Borough of Sykesville Council Meeting April 15, 2024 The regularly scheduled meeting of the Sykesville Borough Council was called to order at 7:00 P.M. with the Pledge of Allegiance by President Michele Yamrick. In attendance were Michele Yamrick, President; Elaine Fike, Vice President; Council Members: Ron Morris and Don Reid; Mayor Gail Cunningham. Absent were President ProTem Nate Alvetro, Counciwoman Sherry Pruzinsky, Councilman Gabriel "Butch" Sweka, and Solicitor Nicholas Gianvito. Visitors present were Mark Gilga, Brian Williams (Crew Foreman), and Earl Campbell (OIC). VISITORS CONCERNS: Mr. Gilga was present to pay for the fee on his 10 gaming machines (Last Chance Gaming). He raised questions if he could place the stickers in a frame or get a placard SO that the stickers won'tbe deraced/damoge.. Council informed that they would ask Solicitor Gianvito if this could be done. Secretary Neale will follow up. CORRESPONDENCE: President Michele Yamrick presented an invitation from PA Rural Water Association for the 2024 Clay Shoot held May 17th at the Warriors Mark Lodge, Ginter, PA. Registration form will be located at the Borough Office. President Yamrick presented an application for the 2024 CDBG program which is due to Jefferson County Department of Development by 4:00 P.M. on June 4, 2024. President Yamrick encouraged that all members think of different projects tos submit. Councilman Don Reid mentioned to submit for replacement of sidewalks. A list of project eligibility and the application will be located at the Borough Office. OLD BUSINESS: A motion to approve April 1, 2024, minutes was made by Councilman Don Reid President Yamrick presented a proposed quote/contract to build a completely new salt shed building priced at $23.375 from Byler Brothers Roofing. The details include the same size as the existing building. 201 ft. wide by 30 ft. long and approximately 14 1/2 ft. high, 2x6 3 ply laminated post 8f ft. OC. Double 2x12 plate, 2x4 perlins on sides and roof 2ft. OC., engineered trusses 3 ft. OC. Metal and seconded by Councilman Ron Morris. Motion carried. 1 roof, metal soffit, and fascia metal siding. All metal will be screwed down with 50 Year-Pro-Z screws. Interior will be finished off with 2x12 pressure treated tongue and groove. The existing building will be torn down and hauled away. President Yamrick also reminded Council of the bid (s) from Clear Run Construction & Concrete ($25,95.71), H&H Builders ($22,127.50), and Britespan ($24,025). Details of the other bids were discussed at previous meetings February-April). After a brief discussion on the four bids for the salt shed, a motion was made by Vice President Elaine Fike and seconded by Councilman Ron Morris to accept and approve Byler Brothers Roofing bid of $23,375. Motion carried. Work will be President Yamrick opened discussion for nominations of Citizen of the Year award. Council voted and will be presenting the award to the recipient on June 3, 2024, at the regulatory Council meeting. President Yamrick will order the President Yamrick opened discussion to Council about selling the Kubota mower. Foreman Williams stated that he did not receive a call back from W&W Equipment to confirm a price. After a brief discussion, Council determined not to sell the mower as it can be used for other projects. A motion was made by Councilman Reid and seconded by' Vice President Fike to purchase a battery completed before the end of June. plaque for the award. for the Kubota mower. Motion carried. CREW FOREMAN REPORT: Foreman Brian Williams informed Council that the Borough was awarded $112,000 from DCED to perform work on Sykes Alley and Kaufman Drive. The original project submission was for $214,000. Foreman Williams stated that we could change the scope of work to better match $112,000 or the Borough could choose to pay an additional $102,000. After a brief discussion, a motion was made by Councilman Don Reid and seconded by Councilman Ron Morris to change the scope of work on Sykes Alley and Kaufman Drive to better match the grant amount that was awarded (base, tar, & chip). Motion carried. Foreman Williams presented to Council the 17th Annual Equipment Show & Training Day invitation held on Wednesday, May 15th from 9 A.M.-3 P.M. He informed that this is where the crew obtains their flagger certifications. After further review there were questions on the registration fees. Tabled until next meeting. 2 COMITTEE REPORTS: Public Works: Counciman Reid stated that the street sweeping by Sandy Township was done very well and suggested to send a thank you from the Borough to the Township. Finance/Personnel: March 2024 financial reports were presented to all members from J&M Accounting (emailed and distributed today). No questions or comments were An invoice for $6,658.75 was presented from JHA Companies for the upcoming stormwater project. A motion was made by Councilman Morris and seconded by Councilman Reid to transfer $6,658.75 from the Sludge Removal Account to the General Fund Account and pay that amount to JHA Companies from the Ar motion was made by Vice President Fike and seconded by Councilman Morris to approve Brian Williams paid time off for March 25th (4 hours). Motion carried. Am motion was made by Councilman Morris and seconded by Councilman Reid to approve Michael Gamble's paid time off for March 28th (4 hours). Ordinance, Health & Safety Nothing to report. Utilities: ARC Disposal is requesting their bond amount back from the Borough since Hugill Sanitation acquired the company. Council decided to table this until Solicitor Nicholas Gianvito is present to discuss. Parks, Recreation and Planning: Council discussed closing South Park Street-London Street for the event that the American Legion will host on May 27th at Stahl Park. They decided to table until next meeting until a time is determined. 3 Police, Mayor, Fire, Code Enforcement: Vice President Fike informed OIC Campbell that she received a complaint from Suzanne Haag about speeding on North Station Street. She also requested signs be placed on the street. Solicitor Gianvito: Nothing to report. NEW BUSINESS: Nothing to report. EXECUTIVE SESSION: No executive session took place.
