Borough of Sykesville Council Meeting October 3, 2022 The regularly scheduled meeting of the Sykesville Borough Council was called to order at 7:00 P.M. with the Pledge of Allegiance by President Michele Yamrick. In attendance were Michele Yamrick, President; Elaine Fike, Vice President; Nate Alvetro, President ProTem; Council Members: Kurt Kister; Mayor Gail Cunningham; Solicitor Nicholas Gianvito. Absent were Councilman Ron Morris, Counciiwoman Sherry Pruzinsky, and Councilman Gabriel "Butch" Sweka. Visitors present were Larry McGuire (Punxsy Spirit), Alex Nelson (Courier), Brian Williams (Crew Foreman), and Earl Campbell (Sykesville Police). VISITORS CONCERNS: No visitor concerns. CORRESPONDENCE: President Michele Yamrick presented Payment Application No. 1 and Final for the North Park Street Waterline Replacement project in the amount of $72,750. A motion was made by President ProTem Nate Alvetro and seconded by Councilman Kurt Kister to approve and sign Payment Application No. 1-Final in the amount of $72,750. Motion carried. OLD BUSINESS: Councilman Kurt Kister informed that on page 2 of the previous minutes there was an error on Mollie's last name, it is "Harris" not "LaBorde".. A motion to approve September 19, 2022 minutes with the correction was made by Vice President Elaine Fike and seconded by Councilman Kurt Kister. Motion carried. President Yamrick informed Council that Secretary Neale produced all the documentation (ATM lease, Deed, etc.) on the bank building. After a brief discussion a motion was made by Vice President Elaine Fike and seconded by President ProTem Nate Alvetro to perform a legal appraisal of the bank building located at 2 East Main Street. Motion carried. Solicitor Gianvito recommended on terminating the ATM lease agreement with Northwest Bank if the Borough An motion was made by Vice President Fike and seconded by President ProTem Alvetro to have President Michele Yamrick get estimares/quotes on firms/individudls that perform appraisals. Motion carried. President Yamrick will decides to sell the building. have prices by next Council meeting. 1 President Yamrick presented to Council a Resolution for the Multimodel Transportation Fund Grant. The Resolution was already signed but an updated copy is required as it cannot be older than one month for processing. A motion was made by President ProTem Nate Alvetro and seconded by Councilman Kurt Kister to update the Resolution to the current date (October 3, 2022) for the Multimodel Transportation Fund Grant of $137,188. Motion carried. The Sykesville Library Board thanked Council for approving installment of the AC/Heating unit performed by Scott Mowrey and they informed that the work is finished. An invoice was presented from Scott Mowrey for a total of $10,900. President Yamrick informed that the Library stated that they would like to contribute $2,500. A motion was made by Vice President Fike and seconded by Councilman Kister to inform the Sykesville Public Library that they can keep the $2,500 with the stipulation of the Sykesville Borough "by-passing" a donation of $2,500 for the 2023 budget. Motion carried. A motion was made by Councilman Kister and seconded by Vice President Fike to split the total invoice of $10,900 between the General, Sewage, and Water Accounts. Motion carried. CREW FOREMAN REPORT: Nothing to report. COMITTEE REPORTS: Public Works: President ProTem Alvetro informed Council that the Fire Department is requesting to have East Liberty Street closed on Saturday, October 15th for the "Sykestober Festival".. A motion was made by Councilman Kister and seconded by Vice President Fike to close East Liberty Street from the triangle (patch of grass) to the alley boarding the Larsons' residence on Saturday, October 15th. Motion carried. Finance/Personne!: Ar motion was made by President ProTem Alvetro and seconded by Councilman Kister to approve Brian Williams paid time off for September 22 (4 hours). Motion Vice President Fike informed Council that the Finance Committee will have a budget meeting with Kermit Tuning on October 18th at 6:00 P.M. carried. 2 Ordinance, Health & Safety Nothing to report. Utilities: President ProTem Alvetro informed Council that he asked the Borough Crew to collect the street light numbers that were burnt out and inform Penelec of the outages. There were 12 that were reported. Parks, Recreation and Planning: Nothing to report. Police, Mayor, Fire, Code Enforcement: Attached is the September Police Summary report. Solicitor Gianvito: Solicitor Gianvito presented a Resolution to Council to approve. The Resolution "A RESOLTION OF SYKESVILLE BOROUGH REQUIRING THE TAX COLLECTOR TO WAIVE. ADDITIONAL CHARGES FOR REAL ESTATE TAXES BEGINNING IN 2023 UNDER CERTAIN CIRCUMSTANCES." Provides a waiver request of additional charges to the tax collectorin possession of the claim within twelve months of a qualifying event; Provides the tax collector in possession of the claim with one of the o (a) a copy of the deed showing the date of real property transfer; (b) a copy of the title following the acquisition of a mobile or manufactured home subject to taxation as real estate showing the date of issuance or a copy of an executed lease agreement between the owner of a mobile or manufactured home and the owner of a parcel of land on which the mobile or manufactured home will be situated showing the date the lease commences; and Pays the face value amount of the tax notice for the real estate tax with Solicitor Gianvito stated that this can be voted on next meeting for approval states: The circumstances are the following: Attests that a notice was not received; following or the waiver request. since it is not on this meeting'so agenda. 3 NEW BUSINESS: Nothing to report. A motion was made by Councilman Kister and seconded by President ProTem Alvetro to give Michael Gamble a .55 cent raise effective immediately to correct a wrong that happened in August of 2021.
