Borough of Sykesville Council Meeting June 6, 2022 The regularly scheduled meeting of the Sykesville Borough Council was called to order at 7:00 P.M. with the Pledge of Allegiance by President Michele Yamrick. In attendance were Michele Yamrick, President; Elaine Fike, Vice President; Council Members: Kurt Kister, Ron Morris, and Sherry Pruzinsky; Mayor Gail Cunningham; Solicitor Nicholas Gianvito. Absent were President ProTem Nate Visitors present were John Sedor, Barb Kopshina, Ed Bell, Don Reid, Brian Williams (Foreman), Earl Campbell (Sykesville Police), Alex Nelson (Courier Express) and, Alvetro and Councilman Butch Sweka. Larry McGuire (Punxsy Spirit). VISITORS CONCERNS: John Sedor asked if there were any updates on changing the stop light (timer). He stated that the light doesn't change on Main Street unless someone is coming the opposite way making the road a "freeway". He also expressed concern with speeding on Soldier Hill, he stated that there should be more speed limit signs to help that. Mr. Sedor also informed Council that the Water and Sewer Authority will need a member from Council as the liaison. Barb Kopshina had a few questions regarding the maintenance of Memorial Park Road. She informed that she lives at the end of the road and wanted to find out if the Borough had documentation on how far Sykesville owns. She stated that there has been mixed communications on the maintenance of the far end of the road. She informed that her children have disabilities and will need a special vehicle that will need to be able to get to her residence. Foreman Williams informed that the Borough receives Liquid Fuels money to Shortcut Road. Foreman Williams also informed that the potholes will be filled in this week and winter maintenance will be kept up with all the way on that road. Ed Bell attended on behalf of his uncle. He stated that he also lives at the end of Memorial Hill and his health is declining. He stated that the road needs to be maintained properly in case emergency vehicles need to get through. Don Reid thanked the Police Department for running vascar and catching speeders on North Park Street. He also reiterated that the stop light needs to be changed for safety purposes. 1 CORRESPONDENCE: A letter was presented from the Sykesville Library asking for their 2022 allotment of $2,500. A motion was made by Counciiwoman Sherry Pruzinsky and seconded by Councilman Kurt Kister to release the Sykesville Public Library's President Michele Yamrick informed that all the permitting is completed for the upcoming stormwater projects with PennVest. Foreman Williams stated that a meeting should be scheduled the end of June to "kick off" the project. Amotion was made by Vice President Elaine Fike and seconded by Counciwoman Sherry Pruzinsky to renew the Borough's website (Aug. 2022- July 2022 allotment of $2,500. Motion carried. 2023) with the PSAB at a cost of $389. Motion carried. OLD BUSINESS: A motion to approve May 2, 2022 minutes was made by Councilman Kurt Kister President Yamrick opened discussion on Spring Cleanup dumpsters. She stated that there were issues this time with Waste Management not picking them up when asked (left at shop for the weekend) and people misusing them. She stated that $1,000 ($500 each dumpster) could be used elsewhere in the budget. Counciwoman Pruzinsky suggested in the fall to have cleanup day with the dumpsters one time and use the other $500 to pay someone to supervise the dumpster. Also limit to strictly residents for dumping. Council decided to discuss President Yamrick informed Council that the Borough is approved of the Multimodal Transportation Fund grant of $137,188 from the Pennsylvania Department of Transportation. Presented were resolutions between the Borough and the Pennsylvania Department of Transportation for the Multimodel fund (located at the Borough Office). A motion was made by Councilman Kurt Kister and seconded by Councilman Ron Morris to sign and accept the resolutions with the Pennsylvania Department of Transportation for the Multimodel Grant. An motion was made by Councilman Morris and seconded by Councilman Kister to sign and approve Ordinance No. 6-6-2022 regarding Operation and Parking of Motor Vehicles during Snow Emergencies. Motion carried. be located at the Borough Office. 2 Solicitor Gianvito presented an updated drafted Ordinance regarding Repairs, Vacation, and/or Demolition of Unsafe Buildings. After review and discussion of the proposed Ordinance a motion was made by Counciwoman Pruzinsky and seconded by Vice President Fike to advertise the drafted Ordinance as is with the correction to Section 6 to state ". ..be subject to a fine of not less than Solicitor Gianvito presented a Resolution to exonerate taxes for 2 East Main Street (bank building). A motion was made by Councilman Ron Morris and seconded by Councilman Kurt Kister to sign the resolution to exonerate property President Yamrick presented invoices that were paid out of the Borough General Fund for the bank building (Mike's Locksmith, Lowe's, and 814 Hardware). The total cost is $1,355.08. There is also a water bill for $9,885. President Yamrick informed Council that there is about $11,000 in