Jonathan' Williams Mayor Pro Tempore Patti Secreast Alderman Steve Miller Alderwoman Erin Moody Alderman Andrew Howe Alderman Rashid Muhammad Also present were: Town Manager Peter Franzese, Town Clerk Anna Kanode Ward, Public Works Director Joel Taylor, Police Chief Michael File, and Planning & Zoning Administrator Steve Blount. Special Projects Planner. Joe Morris attended via Zoom. Mayor Williams called the meeting to order, gave the invocation, and led the Pledge of Allegiance. PUBLIC HEARING - Possible Annexation of Parcels 044 024 Through 044 031, 044 034, and 044 076 on Planning & Zoning Administrator Blount offered to skip the presentation regarding the possible annexation of parcels 044 024 through 044 031, 044 034, and 044 076 on Lincoln Avenue as it has not changed since last presented to the Mayor Board. It was the pleasure of the Board to wait and receive the presentation at Lincoln Avenue the Regular Board of Aldermen Meeting on Tuesday, August 13, 2024. MayorWilliams opened the public hearing. Being no one present wishingt to speak, Mayor' Williams called fora ar motion to close the public hearing ont the possible annexation of parcels 044 0241 through 044 031, 044 034, and 044 076 on Lincoln Avenue. Action Mayor Pro Tempore Secreast moved to close the public hearing on the possible annexation of parcels 044 0241 through 044031,044034, and 044076 on Lincoln Avenue. Alderman Muhammad seconded the motion, PUBLIC HEARING - Text Amendment of Spencer Development Ordinance Article 8, Section 8.4-4, Regulating Single-Family Detached Homes in Main Street District (MS)Zoning Classification which carried by a vote of 5-0. Alderwoman Patricia Sledge entered the board room at 5:36 p.m. Planning & Zoning Administrator Blount gave a presentation regarding the text amendment of Spencer Development Ordinance (SDO). Article 8, Section 8.4-4, regulatings single-family detached homesi int thel Main Street District (MS) Zoning Classification and answered questions from the Mayor and Board. Alderwoman Sledge seconded ther motion, which carried by a vote of6-0. INFORMATIONAL UPDATE-Town Park Project, Special Projects Planner Joe Morris Special Projects Planner Morris, Mayor Williams, and Town Manager Franzese provided an informational update regarding the Town Park Project and answered questions from thel Mayor and Board. It was the consensus of the Board to plan on recessing the Regular Board of Aldermen Meeting this coming Tuesday, August 13, 2024, until Tuesday, August 27, 2024, at 5:30 p.m. COMMENTS FROM THE MAYOR Mayor Williams spoke about the Tis the Season Spectacular committee's decision to not pursue a permit in Spencer this year. He emphasized that it was not the Board's decision and that everyone needs to remain gracioust tot the peoplewithin: and outside of ourcommunitywhov worked ont the parade thel last severalyears. He also statedi thatt thel Boardi is supportive of citizens who want to start ar new parade and informed everyone about the parade planning meeting scheduled by several citizens for Monday night at the Rowan County Fairgrounds. While iti is a community lead event, the Board and Town staff will do what they can to support the endeavor. REVIEW OF AUGUST 13, 2024, AGENDA INVOCATION RECOGNITIONS Alderman Muhammad volunteered to give the invocation at the August 13, 2024, regular meeting. Town Manager Franzese wishes to recognize several staff members. Johnston fori their initiative in starting a new Christmas parade. Alderwoman Moody wishes to recognize Heather Resino, Lynne Purvis, Todd Johnston, and Gail Mayor Pro Tempore Secreast wishes to recognize community member Bob Willetts, who recently passed. CONSENTA AGENDA The Board agreed by consensus to move thet followingi items to the consent agenda: a. APPROVAL OFMINUTES: July 9, 2024, Regular Meeting Minutes b. CONSIDER ADOPTING - Ordinance 24-10.001 Amending the FY25 Annual Budget for donations to support the 2024 Fire Camp scheduled for July 22-24, 2024 C. CONSIDER ADOPTING-Ordinance 24-10.002 Fire Deductible Reimbursement d. CONSIDER ADOPTING- Ordinance 24-20 Appiowangalempomaylame Closure on USHWY 29 to Protect the Safety of Runners and Bicyclists Participating in the "Race to the River" Special Event Ity wast the consensus of the Board to leave the rest of thei items oni the regular agenda. RECESS UNTIL: 27TH AUGUST 2024, AT5:30 P.M. EXECUTIVE SESSION ADJOURN Itwas the consensus of the Board that there was no reason to goi into Executive Session.
