Borough of Sykesville Council Meeting May 15, 2023 The regularly scheduled meeting of the Sykesville Borough Council was called to order at 7:00 P.M. with the Pledge of Allegiance by President Michele Yamrick. In attendance were Michele Yamrick, President; Elaine Fike, Vice President; Council Members: Ron Morris, Sherry Pruzinsky, Gabriel "Butch" Sweka; Mayor Gail Cunningham; Solicitor Nicholas Gianvito. CORRESPONDENCE: The supervisors of Henderson Township sent the Borough Council a thank you card for taking the time to listen to their issues (last meeting). Even though the Borough was unable to assist, the guidance of the Borough led the township to President Michele Yamrick presented to Council a flyer regarding the DuBois Community Days and Parade held Friday, June 16'n-Saturday, June 17th. Ar motion was made by Councilman Ron Morris and seconded by asolution. Counciwoman Sherry Pruzinsky to accept and pay Jefferson County Solid Waste Authority's invoice of $700 for the 2023 recycling contribution. Motion carried. OLD BUSINESS: Amotion to approve May 1, 2023 minutes was made by Counciwoman Sherry Pruzinsky and seconded by Councilman Butch Sweka. Motion carried. Council will have a discussion on the bank building (legal) in executive session. President Yamrick presented an "Audit Guide" for Sykesville's parks. A motion was made by Councilman Ron Morris and seconded by Councilman Butch 1 Sweka to submit the 2023 CDBG Application Grant for $50,000 for park equipment upgrades with the Sykesville Borough contributing $5,000. Motion President Yamrick informed Council that the Borough has received full payment from the Sykesville Ag & Youth Fair for the Roto-Rooter invoice ($695). Council decided to table the topic of Michael Gamble obtaining his sewer carried. license until President ProTem Alvetro is present. CREW FOREMAN REPORT: Foreman Brian Williams requested closing South Park Street to Liberty Street this Wednesday (May 17th) to install a catch basin. A motion was made by Councilman Butch Sweka and seconded by Vice President Elaine Fike to close South Park Street from Liberty Street to Memorial Park Road on Wednesday, May 17lh starting at 8:45. A.M. Motion carried. COMITTEE REPORTS: Public Works: Amotion was made by Councilman Sweka and seconded by Councilman Morris to accept and sign a resolution to request a Multimodal Transportation Fund Grant of $214,236 from the Commonwealth Financing Authority to be used for paving of Borough roads (list ofroads located at the Borough Office). Motion carried. Finance/Personne!: April 2023 financial reports were emailed to all members on May 2nd. Parks, Recreation and Planning: Ar motion was made by Councilman Sweka and seconded by Counciwoman Pruzinsky to split all invoices equally from Yamrick's Outdoor Solutions between the Borough General Fund and the Park Fund. Motion carried. Police, Mayor, Fire, Code Enforcement: Nothing to report. Solicitor Gianvito: PT Secretary Walker informed Solicitor Gianvito and Council that the residents that reside on 33 Shaffer Street would like to take partial ownership (neighbors would own the other half) of the abandon alleyway located beside the properties. They informed that they need legal documentation stating thatiti is abandon and not maintained by the Borough to move forward with the process. Council agreed to have Solicitor Gianvito draft a letter to the residents stating this. NEW BUSINESS: Councilman Morris suggested to Council about possibly ordering fluorescent signs to place by certain speed limit signs in town. This would catch the attention of drivers and possibly solve some of the speeding issues. EXECUTIVE SESSION: 7:30 P.M. Council went into executive session to discuss personnel and legal matters at ACTION AFTER EXECUTIVE SESSION: Council reconvened from executive session at 7:58 P.M. 3 A motion was made by Counciwoman Pruzinsky and seconded by Councilman Morris to extend closing of the property located at 2 East Main Street, Sykesville, PA 15865 until Friday, May 19th at 4:00 PM to the potential buyer. If the individual Council reviewed and approved Secretary Jaysa Neale's performance fails to close the sale, he forfeits. Motion carried. evaluation.