the Bank Building fund and that account cannot go below $2,000 or the Borough will get penalty charges. A motion was made by Councilman Kister and seconded by Counciwoman Pruzinsky to reimburse the Borough General Account $1,355.08 from the Bank Building Account and also send a letter to the Water and Sewer Authority asking for forgiveness for the water bill of $9,885. COMITTEE REPORTS: Public Works: Nothing to report. Finance/Personnel: The April 2022 financial reports from Tuning Accounting were emailed to all board members for their review. There were no comments/questions addressed. An invoice for $12,268.25 was presented from JHA Companies for the upcoming stormwater project. A motion was made by Vice President Fike and seconded by Councilman Kister to transfer $12,268.25 from the Sludge Removal Account to the General Fund Account and pay that amount to JHA Companies from the General Fund. Motion ratified. 3 A motion was made by Counciwoman Pruzinsky and seconded by Vice President Fike to accept and pay Tuning Accounting $1,159 for the April retainer A motion was made by Councilman Morris and seconded by Councilman Kister to accept and pay Tuning Accounting $1,162.32 for the May retainer fee. Aninvoice for $2,298.99 was presented from JHA Companies for the upcoming stormwater project. A motion was made by Councilman Kister and seconded by Counciwoman Pruzinsky to transfer $2,298.99 from the Sludge Removal Account to the General Fund Account and pay that amount to JHA Companies fee. Motion ratified. Motion carried. from the General Fund. Motion carried. A letter was presented from Mo Kovalchick (Tax Collector) requesting reimbursement of $35 for a training she attended. A motion was made by Councilman Morris and seconded by Councilman Kister to reimburse Mo Kovalchick $35. Motion carried. Ar motion was made by Counciwoman Pruzinsky and seconded by Councilman Kister to approve Michael Gamble's paid time off for May 6, May 25, and May Ar motion was made by Councilman Kister and seconded by Councilman Morris to approve Brian Williams paid time off for May 6 and May 13. Motion carried. A motion was made by Vice President Fike and seconded by Councilman Kister too approve Jaysa Neale's paid time off for August 15-19. Motion carried. 27.Motion carried. Ordinance, Health & Safety Counciwoman Pruzinsky expressed concerns with grass/yard debris being thrown out into the roadways. She requested that a simple reminder be posted ont the water/sewer bills for residents not to doso. A motion was made by Counciwoman Pruzinsky and seconded by Vice President Fike to post a reminder on the next water/sewer bills about refraining from throwing grass/ yard debris on roadways. Motion carried. Utilities: Councilman Morris stated that he will be on the Water and Sewer Authority as acting liaison between Council and the Authority. 4 A motion was made by Vice President Fike and seconded by Councilman Morris tos send Jimmy Dixon a letter asking for his resignation from the Authority since he has not attended a meeting for a while. Motion carried. Parks, Recreation and Planning: Councilman Kister informed Council that it is scheduled to do improvements for the Stahl Park this weekend. He also stated to the Borough Crew that the park Councilman Kister informed Council that there is enough pressure in the hydrants at the housing authority to make changes (discussed previous minutes). He is now waiting for the Fire Department to write a letter on their letterhead. Secretary Neale informed him if any extensions need to be made on Councilman Kister also informed Council that there were some kids that broke into the concession stand at the park and he was informed that some of the kids looks really nice with all that they are keeping up with. the back flow, just let the Borough Office know. will be getting charged. Police, Mayor, Fire, Code Enforcement: Attached is the May Police Summary report. Solicitor Gianvito: Nothing to report. NEW BUSINESS: President Yamrick mentioned about having a picnic at the park for all Borough Employees to show Council's appreciation. Council agreed that it would be a good idea and will look over the park rental schedule to see what dates will President Yamrick informed Council that she received a call wanting the shrubbery trimmed at the bank building before Memorial Day. She asked Council if the shrubbery and tree should be removed rather than keeping up with trimming. After a brief discussion Council decided to ask the Betterment Committee if they would like to keep up with trimming the shrubbery. This will be work. revisited next meeting of a final decision. 5 EXECUTIVE SESSION: 8:20 P.M. Council went into executive session to discuss personnel and legal matters at ACTION AFTER EXECUTIVE SESSION: Council reconvened from executive session at 9:34 P.M. A motion was made by Vice President Fike and seconded by Counciwoman Pruzinsky to raise PT Secretary Monica Walker's wages .25 cents per hour effective immediately. Motion carried. Ar motion was made by Vice President Fike and seconded by Councilman Kister toraise Foreman Brian Williams wages .55 cents per hour effective June 20,2022 (anniversary date). Motion carried.
