He will be here meeting with myself and Commissioner Walker and someone with the Foothills Commission and. Jerry Stensland. Julie Osteen went over the budget and Financial report for May 2023 June 12, 2023 Report for: May 31, 2023 General Fund: collected. Total Revenues are $1,569,978. Expenditures: Administration: Nothing ofs significance in May Property Tax collections from Polk and Henderson County of $953,024 approximately $21,292 left to be Total Administrative expenditures total $439,495 (77% of which is under budget) for eleven months. Transportation: See details: Total Police expenditures is $354,535 (82% of budget, under budget fore eleven months). Budget 11 distributions have been accrued to the Saluda Fire Department for this year'sTax! Levy. Total transportation $228,330, budget amendments presented for Parking Lot. 11 months of Garbage fees for GFL, plus $16,500 in dumpster pad work required by the County. Budget Annual maintenance and mulch clean-up has incurred at McCreery Park in the $19,419. Plus $1,200in Library expenses $22,959 of which $4,445 is the inspection feei fori the library elevator and fire Pace Park bathroom additional installation costs $13,132 which included vandalism repairs of $800. Total Cultural and Recreation $68,966 (74%, below budget). Budget Amendments presented. Amendments presented. Debt Service: 11 month's payments have been made to First Citizens Bank on City Hall. Total anticipated profit thrul May 31 is $93,957. Total revenues received through May are $571,534. Works is still working at Lake Summit to identify more leaks. Water Fund: Water purchases thrul May total $204,988 With the leaks found, water purchases have decreased. Public Anticipated deficit is $108,291. Sewer Fund: Total revenues through May $260,762 Anticipated deficit is $89,157. Also, the Saluda police department has participated in two governor's highway safety campaign and several check points assisting throughout the county. Saluda Police Department hosted a multi-agency license check on May 26th and was very successful. During these two hours ai total of13 citations were written along with making one arrest and Iwould also like fori the council to consider at the time a special event permit for any function that is expected to bring in 100 people to the city be required to hire a of duty officer to be able to assist in maintaining order during their event, Iwould also like to see the number of officers to maintain order be increased by one for every 100 people that is projected to be ati the event. With some of the issues that have happened in the past this has been added to the on-duty officers who are expected to answera all calls that arise on their shifts. lam not asking fori this to put al burden ont the city or the events that take place, but this could easily turn into a safety issue for the single officer that is expected to handle both. About 225 address inside the city limits that have Paving/Patching was done with al lot of the Powell bill money. We still have ai few areas to do before changed. This had to be done. the end of. June. Ditch line repair/cleaning did some will have a few more to get cleaned out. Handicap Markings did the handicap markings on the streets and library. -Roadside Tree and Brush Trimming Postcards sending out post cards to let them know that you can trim your own or we will send out someone to doi it. We have a sidewalk and road ordinance that we have to have clearance. Traffic Calming Citizen Complaints-Outlying Streetslh have received numerous calls and appointments about speeding and road safety. Ih have got a traffic engineer to go around with me and look at some of the areas where I have gotten calls where the. speeding is occurring the most. I'm just having a discussion and we would have to have public hearings and more discussions. Crescent street where it curves then has the long straight away where it comes by meadow view that is one area thatlgetal lot of calls about speeding. Another areai is over on Andrews where they take a short cut and fly down Gaffney. Another is Charles Street and East Columbia not enough room for sight triangles. These are the main areas and there are more. In your packet you wills see a paper that show some different types of speed humps (bumps) that would go across the road it wouldn't effect emergency vehicles. But would have about az 21/2 inch rise. This is just something to think about. Snow removal won't be an issue with these. 