Borough of Sykesville Council Meeting November 6, 2023 The regularly scheduled meeting of the Sykesville Borough Council was called to order at 7:00 P.M. with the Pledge of Allegiance by President Michele Yamrick. In attendance were Michele Yamrick, President; Elaine Fike, Vice President, Nate Alvetro, President ProTem; Council Members: Kurt Kister and Sherry Pruzinsky; Mayor Gail Cunningham; Solicitor Nicholas Gianvito. Absent were Councilman Visitors present were John Malinky, Nicholas Yamrick (Borough Crew), and Earl Ron Morris and Councilman Gabriel "Butch" Sweka. Campbell (Sykesville Police). VISITORS CONCERNS: John Malinky requested replacement of a curb on the corner of London Street and West Liberty Street. He stated that the asphalt curb has deteriorated making any amount of rain overflowing, which floods his yard, sidewalk, and sometimes his basement (pictures were presented). Mr. Malinky also requested drawings/plans for the upcoming stormwater project. Council informed Mr. Malinky that he will be contacted within this week with an update and review of the drawings/plans. CORRESPONDENCE: President Michele Yamrick presented a letter of resignation from Donna Maines. Her last day will be December 15, 2023. A motion was made by Vice President Elaine Fike and seconded by Councilwoman Sherry Pruzinsky to advertise (three times) for a crossing guard replacing Ms. Maines. Motion carried. President Yamrick presented the site sponsor renewal agreement (expires 12/31/2026 or 30-day notice is given) with Jefferson County Solid Waste. Authority along with an invoice for $200 (site sponsor fee). A motion was made by Councilman Kurt Kister and seconded by President ProTem Nate Alvetro to renew the agreement with JCSWA and pay the $200 site sponsor fee. Motion carried. OLD BUSINESS: AI motion to approve October 16, 2023, minutes was made by Counciwoman Sherry Pruzinsky and seconded by Councilman Kurt Kister. Motion carried. President Yamrick presented a drafted proposed resolution establishing rates and procedures for water meter replacement. After review of the proposed 1 resolution, Nick Yamrick suggested to take out "Upon request the owner may witness the test made of the meter", as the meters are outsourced to Census. Solicitor Gianvito will edit the resolution and will have it updated for the next Solicitor Gianvito informed Council that he is currently drafting an ordinance on gaming devices/gambling for Punxsutawney Borough. He informed that Council would have to come up with a procedure to enforce the ordinance and establish the fees. Council decided to table this until the first meeting in President Yamrick informed Council Bloom Electric and Stuart Electric & Plumbing has been to the office to look at the electrical and should have an estimate/quote provided at the next Council Meeting. Dixon Electric has been President Yamrick opened discussion for purchasing remote shut offs (discussed last meeting) for $492.95 per shut off. Council decided not to move forward with President Yamrick opened discussion for a possible new tap located at 4231 West Liberty Road, DuBois (discussed last meeting). President ProTem Nate Alvetro informed that there were drawings/plans to install a new tap at that location when the water line was installed back in 2016/2017. He stated that the Borough Crew boom mowed and took the metal detector to see if they could locate a tap and they did not. Because a tap is on the plans/drawings, the Borough will have to install one. President ProTem Alvetro informed Council that the road was recently paved sO the Crewwill have to bore it (wait after winter). A motion was made by Councilman Kurt Kister and seconded by Councilwoman Sherry Pruzinsky to accept the quotation from LB Water of $1,731.25 for purchasing the material to install a tap. Motion carried. CREW FOREMAN REPORT: Nick Yamrick presented on behalf of Foreman Council Meeting. December. called and should be in at some point. purcnasing/nsialing remote shut offs at this time. Williams. Nick Yamrick stated that Dave Frantz would like to install some kind of drainage in the alley located right before Paradise Road (next to 236 West Main Street), however, he does not want to move forward with this if the Borough still owns the alley. Mr. Yamrick and President ProTem Alvetro stated that the alleyway hasn't been maintained by the Borough for at least seven years. Solicitor Gianvito stated that ifitisr not a Borough maintained road, the alley would be a matter between him and his neighbors. 2 COMITTEE REPORTS: Public Works: Council opened discussion regarding adding an additional fee onto the sewer bills that would specifically be for the maintenance of stormwater, the amount can be as little as $1.A After a brief discussion, Council decided to discuss this idea with the Water and Sewer Authority before proceeding. President ProTem Alvetro thanked Council on behalf of the Fire Department for letting them hold a structure fire class; 23 people were signed up for the class. He also turned in the meter to the City of DuBois of the water that was used, and the Borough will not be charged. Finance/Personnel: The October financial reports were emailed to all members produced from Tuning Accounting today for Counci'sreview. AI motion was made by Counciwoman Pruzinsky and seconded by Councilman Kister to accept and pay Tuning Accouningsmontny retainer (October) fee of A letter was presented by Mo Kovalchick requesting a raise of 1% in her income as Tax Collector effective January of 2024. A motion was made by Counciwoman Pruzinsky and seconded by Councilman Kister to increase Maureen Kovalchick's tax commission from 6% to 7% effective January 2024. Parks, Recreation and Planning: Vice President Fike informed Council that $440 was made at this years' soup Erin Wiley Moyers invited Council to a free DCNR Virtual Grant Workshop on Thursday, November 16th from 9:00 A.M to 12 P.M. This could help with purchasing equipment and safety surfacing. More information on this class and sale. DCNR grants will be located at the Borough Office. Police, Mayor, Fire, Code Enforcement: Nothing to report. Solicitor Gianvito: Solicitor Nicholas Gianvito informed that he is working on the stormwater easements with Travis Long (Engineer).
