Borough of Sykesville Council Meeting October 4, 2021 The regularly scheduled meeting of the Sykesville Borough Council was called to order at 7:00 P.M. with the Pledge of Allegiance by Vice President Elaine Fike. In attendance were Elaine Fike, Vice President; Council Members: Kurt Kister, Ron Morris and Don Zimmerman; Mayor Gail Cunningham; Solicitor Nicholas Gianvito. Absent were President Michele Yamrick, President ProTem Nate Alvetro, and Councilman Gabriel Sweka. Visitors present were Rachel Ward, Justin F. (Punxsy Spirit), Alex Nelson (Courier Express), Brian Williams (Crew Foreman), and OIC Earl Campbell. VISITORS CONCERNS: Rachel Ward asked if there was any follow up on the Police patrolling, speeding, reckless driving, etc. She highlighted on the fact that a particular grey car has been "flying" through town fearing that he is going to hurt/kill someone. OIC Campbell stated that he is patrolling and is aware of this person but the issue is that he needs to see it for himself or have the person on film and be able to tell who the person is. Ms. Ward stated that she could get him on camera and that she would be a witness. She also expressed speeding concerns from the Corner Store to the light and jake braking. Foreman Williams stated that new signs are ordered for the jake brakes. Ms. Ward asked if cameras could be used to detect speeders like the State Police use. OIC Campbell informed her that the State Police uses Radar which Municipal Police Departments cannot use in the state Councilman Ron Morris mentioned "purging" people who speed with tickets for ar month. Councilman Kurt Kister asked if the OIC Campbell could coordinate something with the State Police. OIC Campbell stated that he could ask. of Pennsylvania. CORRESPONDENCE: Nothing to report. OLD BUSINESS: Amotion to approve September 20, 2021 minutes was made by Councilman Don Zimmerman and seconded by Councilman Ron Morris. Motion carried. Councilman Don Zimmerman mentioned increasing the EIT and asked if there are any limitations. Solicitor Gianvito stated that he is not aware or has seen any time limit. Councilman Zimmerman stated that this extra money can help with 1 infrastructure, sidewalks, grants, etc. After a brief discussion, a motion was made by Councilman Zimmerman and seconded by Councilman Morris to propose an ordinance to raise the EIT a quarter beginning January 1, 2022. Motion carried. Councilman Zimmerman addressed the speeding issue again on East Main Street. He asked if OIC Campbell could sit on the "pull offs" on Springville or place the car parallel to the road. Finance/Personnel: Ar motion was made by Councilman Morris and seconded by Councilman Zimmerman to approve Karl McCracken's paid time off for September 23 (4 hours). Motion carried. Parks, Recreation and Planning: Foreman Williams asked if he could turn the water off and winterize at the Park after October 31st. Council gave permission to do SO. 2 Police, Mayor, Fire, Code Enforcement: Attached is the monthly Police summary report for September 2021. Solicitor Gianvito: Solicitor Gianvito informed Council that he received a call from Mike Ripper from Direct Energy about a breach in the Borough's contract. The contract for one of the electric accounts does not expire until December 31, 2021. He informed that back in July of this year, Council made a motion to sign a contract with Integrity Energy. A motion was made by Councilman Kister and seconded by Councilman Zimmerman to allow Solicitor Nicholas Gianvito to communicate with Integrity Energy of this issue and come up with a resolution. Solicitor Gianvito stated that in reading the previous minutes, Council wanted an opinion to combine the Park General Account with the Park Fundraising Account. He doesn't see where there would be an issue for combining the two accounts because they are both used for the Park. NEW BUSINESS: Councilman Zimmerman stated that he was informed that there will be cameras installed by the recycling containers due to items being dropped off that shouldn'tbe. Councilman Zimmerman also informed Council that the Community Betterment Association received the 501(c)3 letter from the IRS. He stated that this will allow the association to apply for more grants and ask for more donations. He also Councilman Kister asked if a crosswalk could be painted by Leo Nedza Funeral Home across the street. OIC Campbell informed that the state would have to informed that the association could use more members. be asked since it's a state road. EXECUTIVE SESSION: Council went into executive session to discuss personnel matters at 7:50 P.M. ACTION AFTER EXECUTIVE SESSION: Council reconvened from executive session at 8:28 P.M. 3 No outcome was made.
