Borough of Sykesville Council Meeting February 1, 2021 The regularly scheduled meeting of the Sykesville Borough Council was called to order at 7:00 P.M. with the Pledge of Allegiance by President Michele Yamrick. In attendance were Michele Yamrick, President; Elaine Fike, Vice President; Ron Park, President ProTem; Council Members: Nate Alvetro, Timothy Brown, Kurt Kister, and Don Zimmerman; Mayor Gail Cunningham. Absent was Solicitor CJ Visitors present were Thomas Kundrich, Nick Gianvito, Brian Williams (Crew Zwick. Foreman), and Earl Campbell (Sykesville Police). VISITORS CONCERNS: Mr. Kundrich stated to Council about considering different options for billing systems (water & sewer). He also informed that when Tim Shick was here, Tom and him looked into another system based out of Bloomsburg. He stated that a cost analysis should be done in comparing systems. President Yamrick informed Mr. Kundrich that our software includes backups, ransomware, unlimited tech support, and yearly billing. Secretary Neale has a direct contact who takes care of any concerns/issues immediately. Vice President Fike stated that this should be brought to the Water and Sewer Authority before moving forward with this. Nick Gianvito introduced himself to Council (interested attorney). He is a Solicitor for Punxsurawney (4 years), Worthville, and Timblin. His office is located in Punxsutawney. Mr. Gianvito will be able to attend/be available by phone for the Council Meetings. He is not too familiar with the Union Labor Laws as Punxsy Borough uses a separate legal Counsel for that. He is looking to "brush up" on Labor Laws. CORRESPONDENCE: A letter of interest for Borough Solicitor was presented to Council from Joseph D. Ryan. Mr. Ryan requires a retainer fee of $2,500 and work performed for the Borough outside of the regular meetings would be billed at a rate of $125 per hour. His billing practice is to break an hour into six-minute increments. A copy of the full letter will be located at the Borough Office. Council decided to table this The Run/Walk for Someone Special event is scheduled for September 19, 2021 with an alternative date of October 3, 2021. Pat Mowrey is working on obtaining decision until next meeting. the permits with PennDot. 1 The County of Jefferson is currently conducting an environmental review of three CDBG Program projects. Jefferson County presented Council with a letter requesting review of these projects (30 days to respond). A copy of the letter and project (N. Park St. waterline replacement) will be located at the Borough Office. A motion was made by President ProTem Ron Park and seconded by Councilman Tim Brown to send this to Travis Long (engineer) for review. Motion carried. OLD BUSINESS: Amotion to approve January 18, 2021 minutes was made by Councilman Nate Alvetro and seconded by Councilman Kurt Kister. Motion carried. Councilman Don Zimmerman stated that the Borough should send a check to the Jefferson County Solid Waste Authority as part of their donation. A motion was made by Councilman Zimmerman and seconded by President ProTem Park tos send JCSWA $350 and send another $350 after the containers are placed. Motion carried. Councilman Zimmerman informed that the recycling containers Councilman Kurt Kister informed Council that he spoke with someone about the railroad gate crossing. The project was scheduled for 2023 but since Councilman Kister inquired about this, the date will be moved up for installing the crossing. will be here once the snow melts. CREW FOREMAN REPORT: Foreman Williams informed Council that he damaged the new snow plow by hitting a covered storm drain. He stated that he sent the plow to Jewell's to get fixed and it's back. Councilman Nate Alvetro informed Council that it cost Councilman Zimmerman asked if there have been anymore meters installed. President Yamrick stated that Council put this to a halt due to COVID-19. She stated that the Crew could possibly start installing meters the end of this month if Councilman Zimmerman also asked Foreman Williams if he was successful at getting in contact with the Army Corps of Engineers. Mr. Williams stated that he contacted Andrea and she stated that they are looking for funding. We also missed the deadline for the "Growing Greener Money". Mr. Williams is waiting to roughly $1,100. cases keep decreasing. hear back from another contact. 2 COMITTEE REPORTS: Public Works: Councilman Alvetro stated that a meeting should be scheduled with the Council and Water & Sewer Authority about paving Dr. Fugate Drive. He stated that paving the road would roughly be around $80,000. Finance/Personnel: A motion was made by Vice President Elaine Fike and seconded by Councilman Nate Alvetro to renew the PA Rural Water Association 2021 membership for $499. Motion carried. Ar motion was made by President ProTem Ron Park and seconded by Councilman Tim Brown to renew RAK (software for Tax Collector) for $330.72. Ar motion was made by Councilman Zimmerman and seconded by President ProTem Park to pay Kendall's Kreations $535 for envelopes and stamps for the Secretary Neale requested from Council to pay the City of DuBois water bill online moving forward. The reason being is because the penalty fees are costly and sometimes the checks mailed do not make the due date on time. A motion was made by President ProTem Park and seconded by Councilman Kister to pay the City of DuBois water bill online moving forward. Motion carried. A motion was made by Vice President Fike and seconded by Councilman Brown to approve Jaysa Neale's paid time off for January 21 and February 2. Motion A motion was made by Councilman Zimmerman and seconded by President ProTem Park to transfer $50,000 from the Water to the Water Capital carried. Improvement Fund. Motion carried. Ordinance, Health & Safety Nothing to report. Utilities: Nothing to report. Parks, Recreation and Planning: Secretary Neale informed Council that the park information (check book, etc.) has been received. Police, Mayor,Fire, Code Enforcement: Attached is the January 2021 monthly police summary report. Ar motion was made by Councilman Brown and seconded by President ProTem Park to purchase a crime and traffic code book for $75 from Team DUI Pennsylvania DUI Association. Motion carried. Ar memorandum of understanding drafted by Solicitor CJZwick was presented to Council regarding the Police Pension. Doug Werley from PSAB noticed some inconsistencies with the bargaining agreement and the PSABMRT joinder agreement. The MOU will make the joinder agreement and bargaining agreement consistent. A motion was made by President ProTem Park and seconded by Councilman Brown to approve and sign the MOU. Motion carried. Solicitor Zwick: Nothing to report. 4 NEW BUSINESS: Councilman Zimmerman stated to Council that he has been comparing garbage rates and informed that Sykesville's are really low. President Yamrick stated that rates have not been raised in a while; she also stated that Council should think about this and discuss it more next meeting.
