Duluth MINUTES OF THE MAYOR AND COUNCIL CITY OF DULUTH, GA AUGUST 12, 2024 10:00AM PRESENT: Mayor Whitlock, Councimembers Harkness, Thomas, Doss, Graeder, City Manager, Asst. City Managers, and staff ABSENT: Councilmember Holloway Mayor Whitlock called the meeting to order at 10:00am. I. PUBLIC HEARING 1. 2024. PROPOSED TAX MILLAGE RATE-2024 Mayor Whitlock opened the public hearing to consider the tax millage rate for Assistant City Manager/Finance Director Ken Sakmar came forward to present. He explained that each year, the Gwinnett County Tax Assessor reviews the assessed value of taxable property in the County. When the total digest of taxable property is prepared, Georgia Law requires calculation of a "rollback" millage rate (RMR) that produces the same total revenue on the current year's new digest that last year's millage rate would have produced, had no reassessments occurred. The City of Duluth iso considering maintaining the same millage rate as last year, which is 6.551 mills. For the 2024 digest, the current millage rate exceeded the rollback millage rate by 0.415 mills, or stated another way, as a percentage of the rollback millage rate, the current millage rate represents a 6.76% 'increase." The reassessment revenue is approximately $1,029,072. He outlined the value impact to homeowners depending on their property value. The two factors that increase the revenue are the growth of the city, and reassessments. Growth produced in increase of7.2% increase and reassessments (before appeals) resulted in a 6.65% increase for both residential and commercial properties. Mr. Sakmar noted the revenues and expenditures for the FY2025 budget, discussed exemptions, and noted that the millage rate history has Georgia law requires that the City publish a "Notice of Property Tax Increase" in the legal organ when the tentative adopted millage rate exceeds the rollback millage rate. Mayor Whitlock responded that the 10am, July 22nd special called meeting was cancelled due to lack of a quorum. The first public hearing was held on July 22nd at 5:30pm. Today's special called meeting at 10am is the second public hearing and the third public hearing will be held today at 5:30pm. Being no further discussion, the Mayor closed the public hearing. II. ADJOURNMENT An motion was made by Councilmember Graeder, seconded by Councilmember: Thomas, to adjourn the meeting at 10:20am. Voting for: Motion carried.
