Borough of Sykesville Council Meeting June 5, 2023 The regularly scheduled meeting of the Sykesville Borough Council was called to order at 7:00 P.M. with the Pledge of Allegiance by President Michele Yamrick. In attendance were Michele Yamrick, President; Elaine Fike, Vice President; Council Members: Ron Morris and Sherry Pruzinsky; Mayor Gail Cunningham; Solicitor Nicholas Gianvito. Absent were President ProTem Nate Alvetro, Councilman Kurt Kister, and Councilman Gabriel "Butch" Sweka. Visitors present were Alex Nelson (Courier Express), Justin Felgar (Punxsy Spirit), Brian Williams (Crew Foreman), and Earl Campbell (Sykesville Police). Amotion was made by Councilman Ron Morris and seconded by Counciwoman Sherry Pruzinsky to add The Office County Commissioners Liquid Fuels distribution of money (MS-339 resolution) to tonight's meeting agenda. A motion was made by Vice President Elaine Fike and seconded by Councilman Ron Morris to add discussion on a potential burn ban for Sykesville due to the weather per Mayor Gail Cunringham'srequest. Motion carried. Motion carried. VISITORS CONCERNS: No visitor concerns. CORRESPONDENCE: Nicole (Librarian) requested from Councili ifi it would be possible for herself and some volunteers to clean the library a couple of Saturdays. Meetings. Motion carried. Ar motion was made by Counciwoman Pruzinsky and seconded by Councilman Morris to accept and approve MS-339 as a resolution to receive County Liquid Fuel Funds. Motion carried. OLD BUSINESS: An motion to approve May 15, 2023 minutes was made by Counciwoman Sherry Pruzinsky and seconded by Vice President Elaine Fike. Motion carried. 1 President Michele Yamrick presented a drafted advertisement for sale of the bank building located at 2 East Main Street (Mr. Kennis failed to close sale). A motion was made by Councilman Morris and seconded by' Vice President Fike tor re-advertise sale of the bank building using President Yamrick's drafted ad. Gregg Gillaugh wanted an update on what Council decided to do with awarding Cooper Harris for excellent volunteer/communiy service work (attended a few meetings ago). A motion was made by Counciwoman Pruzinsky and seconded by' Vice President Fike to award Cooper Harris with a plaque purchased from Dan's ProShop saying "Sykesville Citizen of the Year 2023, Cooper Harris". Motion carried. Council also discussed and decided to do President Yamrick informed that at the last Council Meeting, a Multimodal Resolution was approved, however the dollar figure for the grant was wrong. A motion was made by Vice President Fike and seconded by Councilman Morris to rescind the prior Multimodal Resolution for a grant total of $214,236. Motion A motion was made by Councilman Morris and seconded by Vice President Fike to accept and sign a resolution to request a Multimodal Transportation Fund Grant of $214,149 (corrected amount) from the Commonwealh Financing Authority to be used for paving of Borough roads (list of roads located at the three times in the Courier Express. Motion carried. an award once a year for Sykesville Citizen of the Year. carried. Borough Office). Motion carried. CREW FOREMAN REPORT: Foreman Brian Williams informed Council that the Borough Crew mowed Wolfe's and Witherite's property and wanted to know if they should be billed for the Borough'ss services. Councilman Morris stated that lawns should not be cut without trying to notify the owners despite any complaints. Solicitor Gianvito presented the Ordinance for grass (serve notice-48hrs. before Borough can do anything). Counciman Ron Morris stated going forward the Borough needs to be stricter on Ordinance 420 relating to grass and follow the proper procedures. Foreman Williams informed Council that the bubbler system went down at the lift station which will be around $10,000 to fix and the pumps are being repdired/replaced at the plant (done every year). He also informed that a check valve broke and needs to be replaced (awaiting on a quote). These items are all DEP mandated and will need fixed ASAP. Foreman Williams will have invoices to present at the next Council Meeting. 2 COMITTEE REPORTS: Public Works: Nothing to report. Finance/Personne!: A motion was made by Councilman Morris and seconded by Counciwoman Pruzinsky to approve Michael Gamble's paid time off for May 22nd (4 hours). Motion carried. Ordinance, Health & Safety There is a current ordinance on times that residents can do a controlled burn. Mayor Cunningham would like Council to consider making a motion to place a burn ban on Sykesville due to the dry weather (Jefferson County does not have ao current burn ban). After a brief discussion, Council decided not to do anything further and follow Jefferson County guidelines on when there is a burn ban. Utilities: Councilman Morris mentioned about purchasing radar speed signs for in town to possibly help with people speeding. Officer Campbell stated that running radar inN Municipalities is not yet legal. Parks, Recreation and Planning: Nothing to report. Police, Mayor, Fire, Code Enforcement: Nothing to report. Solicitor Gianvito: Nothing to report. NEW BUSINESS: Vice President Fike wanted clarification on how to use sick time (making up hours). Council stated that sick time needs to be used for sick time only or can be used for taking care of family members. Sick time cannot be used for 3 vacation time. The Personnel Handbook does state that time can be made up on Saturdays. EXECUTIVE SESSION: 7:49 P.M. Council went into executive session to discuss personnel and legal matters at ACTION AFTER EXECUTIVE SESSION: Council reconvened from executive session at 8:05 P.M. No outcome.
