MINUTES Spencer Board of Aldermen Recessed Meeting August2 27,2024 The Town of Spencer Board of Aldermen reconvened for the meeting, which was recessed on Tuesday, August 13, 2024, at 7:37 p.m., in the Hilda B. Palmer Board Room at the Spencer Town Hall on Tuesday, August 27,2024, at 5:30 p.m. Present were: Mayor Jonathan Williams Mayor Pro Tempore Patti Secreast Alderman Steve Miller Alderwoman Erin Moody Alderman Andrew Howe Alderwoman Patricia Sledge Also present were: Town Manager Peter Franzese, Town Attorney Jay Dees, Finance Officer Heather Kann, and Planning & Zoning Administrator Steve Blount. Town Clerk Anna K. Ward and Special Projects Planner Joe Morris attended via Zoom. Mayor Williams called the meeting to order, gave thei invocation, and led the Pledge of Allegiance. CONSIDER, ADOPTING - Town Park Project Ordinance 23-19.003 Town Manager Franzese, Finance Officer Kann, and Special Projects Planner Morris gave ap presentation and answered questions from the Mayor and Board regarding adopting a Town Park Project Budget Ordinance amendment, awarding a construction contract to Ike's Construction, Inc. in the amount of $2,175,700 for the construction of Spencer Town Park, and authorizing the Town Manager to finalize and execute the Bids havel beenreceived fort the SpencerTown Park Project. The responsible lowh bidderisl Ike's Construction, Inc. of Concord, NC. The project has been value-engineered to a proposed cost of $2,175,700 through negotiation, design adaptation, and scope modification. Pending the execution of a contract, Ike's Construction, Inc. is prepared to begin work on or about October 2, 2024. The period of construction is At present, there is $1,842,013.70 in available funds for the project, leaving a funding gap of $333,686.30. Adopingpropctpugetamendmentwouds allowthep projecttogoforward. Staffhas outlined lafundraising program to close and, as a goal, exceed the funding gap to build this important community project. If adopted by the Board as part of the budget amendment, we can also proceed with fundraising to include seeking additional grants. Although not the intention, the budget amendment recognizes that the Town's fund balance would cover any shortfall in our fundraising goal. Achieving the $385,000 fundraising goal agreement with Ike's Construction, Inc. estimated to be 91 months. would fund the base project and about $50,000 in additional contingency. Additional fundraising would allowi four project alternates to be considered. Action Alderwoman Sledge moved to adopt Town Park Project Ordinance 23-19.003 fori the Downtown Park Project Ordinance, which isi incorporated int the body of the minutes below. Action Alderman Miller moved to award a construction contract to Ike's Construction, Inc. in the amount of $2,175,700 for the construction of Spencer Town Park and to authorize the Town Manager to finalize and execute the agreement with Ike's Construction, Inc. Alderman Howe: seconded the motion, which carried by avoteof5-0. EXECUTIVE SESSION ADJOURN Itwas the consensus of the Board that there was no reason to goi into Executive Session. Alderman Howe moved to adjourn the meeting.
