Borough of Sykesville Council Meeting September 7, 2021 The regularly scheduled meeting of the Sykesville Borough Council was called to order at 7:00 P.M. with the Pledge of Allegiance by President Michele Yamrick. In attendance were Michele Yamrick, President; Elaine Fike, Vice President; Nate Alvetro, President ProTem; Council Members: Kurt Kister, Ron Morris and Don Zimmerman; Mayor Gail Cunningham; Solicitor Nicholas Gianvito. Visitors present were Caraline & Richard Pearsall, Earl Campbell (Sykesville Police), and Brian Williams (Crew Foreman). VISITORS CONCERNS: Caraline and Richard Pearsall requested a water line be installed on 40 VanWoert Street. Foreman Williams stated that if this is approved, the Borough can gain two houses being on the water line. Mr. Williams presented a quotation in doing this from Catalone Pipe & Supply Company for $5,546.30. A motion was made by Councilman Don Zimmerman and seconded by Vice President Elaine Fike to approve this project and the quotation from Catalone for $5,546.30. Motion carried. CORRESPONDENCE President Michele Yamrick presented to Council the new law requirements on municipalities for holding public meetings signed in to law on June 30th by Governor Tom Wolf. The list of requirements will be located at the Borough President Yamrick presented a letter from Henderson Township informing they have received a request to close the upper end of Short Cut Road in Henderson Township. Henderson Township Board of Supervisors would like to hear if this closure will cause any hardship for Sykesville. A meeting will be held on September 14th at 6:00 P.M. to discuss this topic. Also enclosed was Henderson lownship'snumber and address to send any correspondence. A motion was made by Councilman Ron Morris and seconded by Councilman Kurt Kister to deny the road closure because it will create a hardship for people living on the road and would create a potential hazard for emergency situations. The form also stated that he has been to several Council Meetings and spoke to the Mayor numerous times about this issue. OLD BUSINESS: AI motion to approve August 16, 2021 minutes was made by Councilman Don Zimmerman and seconded by Councilman Kurt Kister. Motion carried. An invoice and a notice of completion was presented from Hager Paving (road work bided this year) for $65,872.92 (original estimate was $63,818). A motion was made by Councilman Zimmerman and seconded by Councilman Kister to sign the notice of completion and pay Hager Paving $65,872.92. Motion carried. Ar motion was made by Councilman Zimmerman and seconded by Councilman Morris to pay Tel-Power, Inc. $2,028.96 for their work performed on the traffic light Presented from last meeting was the proposal from Tel-Power, Inc. for $9,744 (corrected wording). Council decided to table this until Foreman Williams researches prices on four way stop lights (in case the traffic lights were to go out in town. Motion carried. again). CREW FOREMAN REPORT: Crew Foreman Brian Williams presented a quotation from Industrial Service Solutions (RAM) for $8,696 forre rebuilding the pumps (1) at the lift station. A motion was made by Councilman Zimmerman and seconded by Vice President Fike to Foreman Williams informed Council that he ordered two catch basins and pipe accept RAM's quotation of $8,696. Motion carried. for Donna Maine' property and below the tank for repairs. COMITTEE REPORTS: Public Works: President ProTem Nate Alvetro informed Council that both Karl and Mike passed all of their water tests needed. They will have to fill out an application and mail to DEP to receive their cerlifications and then Travis Long will have to sign off. He 2 questioned of when they will receive their raises for passing the tests. Council decided to wait on giving them an increase in pay until the certifications are received. Foreman Williams reminded Council that they will need 30 hours for three years. Foreman Williams also stated that once a background checki is done, Travis (JHA) has 90 days to sign off on their licenses and Council will have President ProTem Alvetro (behalf of the Fire Department) thanked the Borough, Council, and Police Department for helping out with this year's Gun Bash. A sign is down on Scotts Street that needs to be put back up. Foreman Williams stated that the signs were supposed to be placed on Kaufman Drive. He will fixit tomorrow. President ProTem Alvetro also informed that a fire truck hit a sign on The Run/Walk for Someone Special will be held Sunday, September 19 to decide which guy is in charge of the water. North Park Street that's now leaning. (reminder). Finance/Personne!: An invoice for $6,374.35 was presented from JHA Companies for the upcoming stormwater project. A motion was made by Councilman Kurt Kister and seconded by President ProTem Nate Alvetro to transfer $6,374.35 from the Sludge Removal Fund to the General Fund in order to pay JHA Companies. Ar motion was made by President ProTem Alvetro and seconded by Councilman Kister to approve Michael Gamble's paid time off for August 25 (7.5 hours). Motion carried. Motion carried. Ordinance, Health & Safety Councilman Zimmerman asked when the house on North Park street (collapsed roof) will be cleaned up. Vice President Fike stated that they received a check from their insurance but stated that they could not find a contractor. Council will Councilman Zimmerman asked if the new: signs were hung up at the park and also informed that a no parking sign still needs to be hung by the hardware store. Foreman Williams stated that he has not hung up signs at the park yet. call John Witherite from PennSafe to see what could be done. 3 Utilities: Councilman Ron Morris informed Council that Mack Zimmerman worked with PennDot in getting the traffic lights back on over the weekend. Parks, Recreation and Planning: Nothing to report. Police, Mayor, Fire, Code Enforcement: Attached is the monthly Police summary report for August 2021. Solicitor Gianvito: Solicitor Nick Gianvito informed Council that he researched decreasing Council size from 7to 5 members. He informed that 5% of the registered voters (Sykesville population) would need to sign a petition, this can only be done every five years, and this would have to be submitted at least 13 weeks before the general election, which means this would have to be done next year. AI motion was made by Vice President Fike and seconded by Councilman Morris to have President Michele Yamrick sign to petition the Common Pleas Court for the current vacancy seat on Sykesville Borough Council. Motion carried. Solicitor Gianvito stated that if Council were to find someone to fill the seat, he will notify the Court. NEW BUSINESS: A letter was presented from the Sykesville Library requesting that the Borough continue their financial aid to them in the amount of $2,500 for the 2022 budget. President Yamrick presented quotes and sample photos on cameras for at the Sewage Treatment Plant ($539.99) and the Borough Garage ($719.99). Also mentioned was to get camera prices for Stahl Park. Council decided to table in purchasing any cameras until more research is done by Nick Yamrick.
