Borough of Sykesville Council Meeting May 1,2023 The regularly scheduled meeting of the Sykesville Borough Council was called to order at 7:00 P.M. with the Pledge of Allegiance by President Michele Yamrick. In attendance were Michele Yamrick, President; Elaine Fike, Vice President; Nathan Alvetro, President ProTem; Council Members: Kurt Kister, Sherry Pruzinsky, Gabriel "Butch" Sweka; Mayor Gail Cunningham; Solicitor Nicholas Gianvito. Visitors present were Russell Withrow, Homer Schaffer, Harold Pifer, Dustin Zurenda, William Courson, Alex Nelson (Courier Express), Brian Williams (Crew Absent was Councilman Ron Morris. Foreman), and Earl Campbell (Sykesville Police). VISITORS CONCERNS: Mr. Withrow requested to have millings placed in at the curve for the water run off (like last year). President ProTem Nate Alvetro informed that he looked at the Mr. Schaffer and Mr. Pifer (Henderson Township) requested to hire Sykesville Borough's Officer. They informed that they are having issues with a resident and that this individual is making it difficult to fix the townships road. Henderson Townships lawyer suggested for them to ask for help with neighboring Boroughs since the state police do not want to get involved. They also informed that paperwork would have to be involved in hiring our officer. Mr. Schaffer informed that he anticipates 2-5 days to fix the road area. Council stated that Sykesville only has one Officer and that they would have to review all the information. Solicitor Nicholas Gianvito gave his information to Mr. Schaffer for Henderson Dustin Zurenda informed Council that he is looking to purchase the old fueling station (Satterlees) and turning the area into a homestead (11.5 acres). He requested permission to have cattle on the land. OIC Campbell informed that some or most of the area might not even be in the Borough because itis near the Borough line. Council suggested to go to the courthouse to determine area and informed the Crew to either place hot mix or millings. Township's lawyer to contact him to discuss further. whether or not the property is in the Borough. CORRESPONDENCE: The Sykesville Public Library requested their annual allotted $2,500 for 2023 from Sykesville Borough. A motion was made by Councilman Kurt Kister and seconded by Councilman Butch Sweka to release the 2023 allotment of $2,500 tot the Sykesville Public Library. Motion carried. 1 OLD BUSINESS: An motion to approve April 17, 2023 minutes was made by Councilman Kurt Kister Secretary Neale informed Council that the CDBG Application would need to be more specific (equipment or a specific project). Council agreed that the equipment needs replaced at both parks. Councilman Kister will have estimates President Yamrick informed Council that she sent a letter to Sam Zaffuto requesting his presence at the next Council Meeting regarding payment of the Roto-Rooter invoice, she also provided him with her number. Council will discuss the possibility of Michael Gamble obtaining a sewer license and seconded by Vice President Elaine Fike. Motion carried. on park equipment at the next meeting. ine executive session. CREW FOREMAN REPORT: Foreman Brian Williams informed Council that the spring clean-up went well. COMITTEE REPORTS: Public Works: Nothing to report. Finance/Personne!: An invoice for $182.25 was presented from JHA Companies for the upcoming stormwater project. A motion was made by Councilman Butch Sweka and seconded by Counciwoman Sherry Pruzinsky to transfer $182.25 from the Sludge Removal Account to the General Fund Account and pay that amount to JHA Michael Gamble'sl leave of absence for April 19 for four hours will be discussed in AI motion was made by Councilman Kister and seconded by Counciwoman Pruzinsky to approve Jaysa Neale's paid time off for April 27th. Motion carried. A motion was made by Councilman Kister and seconded by Councilman Sweka to approve Brian Williams paid time off for May 11th (4 hrs.), May 12th, and May Companies from the General Fund. Motion carried. executive session. 25th-26th. Motion carried. 2 President ProTem Alvetro requested to increase Nick Yamrick's hours to 30 hours/week due to the paving projects happening this summer. A motion was made by Councilman Sweka and seconded by Councilman Kister to increase Nick Yamrick's work hours to 30 hours/week during the summer months (May- August). Motion carried. President Yamrick abstained. Ordinance, Health & Safety Nothing to report. Utilities: A motion was made by Counciwoman Pruzinsky and seconded by Councilman Kister to offer Sykesville's garbage customers with the option to pay 11 months up front and get the 12th month free for a total cost of $192.50 valid only for the month of July. Motion carried. Parks, Recreation and Planning: Nothing to report. Police, Mayor, Fire, Code Enforcement: Attached is the April 2023 police summary report. President ProTem Alvetro in the amount of $15,043.74. The yearly allotted check for the Sykesville Fire Department was presented to Solicitor Gianvito: Solicitor Gianvito presented Council with a proposed contract between Yamrick's Outdoor Solutions, LLC and Sykesville Borough. A motion was made by Vice President Fike and seconded by Counciiwoman Pruzinsky to approve and sign the presented contract with Yamrick's Outdoor Solutions, LLC. Motion carried. NEW BUSINESS: The Sykesville Library requested that the Borough Building be open on Wednesdays from 9 A.M.-6 P.M. (library needs more hours per state). Council President Yamrick presented an email chain from National Fuel and Travis Long regarding drawings/plans to run a line on Dr. Fugate Drive and VanNess Street. agreed that there are no issues with this request. 3 Foreman Williams informed that National Fuel would need to stay 10 feet away from Sykesyleswaterines. Currently Travis and the Borough are waiting on drawings and plans before approval. EXECUTIVE SESSION: 7:54 P.M. Council went into executive session to discuss personnel and legal matters at ACTION AFTER EXECUTIVE SESSION: Council reconvened from executive session at 8:30 P.M. Ar motion was made by Councilman Kister and seconded by Counciwoman Pruzinsky to approve Michael Gamble's, paid time off for April 19th (4 hours). Motion carried.
