Borough of Sykesville Council Meeting March 15, 2021 The regularly scheduled meeting of the Sykesville Borough Council was called to order at 7:00 P.M. with the Pledge of Allegiance by President Michele Yamrick. In attendance were Michele Yamrick, President; Elaine Fike, Vice President; Ron Park, President ProTem; Council Members: Nate Alvetro, Kurt Kister, and Don Zimmerman; Mayor Gail Cunningham; Solicitor Nicholas Gianvito. Absent was Visitors present were Pat Mowrey, Nick Yamrick, and Brian Williams (Crew Councilman Tim Brown. Foreman). VISITORS CONCERNS: Pat Mowrey informed Council that last year would have been 41 years for the Run/Walk for Someone Special. Because of COVID, the event had to be cancelled last year. He thanked and showed appreciation for Council, Sykesville Ambulance Service, Fire Department, and the Police Department for their help through the years. He informed that the Run/Walk has a tentative date for September 19 of this year. He stated that he usually calls PennDot to get all the appropriate permits and gives him their insurance and the process is complete. This year PennDot needs the Borough to take liability on this event along with the Run/Walk Organization's insurance. Mr. Mowrey stated that a way around this would be for the Borough to have the Run/Walk Organization as an additional insured under the Borough's liability insurance. Also he informed Council that these permits wouldn't be needed if only township roads were used and not state routes (Pat and Council could not think of appropriate township routes). Secretary Neale will contact Jake Heigel (liaison for both Borough and Run/Walk Organization), for more information about the additional insured. Nick Yamrick informed Council that a five-year plan is in place for doing projects around town (referring to the 2021 CDBG application). He stated that projects that also need done are waterline replacements at Sykes Street to Kaufman Drive, areas on North Park Street, the corner of VanNess Street, and hydrants need to be disconnected by the Ideal Building on East Main Street. He also stated that waterlines need to be extended on North Park Street and behind the funeral home on East Main Street. Foreman Williams is discussing these projects with the engineer to get pricing. President ProTem Park also added that there needs to be drainage on Curvex Street. Mr. Yamrick also informed that someone will be in to go over a portable GPS locator system with the Borough Crew. If the Crew likes the system, they will be looking into prices. 1 CORRESPONDENCE: Nothing to report. OLD BUSINESS: Amotion to approve March 1, 2021 minutes was made by Councilman Don Zimmerman and seconded by President ProTem Ron Park. Motion carried. Amotion was made by Councilman Don Zimmerman and seconded by Councilman Kurt Kister to accept Tim Brown's letter of resignation. Motion carried. A motion was made by President ProTem Ron Park and seconded by Councilman Kurt Kister to advertise in the Courier Express the Council vacancy President Michele Yamrick reminded Council of the 2021 CDBG Application. She informed that there is already a five-year plan and also Travis Long will be getting more cost estimates for additional projects. She stated that the application is due May 28. Also Councilman Zimmerman stated that the County President Yamrick stated that Brian had mentioned that Karl and Mike were not ready to take their exams discussed last meeting. A motion was made by President ProTem Park and seconded by Councilman Zimmerman to approve Brian, Karl, and Mike to take the infroduction to disinfection zoom class for $45 each and also to approve Karl and Mike to take the class on distribution system workshop and management for $105 each. Motion carried. President Yamrick mentioned that there is a free class coming up in Kittanning, the Borough would just have to pay for the exam. Secretary Neale will get details from Brian. Councilman Zimmerman inquired on increasing garbage rates as it was tabled before. After a brief discussion a motion was made by President ProTem Park and seconded by Councilman Zimmerman to increase garbage rates by $2.50/month starting on July 1, 2021 making the total $14.50/month. Councilman Councilman Zimmerman also inquired about increasing the local earned income tax. He stated that Solicitor Zwick mentioned that it needs to go on the Vice President Elaine Fike stated that when she went over to Jefferson County, she was informed that going to a five-member Council would also have to be on the May ballot. Gianvito will also look into this matter. 2 Councilman Nate Alvetro informed Council that the pylons are fixed located by Symmco. He informed that we are still waiting on the asphalt to be poured summer.Symmco is supposed to be putting up a "No Right turn" sign. CREW FOREMAN REPORT: Foreman Brian Williams informed Council that a resident on Shaffer Street made arequest about lowering a curb stop. He informed that they keep running over Foreman Williams stated that the parks need mulch again approximately 30 yards). He requested that the Crew haul the mulch themselves (they can get what they need and it would lower the cost). The price of the mulch is $18.75/yard. A motion was made by President ProTem Park and seconded by Councilman Kister to purchase a dump truck load (approx. 30 yards) of mulch at$ $18.75/yard. Motion carried. The cost will be split between the Stahl Park Foreman Williams presented a quote from Erlich for spraying unwanted vegelation/weeds of $4,992. The cost increased $192 from last year. Councilman Kister thinks that he can get a better price. Council decided to table this until next meeting. Secretary Neale will send Councilman Kister a map Foreman Williams asked Council if they would want Reynoldsville to street sweep again (approx. $1,200). He stated that they would need to have "a few good rains" before sweeping. A motion was made by Councilman Zimmerman and seconded by President ProTem Park to have Reynoldsville street sweep this year. Foreman Williams informed Council that Chad (JHA) and him went on a final walkthrough last week for the upcoming storm water project. He stated that the Foreman Williams aiso requested to get prices for a new backhoe. He stated that ifitis is brand new, the Borough can get$10,000 from the County. Council the shut off cutting tires. Ordinance, Health & Safety Councilman Zimmerman stated that there are some signs that need replaced at the park and one that needs turned upright. Councilman Alvetro will call Brian tomorrow to inform him. Utilities: Nothing to report. Parks, Recreation and Planning: Wednesday at 6:00 P.M. Councilman Kisterinformed Council that there will be a park meeting on 4 Councilman Kister inquired to extend the concrete from the pavilion to the road because water always lies in that area. He will discuss this further with the Park Committee before any action is taken. Police, Mayor, Fire, Code Enforcement: Councilman Alvetro presented some of the 2020 Sykesville Fire Department Report. The Department responded to 119 general calls, 1 structure fire, 1 vehicle accident with entrapment, 11 EMS assist., 9 vehicle accidents, 3 hazardous conditions, 2 appliance fres/maltunctions, 2 false fire alarms, 2 stand byi in fire station, 1 vehicle fire, and 1 landing zone (total of 33 alarms in the Borough of Sykesville). The Department received mutual aid 14 times including stand by and 346 man hours were used in the Borough. $36,000 was done in fire damage (1 structure fire). The full report will be with President Michele Yamrick. Mayor Cunningham stated that she will have OIC Campbell contact Solicitor Gianvito with the junk vehicle ordinances to consolidate them into one. Solicitor Gianvito: Solicitor Gianvito requested a copy of ordinances along with contact information. Secretary Neale will get him a flash drive of the Borough ordinances along with a copy of all coniactinformation. NEW BUSINESS: Councilman Kister informed Council that there is a green pole leaning out towards the road by the Barber shop. Foreman Williams will be notified. After a brief discussion, Council decided to have a spring cleanup. Secretary Neale will call around for prices. EXECUTIVE SESSION: No executive session took place.
