Borough of Sykesville Council Meeting March 4, 2024 The regularly scheduled meeting of the Sykesville Borough Council was called to order at 7:00 P.M. with the Pledge of Allegiance by President Michele Yamrick. attendance were Michele Yamrick; President; Elaine Fike, Vice President; Nathan Alvetro, President ProTem; Council Members: Ron Morris, Sherry Pruzinsky, Don Reid, and Gabriel "Butch" Sweka; Mayor Gail Cunningham; Solicitor Visitors present were Earl Campbell (OIC) and Monica Walker (Assistant In Nicholas Gianvito. Secretary). VISITORS CONCERNS: No visitor concerns. CORRESPONDENCE: President Michele Yamrick presented an invite to a meeting held on April 17th at the Toby Hill Bar & Grill in Clarion at 5:30 P.M. to discuss forming a Boroughs Association Organization (hopefully voting). Also aftached were a set of proposed by-laws and a yearly due structure. President Yamrick encouraged someone from Council to attend. More information will be at the Borough Office. OLD BUSINESS: Amotion to approve February 19, 2024, minutes was made by Councilman Don Reid and seconded by Councilman Ron Morris. Motion carried. President Yamrick opened discussion for the proposed gaming/gambling ordinance and the fee structure. The proposed ordinance has been advertised and there have been no complaints. After a brief discussion, A motion was made by Vice President Elaine Fike and seconded by Counciwoman Sherry Pruzinsky to accept and adopt the proposed. gaming/gambling ordinance. President ProTem Nate Alvetro brought the idea to Council about having a three-year contract (price locked in) with a mowing service for mowing/weed eating the two parks. After a brief discussion, a motion was made by Councilman Ron Morris and seconded by Councilman Butch Sweka to advertise for bids of summer mowing/weed eating of the two parks (Highland & Stah!) Councilman Don Reid opposed. Motion carried. 1 with a three-year contract and liability insurance. Motion carried. Bids will be President Yamrick presented two new quotes on updating the electrical within the Borough Building (two quotes already obtained from Bloom and Stuart discussed last meeting). Both quotes are from Jewell's Electric for $10,712 (replacing the exterior electrical service panels and electrical equipment inside) and $7,983 (replacing all panels and electrical equipment in the inside only). The full scope of work will be located at the Borough Office for review. Councilman Don Reid asked why Council would want to replace the electrical as there have been no issues with the current system (per secretaries and OIC Campbell). After ab brief discussion, a motion was made by Councilman Sweka and seconded by Councilman Morris to thank everyone for bidding but will not be accepting any President Yamrick informed that she obtained the dollar figure of the amount that the library would like to donate to Sykesville Borough for the roof. COMITTEE REPORTS: Public Works: President ProTem Alvetro informed Council that the Borough Crew will be repairng/cleaning yards that was damaged from the plow trucks this week Councilman Reid informed Council that he spoke with Foreman Williams who stated that Troutman Reynoldsville) informed him that the street sweeping will (started last week). be completed before the Run/Walk event on April 14th. ingnce/Personne: President ProTem Alvetro presented a quote to Council for $24,025 from Britespan Building Systems, Inc. that includes metal frames and a canopy (not blocks) for a salt shed (30x32). He stated that the Borough would have to 2 purchase about 961 blocks (guesstimate another $10,000). He also informed that President ProTem Alvetro also presented a quote from Byler Brothers Roofing on fixing the salt shed for a total price of $6,575. This would include replacing post along the back side, replacing all metal on back side and along the right side, remove damaged boards on inside and install new boards and plastic, old metal and wood would be cleaned up and hauled away, and contractor will supply metal and accessories and plastic. Ordinance, Health & Safety Nothing to report. 3 Utilities: Secretary Neale suggested scheduling all four dumpster(s) clean up days sO they could all be scheduled together. Councilman Morris suggested to schedule one in April, June, August, and October. Council also discussed keeping the clean up days on a Saturday. Secretary Neale will call and make sure that the clean up days can be scheduled for Saturday' S. Tabled. Councilman Reid informed that he has noticed pole lights being repdired/replaced. He stated that someone needs to keep calling until they are all fixed if they notice a light is out. Parks, Recreation and Planning: Councilman Morris questioned when the dumpsters would be placed at Stahl Park and asked how often they would be emptied. He also stated that it may be ag good idea to place "no dumping" signs for non-park users. Council informed that the dumpsters will be at the park the end of April and the dumpsters will be Councilman Reid asked if anything can be done about people bringing in their garbage and placing it in Sykesville residents' dumpsters. OIC Campbell and Solicitor Gianvito stated that nothing could be done if that person is accepting another's' garbage. There is no issue unless there is a complaint, or the trash isn't emptied weekly on regular garbage pick up day. being picked up/exceeds the trash limit. Police, Mayor, Fire, Code Enforcement: Attached is the February 2024 Police Summary Report. Councilman Reid asked OIC Campbell how to control people from jakebraking". OIC Campbell informed that it is a $500 fine (ordinance), but it could be tough to win in court (he has pulled people over fori it). Councilman Reid stated if there are a few people being pulled over for jakebraking", then maybe "the word would spread." Solicitor Gianvito: Solicitor Nicholas Gianvito informed Council that a gentleman emailed him the information requested regarding Hepburn Road. Solicitor Gianvito forwarded him (highlighted key points) an existing resolution for Sykesville Borough which states what the Borough owns, what the homeowner(s) owns, and allowing the Borough to have access. Solicitor Gianvito does not believe a contract is 4 needed because of this existing resolution. President ProTem Alvetro informed Solicitor Gianvito informed that he has obtained the easements for the USPS (stormwater project) and is still waiting to hear back from the railroad. He had a question on whether an easement needed to be obtained on the one area that is owned by Zimmerman. President ProTem Alvetro stated that the project will not go beyond the railroad tracks SO an easement would not be needed for that area. Solicitor Gianvito will be in touch with Travis Long (Engineer) tomorrow. that the homeowners are obtaining different prices currently. NEW BUSINESS: President Yamrick informed Council that there is water damage in the library from the roof leaking and that the tiles will need replaced (all to match). She stated that estimates should be obtained once the roofis is replaced. President ProTem Alvetro stated that because the roof is slanted, Byler is planning to relocate/replace windows on Weber Hardware sO that the Borough Building'sroof doesn't cover up the existing windows. Foreman Williams asked if Council would approve paying Mr. Byler an extra $2,000 to do SO. Council requested that Mr. Byler show up at the next Council Meeting to explain more. EXECUTIVE SESSION: Council went into executive session to discuss personnel matters at 8:29 P.M. ACTION AFTER EXECUTIVE SESSION: Council reconvened from executive session at 8:39 P.M. Ar motion was made by Councilman Butch Sweka and seconded by Councilwoman Sherry Pruzinsky to increase Monica Walker's hourly wage by .25 Councilman Reid informed Council that President ProTem Alvetro will be meeting with Marc Skarbek (PennDot) to discuss tarring and chipping alley cents effective March 11, 2024.
