Borough of Sykesville Council Meeting December 5, 2022 The regularly scheduled meeting of the Sykesville Borough Council was called to order at 7:00 P.M. with the Pledge of Allegiance by President Michele Yamrick. In attendance were Michele Yamrick, President; Elaine Fike, Vice President; Nate Alvetro, President ProTem; Council Members: Kurt Kister, Ron Morris, and Sherry Pruzinsky; Mayor Gail Cunningham; Solicitor Nicholas Gianvito. Absent was Gabriel "Butch" Sweka. Visitors present were Alex Nelson (Courier Express), Monica Walker (PT Secretary), Brian Williams (Crew Foreman), and Earl Campbell (Sykesville Police). VISITORS CONCERNS: No visitor concerns. CORRESPONDENCE: President Michele Yamrick presented an invoice for the 2022 recycling site from the Jefferson County Solid Waste Authority (JCSWA) in the amount of $200. A motion was made by Councilman Kurt Kister and seconded by Councilman Ron Morris to accept and pay JCSWA $200. Motion carried. OLD BUSINESS: A motion to approve November 21, 2022 minutes was made by President ProTem Nate Alvetro and seconded by Councilman Kurt Kister. Motion carried. President Yamrick updated Council that the ATM is scheduled to be removed at the bank building on December 16th. She informed that she has the contractors contact information and will call him in regards to patching up the area as to where the ATM is currently located. She informed that once this is done Council can dratt/accept ar resolution to sell, advertise to sell, settle a bid amount, schedule an open house, and reserve a bid opening date. Council decided not to move forward with anything until the first of the year and removal of the ATM Solicitor Nicholas Gianvito informed Council that he spoke with Frank Roberts about the donation money ($20,000) that was given to the Borough for the bank building by Symmco Foundation. Mr. Roberts stated that the entire amount should be returned since it was supposed to be used for improvements of the bank building but the Foundation will accept the remaining balance with receipts of how the money was spent. The remaining balance of the funds can isc complete. 1 be returned to Symmco post sale. A motion was made by Counciwoman Sherry Pruzinsky and seconded by' Vice President Elaine Fike to cease any transactions Secretary Neale informed Council that Lita Davis from Gallagher Bassett Services (Waste Management issue discussed in previous meetings) called the office last week and stated that she is waiting to hear back from witness (Michael Gamble, Sr.). Mr. Gamble has called and left a message. Solicitor Gianvito stated that he from of the Bank Building Account. Motion carried. could write a letter if need be. CREW FOREMAN REPORT: Foreman Williams presented an estimate of $906 (installation not included) from 814 Hardware for an electric garage door opener. This garage door opens to the backhoe. President ProTem Alvetro stated to get estimates from Penn Central and Mr. Lucas located next door to the Borough. COMITTEE REPORTS: Public Works: Nothing to report. Finance/Personne!: A motion was made by Councilman Kurt Kister and seconded by President ProTem Nate Alvetro to accept and pay Tuning Accounting for their monthly An invoice for $12,523.05 was presented from JHA Companies for the upcoming stormwater project. A motion was made by Councilman Kister and seconded by Vice President Fike to transfer $12,523.05 from the Sludge Removal Account to the General Fund Account and pay that amount to JHA Companies from the President Yamrick presented the 2023 Workers' cCompensation renewal (AmTrust) from George Heigel (Swift Kennedy). The cost is $18,051 (last year was $17,519). An motion was made by Counciwoman Pruzinsky and seconded by Councilman Morris to accept and approve AmTrust'sv workers' compensation 2023 renewal A motion was made by Councilman Kister and seconded by President ProTem Nate Alvetro to renew Jaysa Neale's bond of $275 with Nicklas Insurance (November) retainer fee of $1,168.36. Ordinance, Health & Safety Nothing to report. Utilities: Nothing to report. Parks, Recreation and Planning: Councilman Kister presented a request to Council from Laura Ishler and Dr. Radu Mercea about purchasing a memorial bench/plaque for Russell Kramer by the tennis courts at the Stahl Park. A motion was made by Councilman Kister and seconded by President ProTem Alvetro to allow/give permission for this request. Motion carried. Councilman Kister will correspond with Ms. Ishler. Police, Mayor, Fire, Code Enforcement: Attached is the November Police Summary report. Solicitor Gianvito: Solicitor Gianvito asked Council if they wanted him to pursue/file charges with the Magistrate on 108 West Main Street (Mollie LaBorde). Council agreed that Solicitor Gianvito should pursue/file with the Magistrate. NEW BUSINESS: Nothing to report. EXECUTIVE SESSION: Council went into executive session to discuss personnel matters at 7:32 P.M. ACTION AFTER EXECUTIVE SESSION: Council reconvened from executive session at 7:40 P.M. A motion was made by Counciwoman Pruzinsky and seconded by Councilman Kister to pay each full time employee (Earl Campbell, Mike Gamble, Jaysa Neale, & Brian Williams) a $500 Christmas bonus and to pay part timers Monica 3 Walker and Nick Yamrick a $250 Christmas bonus on the next payroll dated December 15.
