Borough of Sykesville Council Meeting January 17, 2022 The regularly scheduled meeting of the Sykesville Borough Council was called to order at 7:00 P.M. with the Pledge of Allegiance by President Michele Yamrick. In attendance were Michele Yamrick, President; Elaine Fike, Vice President; Council Members: Kurt Kister and Ron Morris; Mayor Gail Cunningham; Solicitor Nicholas Gianvito. Absent were President ProTem Nathan Alvetro and Councilman Gabriel Sweka. A visitor present was John Sedor. VISITORS CONCERNS: John Sedor brought complaints to Council stating that the lights at the sewer plant have been on 24/7 (the electric bill is 140041,700/montn; he stated that he had brought this complaint up back in September and nothing has been done about the issue. He also stated that the gate and the chemical room door to the plant have been left open. He informed that because the gate is left open, there have been people trespassing. He also raised issues about Nick Yamrick's pay rate. He stated that he thinks that there should be a consulting Mr. Sedor also informed Council that one of the Council members would need to volunteer to be on the Water & Sewer Authority as the liaison for Council. He informed Council that Jimmy Dixon has missed the last four meetings and wanted to know if the new member could replace him. Solicitor Gianvito thinks that they can just appoint someone without advertising but will check into this wage and also a laborer wage. further. CORRESPONDENCE: A letter was presented from Brooke Chewning about her working on some improvements for Stahl Park. She has only asked if the equipment and supplies be provided for her while performing said work. Councilman Kurt Kister stated that the SCIA would definitely be interested in the help if they were to take over the park. A motion was made by Councilman Kurt Kister and seconded by Vice President Elaine Fike to approve the letter by Brooke Chewning. A copy of the letter is located at the Borough Office and Councilman Kister will present a copy to the SCIA. 1 OLD BUSINESS: A motion to approve January 3, 2022 minutes was made by Councilman Ron Morris and seconded by Councilman Kurt Kister. Motion carried. Councilman Kister informed Council that the SCIA meeting has not been held yet due to illnesses, he informed a meeting will be held tomorrow. Secretary Neale informed Council that it would not be an issue with the Borough handing over the finances to the SCIA. There would need to be minutes from both the Borough and the SCIA and also the old and new signers would have to be present at the bank for this change. Vice President Fike informed that the Finance and Personnel Committee will start interviewing for the new laborer position but will need one more member (President Yamrick) to sit in on the interviews due to the vacancy. A motion was made by Councilman Kister and seconded by Councilman Morris to re-advertise for the Borough Laborer position. Motion carried. CREW FOREMAN REPORT: Foreman Williams was not present. There was nothing to report. COMITTEE REPORTS: Public Works: Nothing to report. Fingnce/Personnet: The December 2021 financial reports from Tuning Accounting was emailed to all Ar motion to approve and pay Tuning Accounting'sr monthly (December) retainer fee of $1,048.44 was made by Vice President Fike and seconded by A motion was made by Councilman Morris and seconded by Councilman Kister to approve Brian Williams paid time off for January 6. Ordinance, Health & Safety Vice President Fike informed that a vehicle hit the pole on North Park Street again. Penelec has fixed the problem. 2 Utilities: Nothing to report. Parks, Recreation and Planning: Councilman Kister informed Council that Dutty's Tree Trimming Service should be here sometime next week with weather permitting. Police, Mayor, Fire, Code Enforcement: Mayor Gail Cunningham suggested to the Council about placing signs on the side streets about not parking there during certain times such as the winter months. This would help the Borough Crew for when they are removing snow from the streets. Vice President Fike stated that due to all the cars parked on the side streets, the Borough Crew had issues today with turning around and as a result were getting stuck. Council decided to discuss on making an ordinance regarding this matter at the next Council Meeting. Solicitor Gianvito: Nothing to report. NEW BUSINESS: Councilman Kister raised questions on who is supposed to plow East Main Street Ext. Council will have Foreman Williams contact PennDot to find out who to contact aboutre removing the snow there. A question was raised on whether Council had to advertise for the vacancy seat orift they could just appoint someone. Solicitor Gianvito stated that he did not think that advertising was a requirement but he will further research this. President Yamrick stated that if anyone on the board knows of someone to fill the seat, have them submit a letter of interest or even attend a meeting. President Yamrick stated that the Borough needs the correct as-built maps from GD&F for West Main Street and Dr. Fugate Drive waterlines. Foreman Williams will The Run/Walk for Someone Special will be held April 10th with an alternative date of April 24th per Pat Mowrey and Bill Cuba. He is currently working on obtaining contact GD&F concerning this matter. all the permits for the event. 3 EXECUTIVE SESSION: No executive session took place.
