Old Business Item (A)_Gates Community Center Facility Assessment Report Michael Celauro, AIA, NC ARB SUMMIT Design & Engineering Services, PLLC provided the following analysis oft the Community Center evaluating some exterior of the walls. Executive Summary Summit Design & Engineering Services, PLLC (SUMMIT) was engaged by Gates County, NC to perform a building evaluation of the existing community center in Gatesville, NC. This was prompted by evidencc of water intrusion witnesscd at both the roof and building envelope throughout the building. We were tasked to provide a visual inspection of the performance ofthe roofing and envelope systems. Additionally, we were asked to perform an asbestos and lead paint test to determine whether either is present within the building. SUMMIT contracted Atlas Engineering, Inc. (Atlas) for building envelope and roof evaluation. OLM Environmental, Inc. (OLM) was contracted toj perform field observations and bulk sampling to determine the presence ofa asbestos containing materials (ACM) and lead-containing paint (LCP) in the existing interior Our observation was solely visual and did not involve invasive evaluation. The evaluation finishes, exterior sealants, and roofing materials. reviewed the following areas: 5 Roof System: It is in poor condition and is experiencing several deficiencies typical of a roof system its age. Thei roofsystem should be completely removed down to the roofdeck and replaced Wall Envelope: The original building envelope construction is inadequate to prevent water infiltration into the facility. The current existing system allows water in and then trapping it, Asbestos: Chrysotile asbestos was identified in the roofing related material samples from the Lead: Test results indicated that none of the sampled paint finishes contain lead greater than the The roof of the Gates County Community Center consists of four areas, each of which has the samerofcompostion. The original roofsystem appears tol be a gravel-surfaced built-up roofwith polyisocyanurate insulation, perlite insulation, and a vapor barrier on a metal deck, with a small section of concrete deck at the central roof area. A recovery roof consisting of a 3-ply smooth surface modified bitumen membrane with perlite insulation was installed over the original gravel built-up roof around 2011. The roof decks slope towards perimeter gutters that discharge into with a new system as soon as possible. resulting in active water leaks, moist walls, and peeling paint. existing roofing system. minimum amount to be considered LCP by OSHA. underground drain lines on the west side oft the building. OBSERVATIONS Exterior Building Envelope systems, scalants, and drainage. The building exterior was inspected to document the condition of the brick façade, window Ing general, the building envelope isi in poor condition. The sealants around all windows and doors are in poor condition and need to be replaced. An inspection of all sealant areas should be done The brick façade is also inj poor condition. The mortar is cracked and missing in several locations, and exterior sealants are breaking down. In addition, the building appears to have been built without brick expansionjoints, causing brick to crack from thermal expansion at several locations. Several sections oft the exterior brick pilasters/lecorative columns are built from waterinfiltration and thermal expansion. Water stains can be easily observed along all exterior walls, indicating water infiltration into the wall system. No weeps were observed along all exterior indicating that the walls were not constructed as a cavity wall system. Exteriorr moisture testing ofthe brick façade indicated various moisture reading levels varying from 0.0% to 3.1%. The exterior steel angles utilized at window and door headers are corroding in several locations, with the corroded steel expanding and cracking the surrounding mortar and bricks. Internal finishes were inspected for signs of water staining or distress, las well as representative areas above the ceiling tiles and the exposed structure. In talking with staff and maintenance, water leaks and water intrusion into the building isac critical issue that is being dealt with constantly. These active leaks appear to be allowing water into the building through fastener openings where the metal roof deck is fastened to the bar joists. Atlas believes that water exists within the flutes of the metal deck itself, indicating that water has Finally, the facility is experiencing major moisture intrusion issues along the exterior walls. The existing paint along most exterior walls is] peeling, exposing efflorescence on the CMU block wall behind. Moisture readings were taken at various locations around the interior of the facility, ranging from readings of 2.6% in the fitness center to the meter maxing out at 6.9% in the gymnasium. These observations indicate that water is infiltrating the exterior brick façade and saturating the CMU block behind it. The interior paint appears to be trapping the moisture against infiltrated the entire roof system. the block. Manufacturers are no longer making sedans. SUVs are being used for pursuits of Ms. Chrissy Huff explained to the Board of Commissioners that leasing patrol vehicles for Sheriff's Departments in North Carolina has grown significantly since Enterprise's first client, Bertie County Sheriff's Office which Mr. William Roberson developed from the ground up. Ms. Huff explained that Enterprise will handle the acquisition of the vehicles based 011 Sheriff Campbell's specifications, and handle all title, license, and registration requirements with NCDMV. She also explained that leasing payments will: not begin until the vehicle is upfitted with equipment specified by the Sheriff and the work will be done by al local vendor ofhis choice. The Enterprise leasing programs will provide Gates County with a streamlined fuel program, maintenance using local repair shops, and individual vehicle data reports tracking mileage, engine Vehicles will be replaced and sold by Enterprise, using the vehicle data reports in order to determine thel best price point for resale value. Gates County will retain equity in the vehicle when itiss sold, and use those funds to lower the monthly leasing costs as new vehicles are added to the fleet for Gates County. NCACC Constitution, Article VI: "On all questions, including the election of officers, each county represented shall be entitled to one vote, which shall be the majority expression of the delegates of that county. The vote ofany county in good standing may be cast by any one ofi its County Commissioners who is present at the time the vote is taken; provided, ifno commissioner be present, such vote may be cast by another county official, elected oT appointed, who holds elective office or an appointed positioni in the county whose vote is being cast and who is formally designated by the Board of County Commissioners. The staff person can go to that area to investigate. The School District established a 10-day suspension from school if caught vaping. The School District also encourages the videos to the person caught vaping to decrease the 10-day suspension.
