Borough of Sykesville Council Meeting September 20, 2021 The regularly scheduled meeting of the Sykesville Borough Council was called to order at 7:00 P.M. with the Pledge of Allegiance by President Michele Yamrick. In attendance were Michele Yamrick, President; Elaine Fike, Vice President; Nate Alvetro, President ProTem; Council Members: Kurt Kister, Ron Morris and Don Zimmerman; Mayor Gail Cunningham. Absent was Solicitor Nicholas Gianvito. Visitors present were Leslie Kibble, Russ Withrow, Don & Dahle Reid, Rachel Ward, Nick Yamrick, Butch Sweka (Gabriel), and Keaton Ross. VISITORS CONCERNS: Leslie Kibble complained about speeding issues in town and also stated that she Russ Withrowinformed Council that the Borough had placed stone on Kaufman Drive a while back and stated that the hydrants have since been flushed which caused the stone to "wash out" making cuts along his ditch and grass. He requested that the Borough look at this issue. President Yamrick stated that Brian will take a look at the issue. Mr. Withrow also complained about speeding in Rachel Ward complained about speeding in town. She stated that she works from home and hasn'ts seen a Police Officeri in a while. She is concerned that a pedestrian will be struck by a vehicle. Mayor Cunningham presented Mrs. Ward with the last months Police Summary Report. Mrs. Ward stated that the Police Department had 7 traffic citations and asked if that is how many stops were made. She also stated that there is an issue with the trucks "jake braking".A Mayor Cunningham is aware and stated that new signs need to be placed in town. Don and Dahle Reid also had complaints about the speeding in town. Mr. Reid stated that vehicles have ran red lights even Amish do not stop and their horses' feces are on the road. Mr. Reid stated to Mayor Cunningham that she needs to ride with the Police Officer and also make his schedule for different times. Mayor Cunningham stated that she has allowed the OIC to make the schedule and Keaton Ross complained about speeding on North Park Street. He stated that he has lived in town for a year and has only seen a Police Officer once. He also informed that in his short amount of time living in Sykesville he has seen telephone poles wiped out, mirrors laying on the road, and speeding. He stated that he has a wo-year-old daughter and is scared for her safety. has not seen a Police Officer in months. town, mostly North Park Street and East Main Street. she goes over the schedule with the OIC. 1 Councilman Ron Morris agreed that there is a speeding issue in town and informed that he notices speeding more frequently between 4 PM-8PM. He also informed that the Borough does not have the budget to hire another full time Police Officer and stated that there is 128 hours a week unaccounted for. He stated that the solution would be for the Officer's: schedule be changed to various times. CORRESPONDENCE: President Michele Yamrick presented a letter of interest for the vacancy seat on Council from Gabriel Sweka. A roll call vote was preformed to appoint Mr. Sweka to Council: Councilman Zimmerman, yes; President ProTem Alvetro, yes; Councilman Morris, yes; Councilman Kister, yes; Vice President Fike, yes; President Yamrick, yes. Motion carried to appoint Mr. Sweka as a Councilman. President Yamrick presented an invitation from The Authorities to the Region 7 Spring Meeting held on Thursday, October 21 starting at 11:30 AM. Deadline for reservations is Wednesday, October 13. A copy of the invitation will be located Arequest was presented from Sharon Sanko of 121 South Park Street asking Council to forgive her sewer bill due to a leak which did not go through the sewer pipe. A motion was made by Councilman Kurt Kister and seconded by Councilman Ron Morris to forgive Ms. Sanko's unused sewage. Motion carried. President Yamrick presented payment application number 6 (final payment) for the West Main Street and Paradise Road Waterline replacement project in the amount of $115,170.32 for construction costs incurred by Dave Roman Excavating, Inc. A motion was made by President ProTem Nate Alvetro and seconded by Councilman Don Zimmerman to accept and approve payment Mayor Cunningham sworn Mr. Sweka into Council. at the Borough Office. application 6 in the amount of $115,170.32. Motion carried. OLD BUSINESS: A motion to approve September 7, 2021 minutes was made by Councilman Don Zimmerman and seconded by President ProTem Nate Alvetro. Motion carried. Presented from last meeting was the proposal from Tel-Power, Inc. for $9,744.A motion was made by Councilman Morris and seconded by Councilman Zimmerman to decline the proposal from Tel-Power, Inc. for $9,744. Motion carried. 2 Nick Yamrick presented a quote (Amazon) for cameras (higher quality) for just the maintenance building for a total of $781.97.Ar motion was made by Councilman Don Zimmerman and seconded by Councilman Gabriel Sweka to purchase the proposed cameras for a total of $781.97 with the Borough's credit card. Motion carried. This expense will be split three ways (Borough, Sewer, Water). Councilman Zimmerman stated that Mr. Williams was told to replace the signs at the park but it has not been done yet. President ProTem Alvetro stated that he had to send the signs back and order new because they weren't the correct President Yamrick informed Council that Henderson Township had denied the signs. request to close Short Cut Road. CREW FOREMAN REPORT: Nothing to report. Mr. Williams was not present. COMITTEE REPORTS: Public Works: President ProTem Alvetro informed Council that there is one meter to be installed on Freedom Road. President ProTem Alvetro informed Council that he received a complaint from John Fike about potholes. Brian was called in to fill the holes before the Run/Walk occurred. President ProTem Alvetro also stated that John Sedor has complained about water in his yard. The Borough Crew placed a bucket of millings in the area and the problem has been resolved. President ProTem Alvetro stated that two more Councilman Don Zimmerman stated that Fall Cleanup will need to be scheduled. A motion was made by Councilman Zimmerman and seconded by Councilman Sweka to purchase two dumpsters from Waste Management and have Fall Cleanup on October 19th and 20th (8AM-4PM). Motion carried. Councilman Morris stated that the extra dumpster could be taken away as it is not being used currently. Secretary Neale informed Council that it is not costing the Borough anything. Ar motion was made by Vice President Elaine Fike and seconded by Councilman Don Zimmerman to accept and pay Tuning Accounting $1,034.66 for their Tom Kundrich requested reimbursement for $169 for signing up for a grant assistant program. Ordinance, Health & Safety Councilman Zimmerman stated that there is high grass at Patrick Mehok's old house on East Main Street and the Mimm's property. Mayor Cunningham stated that there is nothing the Borough can do with an estate property. Councilman Zimmerman also stated that there is a dilapidated house on North Station Street. Council informed that he should speak with John Witherite from PennSafe. Vice President Fike informed Council that the roofi is cleaned up on North Park Street. Utilities: Nothing to report. 4 Parks, Recreation and Planning: donations for the soup sale. Councilman Kister informed Council that the Stahl Park has received nine Trunk or Treat will be October 31stat 2PM. A request for Police presence was made. A motion was made by Vice President Fike and seconded by Councilman Sweka to close West Liberty Street from South Park to London from Vice President Fike stated that there are two accounts for the Park (Fundraising and General). The proceeds from the soup sale will go to the Fundraising Account. Council will ask Solicitor Gianvito if the accounts can be combined. Councilman Kister informed that the Railroad is still waiting for funds to install the crossing. The projected project should be completed by 2022/2023. IPM-4PM. Motion carried.
