Borough of Sykesville Council Meeting April 18, 2022 The regularly scheduled meeting of the Sykesville Borough Council was called to order at 7:00 P.M. with the Pledge of Allegiance by President Michele Yamrick. In attendance were Michele Yamrick, President; Elaine Fike, Vice President; Council Members: Ron Morris and Sherry Pruzinsky. Absent were President ProTem Nathan Alvetro, Councilman Kurt Kister, Councilman Gabriel "Butch" Sweka, Mayor Gail Cunningham, and Solicitor Nicholas Gianvito. Visitors present were Brian Williams (Foreman), Earl Campbell (Sykesville Police), and, Justin Felgar (Punxsy Spirit). VISITORS CONCERNS: No visitor concerns. CORRESPONDENCE: President Michele Yamrick presented a "Meet and Greet" invitation from Farmer's National Bank for tomorrow at Luigi's from 5 PM- 7PM. The bank is merging with Ohio. Councilwoman Pruzinsky stated that routing numbers will change for all accounts and the change is expected to be happening August- President Yamrick presented an invite from PA Rural Water Association for the 2022 PRWA Clay Shoot held on Friday, May 13th at the Warrior's Mark Lodge in Ginter. Foreman Williams stated that JHA Companies (Travis Long) covers all the expenses. The invitation will be located in the office with all the details. Ac complaint form was presented to Council from John (Willow's Point LLC) regarding the letter about the backflow preventers from Travis Long (JHA Companies). The form stated that he is exempt from this matter because the property does not have water or sewer services. The resolution to the complaint is-stated: "Condemned property residential); not applicable at this time until September. residential dwellings are required." Foreman Williams informed that the backflows are just a "check valve" meaning that if there is a water break, it won't affect anyone's water pressure. He also stated that we are only focusing on businesses for now. Eventually residential will be mandated for installation of a backflow (eventually will be DEP mandated). 1 OLD BUSINESS: A motion to approve April 4, 2022 minutes was made by Counciiwoman Sherry Pruzinsky and seconded by Vice President Elaine Fike. Motion carried. President Yamrick opened discussion for the proposed "No Parking Winter Maintenance" ordinance drafted by Solicitor Gianvito. A statement was made that there was not an "end date" for the ordinance. Section 5 states when the ordinance will take effect but not when it will conclude. Secretary Neale will inform Solicitor Gianvito. This matter will be tabled until next meeting. A copy of an ordinance was presented to Council regarding repairs, vacation and/or demolition of unsafe buildings for their review. Council decided to table this until next meeting SO that they can make appropriate revisions of the ordinance. CREW FOREMAN REPORT: Foreman Brian Williams informed Council that Rick Fike stated that the Borough Crew should go to school to be certified for inspecting the backflows (residents would not have to pay for inspection in return). He informed that the training is a three-day course and is around $1,200 per person (Travis is researching classes). AI motion was made by Councilman Ron Morris and seconded by Vice President Elaine Fike to pay for the Borough Crew to get their certifications for inspecting Foreman Williams stated that the Crew received a lot of complaints because the Christmas tree was not taken down in a timely manner (due to weainer/scnedules. He requested to ask the SCIA to take over. Mr. Williams will Foreman Williams requested to add the installation of replacing broken meters tor resident's water bills under the category "other". He informed that there are three individuals who have not paid their original invoices (presented to Council). A motion was made by Councilman Morris and seconded by Counciwoman Pruzinsky to add meter charges to the water bills for the Foreman Williams informed Council that the resident of 63 Cleveland Street tampered with his meter located at the "pit". He stated that this individual admitted to Secretary Neale of turning off his meter. He also informed that the installation and meter were both pulled out and the threads on the meter are torn out. The cost of the meter is $150 to replace and up to $200 could be fined to this individual for tampering with Borough property. A motion was made by backflow preventers. Council stated that if he does not pay the replacement fee of the meter, criminal charges will be pursued. COMITTEE REPORTS: Public Works: Nothing to report. Finance/Personne!: Secretary Neale informed that the March 2022 financial reports from Tuning Accounting were emailed to all board members for their review. Amotion was made by Counciwoman Pruzinsky and seconded by Councilman Morris to accept and pay Tuning Accounting $1,113.21 for the Marchretainer President Yamrick notified all members that Michael Gamble has been fee. Motion carried. summoned for Jury Duty. The date as of now is May 9th, An invoice for $2,672.16 was presented from JHA Companies for the upcoming stormwater project. A motion was made by Councilman Morris and seconded by Counciwoman Pruzinsky to transfer $2,672.16 from the Sludge Removal Account to the General Fund Account and pay that amount to JHA Companies AI motion was made by Vice President Fike and seconded by Counciwoman Pruzinsky to approve Brian Williams paid time off for April 8. Motion carried. A motion was made by Counciwoman Pruzinsky and seconded by Councilman Morris to approve Jaysa Neal's paid time off for April 11. Motion carried. from the General Fund. Motion carried. Ordinance, Health & Safety Nothing to report. Utilities: Nothing to report. 3 Parks, Recreation and Planning: Nothing to report. Police, Mayor, Fire, Code Enforcement: An invoice was presented to Council from Team DUI (PA DUI Association) in the amount of $80. OIC Campbell stated that it is the crime and vehicle code (updated) book that is required every year. A motion was made by Councilman Morris and seconded by Vice President Fike to pay Team DUI $80 for an updated Crimes Code book. Motion carried. Solicitor Gianvito: Nothing to report. NEW BUSINESS: President Yamrick informed Council that last week Foreman Williams received a call from a worker at Northwest Bank stating that there was water throughout the bank building (he was checking the ATM). Foreman Williams confirmed that the pipes froze and busted causing a water break. He informed that the water had been turned on by an unknown source (Borough was not notified or consented). Approximately 800,000 gallons was used. The water was immediately turned off, new keys (security) were made, and equipment was purchased to dry the building. Council agreed to pay the following invoices from the Borough General Account until this is further discussed (Bank Building Amotion was made by Counciwoman Pruzinsky and seconded by Vice President Fike to pay Mike's Locksmith & Hardware $630 for their services. Motion A motion was made by Councilman Morris and seconded by Counciwoman Pruzinsky to pay Lowe's $606.10 for dehumdliters/an. Motion carried. Motion President Yamrick informed that no one is to have the keys to the building unless they are a member of Council or a Borough Employee. Council discussed the future of the building and possibly demolishing the building and make it into a public parking lot.
