Borough of Sykesville Council Meeting December 19, 2022 The regularly scheduled meeting of the Sykesville Borough Council was called to order at 7:00 P.M. with the Pledge of Allegiance by President Michele Yamrick. In attendance were Michele Yamrick, President; Elaine Fike, Vice President; Council Members: Kurt Kister, and Sherry Pruzinsky; Mayor Gail Cunningham. Absent were President ProTem Nathan Alvetro, Councilman Ron Morris, and Visitors present were Bob & Andrea Beck (ARC Disposal), Ed Yahner (Waste Management, Brian Williams (Crew Foreman), and Earl Campbell (Sykesville Solicitor Nicholas Gianvito. Police). VISITORS CONCERNS: No visitor concerns. CORRESPONDENCE: Nothing to report. OLD BUSINESS: Ar motion to approve December 5, 2022 minutes was made by Councilwoman Sherry Pruzinsky and seconded by Councilman Kurt Kister. Motion carried. President Yamrick opened all garbage contract bids and presented to Council: 1. Hugill Sanitation Inc. bid a three-year contract starting with January 1st through December 31st, 2023 at 18/monthly per unit, January 1st through December 31st, 2024 at $20/monthly per unit, and January Ist through December 31st, 2025 at $22/monthly per unit. Hugill's also offered curbside recycling (optional) priced at $4 from January 1, 2023-December 31, 2025. Attached to the bid package were a cashier's check for the bid bond, scheduling of garbage pickup with a list of drivers, listed landfills they use, existing customers for reference, and their certificate ofi insurance. 2. Waste Management bid a three-year contract starting with February 1st, 2023 through January 31st, 2024 at $19.10/monthly per unit, February 1st, 2024 through January 31st, 2025 at $20.63/monthly per unit, and February 1st,2025 through January 31st, 2026. There is also a 7% franchise fee that is paid to Sykesville Borough. Attached to the bid package were the assistant secretary's certificate, oficer/directors list, certificate of liability insurance, certificate of cooperation, and taxpayer ID number and certification. 1 3. ARC Disposal bid a six-year contract with options to revisit the contract every two years in the event of rising fuel. The price would be $17.50 from January 1st 2023 through December 31st, 2029 this would also include curbside recycling. Also included are two yard dumpsters for the Borough Office, Maintenance Building, Fire Hall, each cemetery (2), there will be two three yard dumpsters provided for the park, and a free toter for the ambulance building. Also included will be 1-30 yard quarterly for bulk Mr. Yahner asked if any of the bonds had a 7% franchise fee like WM offers. He informed that the 7% franchise fee is taken off of the monthly amount (year one would be $1.33 discount/unit, year two would be $1.44 discount/unit, and year three would be 1.60 discount/unit. Mr. Yahner also asked if there was a bid bond attached to ARC's package. Council informed that there was not. Solicitor Gianvito informed that he didn'tthink that a bid bond was required for the clean up. Also provided was a schedule for pickup. opening of bids (email). After a brief discussion on the three garbage contract bids, a motion was made by Councilman Butch Sweka and seconded by Vice President Elaine Fike to table this matter until the next meeting on January 3rd, 2022. Foreman Brian Williams informed Council that he is waiting on quotres/estimares Foreman Williams informed that the money and agreement is settled with the Multimodal paving grant. The streets/roads (South Park, Station, Paradise, Memorial, East Liberty, West Liberty, and Willow Alley) for the project are ready 2 to be put out for bidding in the Spring. A motion was made by Councilman Sweka and seconded by Councilman Kister to advertise the above streets/roads for bidding when the time comes (Spring). Motion carried. Foreman Williams informed Council that there was a water leak on Main Street/Sykes Street. It has been repaired. There will be a PennVest meeting January 6, 2023 for the storm sewer project (s). Council gave Foreman Williams permission to get prices for a new Christmas JHA Companies, PennDot, and DEP (video call) will be present. tree. COMITTEE REPORTS: Public Works: Nothing to report. inance/Personne: Amotion was made by Councilman Kister and seconded by Counciwoman Pruzinsky to approve Michael Gamble's paid time off for December 27th-29th (20 President Yamrick presented two quotes for the commercial insurance proposals. 1. EMC premium is $16,849 and covers $3,224,167 in value and 2. Selective premium is $16,453 and covers $3,711,010. A motion was made by Councilman Sweka and seconded by Councilman Kister to accept and approve Selective Insurance commercial proposal of $16,453. Motion carried. A motion was made by Councilman Sweka and seconded by Vice President Fike to accept and approve the cyber liability renewal at a premium rate of hours). Ordinance, Health & Safety Vice President Elaine Fike informed Council that she had called John Witherite, PennSafe Building Code Inspector, about 347 London Street property (discussed last meeting). Mr. Witherite informed that it is a "structurally sound" building and cannot be condemned at this time. President Yamrick informed Council that she will draft a letter to Ms. Nichols explaining this. 3 Utilities: Nothing to report. Parks, Recreation and Planning: Nothing to report. EXECUTIVE SESSION: Council went into executive session to discuss personnel matters at 7:48P.M. ACTION AFTER EXECUTIVE SESSION: Council reconvened from executive session at 8:03 P.M. A motion was made by Counciwoman Pruzinsky and seconded by Councilman Kister to ratify a motion that was made last meeting in regards to the Christmas bonuses in adding Part Time Police Officer Bruce Cramer ($250).
