Borough of Sykesville Council Meeting November 20, 2023 The regularly scheduled meeting of the Sykesville Borough Council was called to order at 7:00 P.M. with the Pledge of Allegiance by President Michele Yamrick. In attendance were Michele Yamrick, President; Elaine Fike, Vice President; Council Members: Ron Morris and Sherry Pruzinsky. Absent were President ProTem Nate Alvetro, Councilman Kurt Kister, Mayor Gail Cunningham, and Visitors present were Rick Fike (Water & Sewer Authority), Brian Williams (Crew AI motion was made by Vice President Elaine Fike and seconded by Councilman Ron Morris to add "discussion of the Borough sign"t to tonight's agenda under Solicitor Nicholas Gianvito. Foreman), and Earl Campbell (Sykesville Police). "New Business". Motion carried. VISITORS CONCERNS: Rick Fike, President of the Water and Sewer Authority Board was present to discuss with Council the potential of adding a monthly fee to the sewer bills designated for the maintenance of the storm drains stormwater). Mr. Fike informed Council that he had spoke with all the board members of the Authority and everyone agreed to approve charging a $1 monthly fee for the maintenance of the storm drains. Secretary Neale willi inform Solicitor Gianvito to draft a resolution for Council to review at the next meeting. CORRESPONDENCE: A letter was presented from the Sykesville Public Library thanking the Borough for their support of donation and for their summer reading program held this past summer at the park. The letter went into detail about the activities at this years' summer reading program, informed about Storytime, which will be held November 28th, and mentioned that the library has added a knit/crochet night that is held at the Town Hall. A copy of the full letter will be located at the Borough Office. OLD BUSINESS: A motion to approve November 6, 2023, minutes was made by Counciwoman Sherry Pruzinsky and seconded by Vice President Elaine Fike. Motion carried. President Yamrick presented a drafted proposed resolution establishing rates and procedures for water meter replacement. The resolution is the exact same 1 as what was presented at the last Council meeting with the sentence "Upon request the owner may witness the test made of the meter" being removed. A motion was made by Councilman Ron Morris and seconded by Counciwoman Sherry Pruzinsky to accept and approve this drafted resolution of establishing rates and procedures for water meter replacement. Motion carried. CREW FOREMAN REPORT: Nothing to report. COMITTEE REPORTS: Public Works: Nothing to report. Finance/Personnet: The Highmark vision renewal plan was presented (//24-12/31/24) with an increase of.15 cents per month for individual plans and an increase of .44 cents per month fori indwidual/chidren), two person, and family plans. A motion was made by Councilman Ron Morris and seconded by Councilman Butch Sweka to renew the Highmark vision plan effective January 1,2 2024-December 31, 2024. A motion was made by Councilman Sweka and seconded by Councilman Morris to renew the PA State Mayors' Association membership for a total cost of A letter was presented from Mo Kovalchick requesting reimbursement of $35.00 for a tax collecting training meeting held on Thursday, May 16, 2023. A motion was made by Councilman Sweka and seconded by Vice President Fike to The data input form for tax year 2024 was presented to Council. A motion was made by Councilman Sweka and seconded by Counciiwoman Pruzinsky to keep all taxr rates the same for the year of 2024 (12.9 mills municipal real estate An invoice for $7,308.91 was presented from JHA Companies for the upcoming stormwater project. A motion was made by Counciwoman Pruzinsky and seconded by Councilman Sweka to transfer $7,308.91 from the Sludge Removal Account to the General Fund Account and pay that amount to JHA Companies Motion carried. $70. Motion carried. 2 The proposed 2024 budgets were presented to all board members for the General Fund (updated from last meeting), Water Fund, Sewer Fund, and Liquid Fuels Fund. After a brief discussion, Council decided to table the budgets until next meeting when all board members are present. Ordinance, Health & Safety Nothing to report. Utilities: Councilman Morris questioned how often are the dumpsters supposed to be emptied at the park. He informed that they were not emptied for a long time. Councilman Morris also asked Council what their thoughts were with getting portable LED speed signs. All members agreed that they are a good idea after observing vehicles speeds while the PennDot LED signs were in town. President ProTem Alvetro should have more information for next meeting. Secretary Neale will look over the contract. Parks, Recreation and Planning: President Yamrick informed that all the ghis/decordtions are up at the park. She also informed that the tree in the Town Square will be on starting Friday, the day after Thanksgiving. Police, Mayor, Fire, Code Enforcement: Attached is the October 2023 Police Summary Report. Solicitor Gianvito: Nothing to report. NEW BUSINESS: President Michele Yamrick stated that the Library Board had a meeting and discussed a few things such as helping the Borough pay for the replacement of the roof and replacing the Borough Office/Library sign. They are requesting to have a sign like the Eagles (program messages). President Yamrick stated that there is also an interested individual that would like to donate money into purchasing a new sign (memorial of Eleanor Haky). Foreman Williams will get a quote from Dave Simmons. 3 EXECUTIVE SESSION: No executive session took place.