15-SDF Report Lynn Casey went over the SDF report. Saluda Downtown Foundation heard reports Mountain Song The Saluda Downtown Foundation held its regularly scheduled quarterly meeting on. June 6. The board from the following programs which are under thei foundation. The chorus is on: summer break and willl begin rehearsals in September to members from across prepare for the fall concert. Arts Festival Report positive feedback The 2023. Arts Festival had a record number of artists and visitors this year. We have gotten a lot of from the artists, businesses, volunteers, and residents about the quality of the event and artists. We had 90artist booths throughout downtown. Of those 901 booths, we received artist surveys back results from the artist were very favorable. Fore example, on the question of "how would you rate the Festival", on a scale of1 1- somewhat, good to 10 -6 excellent festival, the results averaged 9.1 and 72 of up for a 2024 festival. Oft the artists reporting, the average sales were between. $500 and $600. We had reporting sales of more than $1,000. The lowest scoring question was "how well do you think the which averaged 8.1 out ofas scale of1 1- not enough to 10-6 exceeded expectations. The most frequent from 85. Overall Saluda Arts the artists signed 19 artists festival was promoted" artists' comments were about how great the volunteers were and how well-organized the event was. The festival had more than 70 volunteers. The time, talent and dedication of the volunteers made the success. The volunteer support and commitment are there for the 2024 Arts Festival. We have a strong Arts Festivala group ofr new volunteers interested in being more involved for 2024. However, there were issues mostly around parking. Ifinfrastructure issues cannot be worked out for Festival as it is currently organized is in jeopardy. Specifically, al line of communication needs to be Fire Department andi the Post Office and alternative parking needs to bei identified. 2024 then the Arts established with the Top oft the Grade Concerts Report The Top of the Grade Concerts will be held. June 16, July 21 and August 18. The series starts with The Sufi These Asheville musicians play an improvised set with a tribute to country roots, blues, gospel, and folk. Brothers. Visitor Center Report 2,798 Jan - May Highest traffic Sister City Carunchio Elementary keep the letters, and artwork exchanges. Get ready for a evening of folk rock and Americana classics. The Visitor Center had 1,144 visitors in May 2023 and 2,900. January through May which compares to 2022. Currently 25 volunteers keep the Visitor Center open 7 days a week from 11 am to 4:30 pm. continues to be on the weekends. Two teachers from Saluda Elementary School traveled to Carunchio forac cultural exchange visit to School. Theyl learned firsthand about the similarities and differences between the schools. They plan to relationship between the two schools going with aj joint YouTube channel for video messages, written 16-F Resolution for the Tentative Awarding of the WWTP Project City Manager Orr went over how the grant works is that you have to Bidi it first. We only received one bid and was bided twice. The state also wanted some changes which also changed the cost. Assistant City Manager & Finance Officer. Julie Osteen stated that when we did the capital project ordinance for the waste water treatment plant we prepared an overall budget based on the revised submittal to the department ofi infrastructure. Our budget included allt the extra cost that the state came back and said you have tol have all these things. This bid is actually lower than what we had anticipated based on the engineer estimate. Our overall capital project budget for the waste water treatment plant is in access of what we' re going to need for the construction portion oft the that project. We're still under budget. We're not allowed to award this yet because the Department hasn't told us or approved the bid because we have to get you to approve the tentative awarding of this. We want to award this to Carolina Specialty. Until DWI tells us we can't do anything. City Manager Orr read the resolution. June 12th Board of Commissioners Reguiar Scheduled Meeting 6/12/2023 7 17-Property Laurel Drive City Manager Orr spoke about the Laurel Drive property. Divided it into two tracks. Track 1 will be sold track two with the building and lift station will bel kept by the City. There was a motion previously to go ahead sell and get an appraisal and the best use for the property is to divide into two tracks. Track one becomes a residential lot.. John Norman is a certified appraiser out of Hendersonville his evaluation came in at 52,000.00 we created a utility easement from that track down to laurel drive SO you can get sewer and water. With the property across the we: set a price. Jana had a contract that we used setting it up with a sealed bid and a date. Wait on the bids and That person has some many days to consummate Commissioner Marion made a motion to set the minimum bid starting at 55,000.00 for 90 days bidding time on the Laurel Drive property.
