CONSIDER AUTHORIZING - Town Manager to Execute an Agreement with Civic Federal Credit Union Town Manager Franzese and Civic FCU II LFGCU Senior Engagement Officer LeeAnna Lott gave a presentation and answered questions from the Mayor and Board regarding a Digital Banking Equipment Local Government Federal Credit Union is merging with its sister digital platform to become Civic. This is taking place during a process when LGFCU is establishingi independence from the State Employees Credit Union branch network, after about 40 years. Civici is establishing branches in 11 locations around the state, which will be within 30 miles of 80 percent of members. To help fill in the gaps, Civic is interested in establishing Co-locations in local government facilities. The agreement would allowt the Town to host a Civic co-location in the Town Hall SO that Civic members can access secure digital banking services during our (FCU)//Local Government Federal Credit Union (LGFCU) Agreement between thet two entities. business hours. Single-family! homes are allowed in MS: zoning classification with zero setback and lot size limitations. Zero- setback works for commercial and multifamily developments but not for single-family detached homes. Alderwoman Sledge moved to adopt Ordinance 24-19 to amend the Town of Spencer Development Ordinance (SDO), Article 8, Section 8.4-41 to better regulate detached single-family homes int thel Main Street District (MS) Zoning Classification, which is incorporated in the body of the minutes below. NCDOT is trying to reduce the number of unused secondary road: segments from their maintenance system and has requested the Town adopt a resolution of support for removing approximately 3/10th of one mile of roads located ont the NC Finishing Company site. These road segments System have not been used in about 20 years and are completely overgrown andi inaccessible. Action Alderman Miller moved to adopt Resolution 24-13 supporting the N.C. Department of Transportation's (NCDOT) request for the abandonment of approximately 3/10th of one mile of State Secondary Road from the State-Maintained System, which is incorporated in the body of the minutes below. Alderman Howe seconded the motion, which carried by a vote of6-0. RESOLUTION NO.24-13 TOWN OF SPENCER, NORTHO CAROLINA ARESOLUTION IN: support of the N.C. Department of Transportation's Request fort the abandonment of approximately 3/10th of one mile of State Secondary Road, specifically 0.05 miles of Piedmont. Ave. (SR-1936); 0.10 miles of Yadkin St. (SR-1938); and 0.15r miles of Hunter St. (SR-1932), from the State-Maintained System. WHEREAS, State Secondary Roads SR-1936 Piedmont. Ave., SR-1938 Yadkin! St., and SR-1932 Hunter St. are currently under the supervision oft the N.C. REQUESTS AND COMMENTS BY THE BOARD MEMBERS Alderman Steve Miller Conveyed his awe and gratitude about how hard Town staff work and how much they accomplish, specifically thanking Public' Works Director Taylor for his department's work after the recent storm. Stated he enjoyed the Dragonboat race andi thanked Planner Harris for his efforts as team captain. Reminded the Spencer community to be mindful of children with school starting since there will be new drivers, children and teenagers darting into the road, and people figuring out their commutes. Thanked Public' Works Director Taylor and his department for helping to clean up vegetation debris Mentioned that the owners of the Moose Lodge had contacted him regarding what was needed to put up a digital sign.
