the existing salt shed (20x25). The full description 2. A proposal from H&H Builders of $22,127.50 for a new 20x25 (12'ceiling) building. The full description of work will be located at the Borough Office. 3. A proposal from H&H Builders of $9,646.72 for repairing the existing building (Council approved Byler Brothers to do SO at the last Council Meeting at a cost of $6,575). The full description of work will be located at the Borough 4. An estimate from Clear Run Construction & Concrete of $4,385.46 for installing a 20x10 concrete pad. After a brief discussion, Council requested Foreman Williams to obtain a price from Clear Run for installation of a 20x25 concrete pad to compare with Sykesville Concrete and Stone. President ProTem Nate Alvetro informed Council that he spoke with Dave Frantz regarding the alley and was told that he will be contacting Solicitor Gianvito this A quote was presented from LB Water of $3,185.80 for the cost of materials for installing a meter pit (Hepburn Road situation). Foreman Williams stated that the week. 2 residents on Hepburn Road are requesting the Borough to cover this cost. Foreman Williams also informed that there will be a meeting regarding this topic on April 1st at 6:00 P.M. with himself, President ProTem Nate Alvetro, Solicitor Nicholas Gianvito, Engineer Travis Long, and residents of Hepburn Road. Council decided to table this topic until next Council Meeting. President ProTem Alvetro stated that Mr. Long is drafting a contract between the residents of Hepburn Road and Sykesville Borough. CREW FOREMAN REPORT: Foreman Brian Williams informed that he spoke with Reynoldsville regarding street sweeping and was told that they would like it to rain more before sweeping. Mr. Williams stated that the Crew started scraping the roads. He also stated that the crew will sweep the main roads with the skid steer for the Run/Walk event if Reynoldsville does not sweep before the scheduled date. COMITTEE REPORTS: Public Works: Nothing to report. Finance/Personne': February 2024 financial reports were presented to all members from J&M Accounting (emailed and distributed today). No questions or comments were An invoice for $1,703.75 was presented from JHA Companies for the upcoming stormwater project. A motion was made by Councilman Butch Sweka and seconded by Vice President Elaine Fike to transfer $1,703.75 from the Sludge Removal Account to the General Fund Account and pay that amount to JHA A quote was presented from Carlson lechnologies, Inc. regarding an email subscription. The monthly software would cost $19.79/month and the annual software would cost $279.79. The estimated labor charge is $160 (2 hrs.). OIC Campbell informed that he needs a government email rather than Gmail for security purposes. A motion was made by Councilman Don Reid and seconded by Councilman Butch Sweka to accept and approve the annual software subscription for $219.79 plus a two-hour labor charge of $160 from Carlson made. Utilities: Ar motion was made by Councilman Sweka and seconded by Councilwoman Pruzinsky to offer Sykesville's garbage customers with the option to pay 11 months up front and get the 12th month free for a total cost of $198.00 valid only for the month of July. Motion carried. Parks, Recreation and Planning: Secretary Monica Walkeri informed Council that Sandra (cleaning custodian for office) does not want to clean the Stahl Park restrooms. After a brief discussion, ar motion was made by Councilman Sweka and seconded by Councilman Reid to advertise for a part time/seasonal custodian (must be available for weekends) for Stahl Park. Motion carried. Police, Mayor, Fire, Code Enforcement: Councilman Reid asked what the process is for the Borough's Ordinance on grass after someone has been fined (does the Borough Crew cut, etc.). Foreman Williams stated that the crew no longer mows residents' grass. OIC Campbell stated that the Ordinance may need changed because he believes Mayor Gail Cunningham made two more nominations for Citizen of the Year Award (remains anonymous). Council will decide in one of the April meetings. As its states that the Borough will mow after a period. of now there have been five nominations. Solicitor Gianvito: Nothing to report. 4 NEW BUSINESS: President Yamrick informed Council that the Borough can accept anonymous donations if the money is not going towards an employee of Council person per Solicitor Gianvito. A motion was made by Vice President Fike and seconded by Councilman Sweka to accept an anonymous donation of $10,000 that will be reserved for the new Borough Building roof. Motion carried. EXECUTIVE SESSION: Council went into executive session to discuss personnel matters at 8:07 P.M. ACTION AFTER EXECUTIVE SESSION: Council reconvened from executive session at 8:22 P.M. Amotion was made by Councilman Butch Sweka and seconded by Counciman Don Reid to increase Nick Yamrick's hourly wage by .25 cents effective April 12, 2024. Motion carried. President Yamrick abstained. Ar motion was made by Councilman Butch Sweka and seconded by Councilwoman Sherry Pruzinsky to set a boot allowance per year of $100 for part time crew member Nick Yamrick. Motion carried. President Yamrick abstained. Amotion was made by Counçiwoman Sherry Pruzinsky and seconded by Counciman Butch Sweka to increase Jaysa Neale's hourly wage by .25 cents After a brief discussion regarding the installment of the windows (Sam Byler), there was a roll call vote to split the cost with Mr. Byler (Borough would contribute $1,000). Pruzinsky, yes; Alvetro, No; Reid, No; Sweka, No; Fike, No; Council discussed rates to pay for cleaning the park restrooms. After a brief discussion, Council decided to table the topic until next meeting. President Yamrick instructed the secretaries not to advertise as previously discussed. Councilman Don Reid informed OIC Campbell and Council that he presented Ordinance #409 to Mr. Byler regarding cleaning up after animals (horses) within the Borough. Mr. Byler stated that he will forward the Ordinance to the Bishops. effective April 8, 2024. Motion carried. Yamrick, no vote.
