Borough of Sykesville Council Meeting December 4, 2023 The regularly scheduled meeting of the Sykesville Borough Council was called to order at 7:00 P.M. with the Pledge of Allegiance by President Michele Yamrick. In attendance were Michele Yamrick, President; Elaine Fike, Vice President; Nate Alvetro, President ProTem (7:45P.M.); Council Members: Ron Morris and Sherry Pruzinsky; Solicitor Nicholas Gianvito. Absent were Counciman Kurt Kister, Councilman Gabriel "Butch" Sweka, and Mayor Gail Cunningham. Visitors present was Brian Williams (Crew Foreman). VISITORS CONCERNS: No visitor concerns. CORRESPONDENCE: A motion was made by Councilman Ron Morris and seconded by Vice President Elaine Fike to accept and sign the engagement letter presented from Sharkey, Piccirillo, & Keen, LLP SO that they can begin to Audit for the 2023 year. Motion Amotion was made by Counciwoman Sherry Pruzinsky and seconded by Councilman Ron Morris to renew the 2024 JCDC membership at the silver level carried. for a total cost of $100. Motion carried. OLD BUSINESS: An motion to approve November 20, 2023, minutes was made by Counciwoman Sherry Pruzinsky and seconded by Councilman Ron Morris. Motion carried. Fees from the Punxsutawney ordinance for gaming table and device and other amusement were presented to Council to consider for a possible ordinance for the Sykesville Borough. After a brief discussion, Council decided to table this matter until the original ordinance is reviewed that sets rules and fees for amusement devices. President Michele Yamrick presented a drafted resolution increasing the water bill $1 to be reserved for the stormwater. Vice President Fike stated that Mr. Sedor from the Water and Sewer Authority discussed with Chairman Rick Fike that the Sunshine Law was violated because there was no meeting to decide this as an Authority. Also, there are a few members on the board that have received complaints about the increase. After a brief discussion, Council 1 decided to table this matter until after the Authority has a meeting to discuss this President Yamrick presented estimates and pictures from Neon Exposure for a new Borough/Poice/lbxony sign (message board). The prices range from $27,994t0 $41,133 (depending on size and brightness) plus the Borough would have to supply their own electrical service. President Yamrick stated that she will ask Mr. Simmons for an estimate on a plain sign. President Yamrick informed that there is ar resident who would like to donate $5,000 or purchase the sign for the which will be January 15, 2024. right price. CREW FOREMAN REPORT: Foreman Brian Williams informed Council that there is a meter in town that needs the wires fixed and the resident will not comply with the Borough Crew. He informed that this resident had never paid a security deposit in her name (itis still in her ex-boyfriend's name) and now that ex-boyfriend would like the water turned off because the bills are still under his name. Foreman Williams asked Solicitor Gianvito if a 10-day shut off notice could be sent to the resident of this home for not complying and not paying a security deposit. Solicitor Gianvito stated that a 10-day shut off notice would be appropriate since she has not been in compliance with the Borough. Utilities: Councilman Morris informed Council that he will be calling to get quotes on LED speed signs. He stated that he would like to purchase three with flashing lights of red and blue when a vehicle is speeding. Parks, Recreation and Planning: Nothing to report. Police, Mayor, Fire, Code Enforcement: Attached is the November 2023 Police Summary Report. President ProTem Alvetro informed that the State Police have been patrolling on North Park Street (last week 13 tickets were written) and are aware of the speeding issues. The policeman that he spoke with stated that a lot of people who are speeding, are coming out of town and are residents of Sykesville. They are trying to patrol in Sykesville as much as possible, but they are short staffed. Solicitor Gianvito: Solicitor Nicholas Gianvito presented a letter to Council requesting reappointment as Sykesville Borough's Solicitor during the reorganizational meeting scheduled for January 2, 2024. A copy of the full letter will be located at the Borough Office. NEW BUSINESS: President Yamrick informed Council that the furnace stopped working last week. Bloom's Electric were called by President ProTem Nate Alvetro and the furnace was fixed the same day. An invoice has not been received yet. 3 President ProTem Alvetro informed that he spoke with a company that has salt sheds available. He stated that he received a price of $10,000 for all the material for a 20x60 shed that is 17 feet high. He will be checking on other prices with other companies. EXECUTIVE SESSION: Council went into executive session to discuss personnel matters at 8:06 P.M. ACTION AFTER EXECUTIVE SESSION: Council reconvened from executive session at 8:18 P.M. AI motion was made by President ProTem Alvetro and seconded by Councilman Morris to give all full time (Earl Campbell, Michael Gamble, Jaysa Neale, & Brian Williams) and part time (Sandra Ballard, Monica Walker, & Nicholas Yamrick) employees $100 each as a 2023 Christmas bonus.
