Borough of Sykesville Council Meeting July 3, 2023 The regularly scheduled meeting of the Sykesville Borough Council was called to order at 7:00 P.M. with the Pledge of Allegiance by President Michele Yamrick. In attendance were Michele Yamrick, President; Elaine Fike, Vice President; Nathan Alvetro, President ProTem; Council Members: Kurt Kister, Gabriel "Butch Sweka; Mayor Gail Cunningham; Solicitor Nicholas Gianvito. Absent were Councilman Ron Morris and Counciwoman Sherry Pruzinsky. Visitors present were John Sedor, Don and Dolly Reid, Harry Neal, Kerri Casagrande, Jennifer Marks, Gordon Haag, Chris and Rachel Ward, Joe Bussard, Alex Nelson (Courier Express), Monica Walker (PT Secretary), Brian Williams (Crew Foreman), and Earl Campbell (Sykesville Police). VISITORS CONCERNS: John Sedor raised concerns about the traffic light not being on a timer, speeding in town, and jakebrakes. He stated that the last time he was present at aCouncil Meeting; he would start a petition if anything wasn't done. He asked to hear comments from each member on why nothing has been done. Vice President Fike informed that the traffic light cannot be changed per PennDot (there are no issues with the light forit to be changed per an engineering study through PennDot) and she also informed that more signs may be purchased in Don and Dolly Reid raised concerns about speeding and jakebrakes on North Park Street. He informed that the signs are too small that say "no jakebrakes". Dolly stated that the Sykesville Police needs to sit at different areas and work different schedules. Don also informed Council that Highland Street is getting flooded with the current rain. Council informed him that the project will be Gordon Haag raised concerns about the lack of community maintenance. He also stated that there are never any signs or safety measures taken when the Crew are out working on roads. Mr. Haag also informed that Memorial Park Road is getting too much attention. President ProTem Nate Alvetro informed him that Memorial Park Road is getting prepped for paving. Foreman Williams informed that there are always signs put up when the Crew is working for Kerri Casagrande raised complaints about speeding on North Park Street and also stated that she witnessed a speeder "whip" past a parked school van while hopes of helping with the speeding issue. started soon to replace the stormwater drains. warning. picking up children. 1 Chris and Rachel Ward raised concerns about speeding on East Main Street and getting more police coverage. Mrs. Ward also stated that there are safety hazards all around town that are just being covered by orange cones. Mr. Ward also stated that a stop sign needs to be replaced behind his house and also requested a sign be placed there for no trucks. President ProTem Alvetro informed that a PA One Call was made and the sign is ordered. Mr. Ward also Harry Neal also complained about speeding on North Park Street and jakebrakes being used. Mr. Neal also requested that a curb be put in on the alley going back to the maintenance building to prevent water from going onto President ProTem Alvetro informed that he was speaking with a guy from PennDot during the meeting and he stated that he doesn'tk believe PennDot can do anything more for North Park Street, however, the Borough could place one within their jurisdiction on that hill. He informed that he will contact PennDot Wednesday to get more information regarding North Park Street signage and the traffic light and will have a report next meeting. He also informed the visitors and Council that he spoke with Jeremy Snyder (PennDot) regarding the radar signs and he stated that they can set portable radar signs in the Borough asa OIC Campbell informed the residents that he can'tfocus on traffic the 40 complained that the ordinances are not being enforced. his property. CORRESPONDENCE: The Jefferson County Commissioners distributed a proposed resolution regarding the county's use of a Tourist Promotion Agency (TPA). A motion was made by President ProTem Nate Alvetro and seconded by Councilman Butch Sweka to accept and approve a resolution to decertify the PA great outdoors as a TPA. Motion carried. Resolution located at the Borough Office for further review. OLD BUSINESS: A motion to approve June 19, 2023 minutes was made by President ProTem Nate Alvetro and seconded by Vice President Elaine Fike. Motion carried. President Michele Yamrick opened three (3) bids for the former NorthWest Bank 1. Greg Ingram bid a total of $55,000. A personal check of $5,500 was Building. Motion carried to award Joe Bussard the former NorthWest Bank Building for a total of $85,000. Nicole (Librarian) requested from Council ifity would be possible for the Solicitor Gianvito to review the PA Non-Profit Corp. Law changes and advise the Sykesville Library. Solicitor Gianvito stated that he will call Nicole regarding this President Yamrick opened discussion on charging a fee for a meter replacement before the work is performed (discussed at previous meeting). Solicitor Gianvito stated that he would have to look up the PUC Statutes accompanied with the bid. $8,000 was accompanied with the bid. since Council doesn't have a problem will him reviewing. regarding this matter. CREW FOREMAN REPORT: Councilman Butch Sweka asked Foreman Williams if the Crew will be performing as smoke test on the town. Mr. Williams stated that the Crew will be starting this in September. COMITTEE REPORTS: Public Works: Nothing to report. nance/Personne: May financial reports were distributed to all members from Tuning Accounting. A motion was made by Councilman Sweka and seconded by Councilman Kister to accept and pay Tuning Accounting $1,192.80 for the June monthly retainer An invoice for $10,634.02 was presented from JHA Companies for the upcoming stormwater project. Utilities: A motion was made by Councilman Sweka and seconded by Councilman Kister tor make the next cleanup day on Saturday, August 5th from 9:00 A.M. to 4:00 P.M. President Yamrick volunteered to watch the dumpsters for that date. Motion carried. Secretary Neale will call to schedule and advertise the date on the next water/garbage bills. Parks, Recreation and Planning: Nothing to report. Police, Mayor, Fire, Code Enforcement: Nothing to report. Solicitor Gianvito: Nothing to report. NEW BUSINESS: Questions were raised by the secretaries for the future office schedule when Monica Walker has surgery and needs to recover. Council agreed to keep the schedule the same, Monday-Friday from 8:00 A.M.-4: O0P.M. Council approved for Ms. Neale to have overtime (due to Council Meetings) during Mrs. Walker's leave of absence/recovery time. 4 EXECUTIVE SESSION: No executive session took place.
