Johnson- Grant Monies Storm Water Feasiblity/Policy Analysis $400,000 11- Budget and Financial Report Assistant City Manager & Finance Officer Julie Osteen went over the budget and financial report for February, 2023. March 13, 2023 Report for: February 28, 2023 General Fund: Total Revenues are $1,367,394. Expenditures: Administration: Nothing ofs significance ini February Police: Property Tax collections from Polk and Henderson County of $911,950 approximately $52,665 leftt to be collected. Total Administrative expenditures total $353,566 (61% ofv which isj just under budget) for eight months. Total Police expenditures is $258,787 (60% of budget, under budget for eight months). 8 distributions have been accrued tot the Saluda Fire Department for this year's Taxl Levy. Transportation: Mowing for. July - November of $13,500. Board of Commissioners Regular Scheduled Meeting-3/32023 2 Green Street repairs in the $22,417. Mtn Laurel trail repairs of $182. Pace Parkl bathroom additional installation costs $11,974 Total Cultural andl Recreation $53,741 (62%, below! budget). 8month's payments have been made to First Citizens Bank on City Hall. Total anticipated profit thru February 281 is $346,051. Total revenues received through February are: $473,991. Debt Service: Water Fund: Water purchases thru February total $150,764 (94% of budget whichi is 28% over budget). Major leaks on Ozone Drive/Louisiana Avenue. Leak out at 176p pump station. Public Works has located two major leaks atl Lake Summit. One leak that they were able tot fix last week was an approximate 30,000/day leak. A second leak was located at Cabin Ridge Road which was approximately at 15,000/day leak. Wel have dropped 5% in our water usage since these two leaks have been located and corrected. Public' Worksi is still working at! Lake Summit toi identify more leaks. Anticipated deficit is $50,486. Sewer Fund: Total revenues through February $142,602 Anticipated deficiti is $87,978 Budget Amendments attached. Want to clarify who can sign and change itt to readi ift the Finance officer is not available then 3 council members or 2 council Members and a mayor can sign in her place. Commissioner Marion made a motion to approve Purchasing Policya as Presented. Commissioner Walker seconded all were in favor. With the amendment of 4.06 last part to read if the Finance Officer is not available tosign then 3 council members or 2 council members and al Mayor may sign. Commissioner Marion Julie went over getting some help with public works we wentt to ICC last year with the BLET and Public works The BLET program has worked wel have! Michael Fortenberry in that program butl ICCI has not had anyi interest at all int the public works department. We are looking a company Work Box to! help find employees it would be a 90 day trial they pay all benefits they pay everything related to that person for 90 days att the end of 90 days the city has the option to hiret that person ort to lookf for someone else. During the 90-day trial we payt them 23.25 an! hourt they would payt the employee 15.50 an hour andi the rest goes to their benefits. After the 90 daysi ifv we hire that person it would be about a4 45,000.00 outlay for us tol hire that person. The other option is Blue Ridge Community College! has a program for High School people the age 16-19, they would work fori the city 4 days and go to class 1 day a week. Same thing for someone 19-25. Your would have top pay age 16-19 $14.00 an hour 19-25 $15.00 an hour. Withi the apprentice program the College would reimburse the city upi to 50% of thet first 2000 hours so almost a wholey year half oft that would be reimbursed. The only thingi is we would! have to pay health insurance and retirement benefits. Fort thel high school age the cost would be 28,647.00 19-25 year old would be 30,078.00. Other one of those options are cheaper seconded all were in favor. than our staffing options through as staffing company. City Manager Orr we can choose one but they have to choose yout too. Commissioners had a small discussion one the age and when they could operate equipment. Howi itv works as far as getting someone and would ith be half days or whole day they would be working since its high school ages. These are people that are wanting and choosing to goi into thisf field ofwork. With Work Boxi if we don't liket them after 10 days City Manager Orry we can choose one but they have to choose yout too. Ift they don't choose us then it's not a match. we'rer not stuck with themi for 90 days. We wouldn't be stuck for the 90 day. Work Motion Commissioner Walker had a question on one of the letters that was sent to the commissioners about the area of where the Florida Street right of way being unsafe with trees not being! limbed and the undergrowth. Commissioner Walker askedi if that was part of the area we have contracted people to cut and maintain. Andi if nott that wouldn't be hard to add to thel list oft the areai to be maintained. will suggest that we wait until we do this storm water planning with the grant we got put that inj place ands see what we are going to do then pick this up later on. Ken Graham meets the requirement of the TDA by! having a short-term rental in Saluda City limits. Scott Cardais meets the requirement by wantt to help with the community and hel has the Caboose.
