(ST.1891 A BRIGHT FUTURE  TOWN OF HOPE MILLS BOARD OF COMMISSIONERS Regular Meeting Minutes - July 15, 2024 7:00 p.m.  Mayor Jessie Bellflowers called the Regular Meeting of the Hope Mills Board of Commissioners to order on Monday, July 15, 2024, at 7:00 p.m. and welcomed those in attendance.  STAFF PRESENT  Town Manager Chancer McLaughlin, Town Clerk Ashley Wyatt, Deputy Town Clerk Coronda Regan, Fire ChiefMatthew Cain, Deputy Fire ChiefRobert Hurlburt, Fire Marshal Robert Carter, Assistant Fire Marshall Bryan Arthur, Finance Director Drew Holland, Police Chief Stephen Dollinger, Captain Derwin Brayboy, Captain Mitch Deaver, Deputy Public Works Director Bruce Clark, Director of Planning Emily Weidner, Also present and acting in the absence of the Town  Attorney Dan Hartzog Jr. was Attorney Katie Barber-Jones.  PLEDGE OF ALLEGIANCE  Mayor Jessie Bellflowers led thej pledge of allegiance  APPROVAL OF AGENDA - ADDITIONS OR DELETIONS.  Motion by Mayor Pro Tem Dr. Kenjuana McCray seconded by Commissioner Legge and carried unanimously, to move. Item 2 official comments to. Item 3, move. PRESENTATIONS:  Recognition oft the Hope Mills 10U All Star Softball Team undefeated in district and state Motion by Commissioner Jerry Legge seconded by Commissioner Scarola and carried Mayor Bellflowers read into the record the Proclamation recognizing the National Korean War Fire Chief Matthew Cain announced promotions to 7 staff members of the Hope Mills Fire Fire Chief Matthew Cain recognized and presented awards to the first responders who responded  unanimously to donate $1,000.001 to Hope Mills Softball Team.  Veterans Armistice Day. Department.  to the call at 57101 Player Circle Hope Mills on May 315, 2024.  Regular Meeting July 15,2024    Finance Director Drew Holland presented the Finance Department's Fifth Certificate of Achievement for the. Annual Comprehensive Financial Report for the fiscal year ending June 30, 2023. Acknowledging it's the highest achievement that can be received as a Finance Office. Roshanda Manual, Finance Accountant for the American Rescue Planning Program, provided an overview of the Cumberland County Community Development Block Program and the HOME  Investment Partnership Program and made herselfavailable for questions  OFFICIAL COMMENTS:  Mayor Bellflowers read aj prepared statement on Donald Trump assassination attempt. Town Manager Chancer McLaughlin highlighted portions of the managers' report and upcoming  community events.  Commissioner Scarola asked ift there was any progress on the website. Mr. McLaughlin stated yes, more details would be coming soon. assuring them that staff would diligently research each issue raised.  Mayor Bellflowers encouraged citizens to submit their questions and concerns to the Town, Commissioner Scarola announced the Dunk Tank would return to old Mill Days National Night Commissioner Marley expressed his thanks to thel Finance Department fori theirachievement, EMS  Out.  for their service, Town employees and Public Works Sanitation Department.  Commissioner Craver asked about lake buoys.  Mr. McLaughin stated he would follow up with Public Works and Parks and Recreation. Commissioner Craver asked about lake attendants being able to wear yellow vests. Mr. McLaughlin stated it would not be an issue to implement yellow safety vests. Commissioner Craver expressed concern about semi-trailer trucks traveling down trade street.  Mr. McLaughin stated he would reach out to DOT.  Commissioner Craver inquired about the gym's closure until November 12th and asked about the Mr. McLaughlin stated open gym would start November 12th which referred to basketball season. He noted that the gym would remain open and the $2.00 fee was in reference to basketball season.  $2 fee upon reopening.  Regular Meeting July15,2024    Commissioner Craver asked when the water at the lake would bei tested, and posting results on the Mr. McLauglin stated that the results of the water testing at the lake could be put on the town  towns website. website.  Mr. McLaughlin reiterated to the citizens to call or email their concerns.  Commissioner Legge expressed his thanks to all the town staff and those in attendance. Mayor Pro Tem Dr. McCray stated it was aj joy to work with everyone and serve the community. Mayor Bellflowers expressed how the staff worked well together serving the community.  PUBLIC HEARING:  Case A2024-04- Consideration of acceptance ofa a contiguous Annexation Request of4.96 Cumberland County Parcel 0404689083 and PIN 040782177 and containing 4.96 acres, more or less, duly recorded in Plat Book 922, Page 526; on the east by lands deeded and conveyed to Elbert Wade Ratley, In Deed Book 11015, Page 701 and also shown on Plat Book 149, Page 37, and by lands deeded and conveyed to Daniel and Brenda Norton in Deed Book 2594, Page 169 Cumberland County Registry, North Carolina. Director of Planning Emily Weidner stated no, they were asking for a taller height to be more  visible due to the tree cover.  Commissioner Scarola expressed concerns.  Commissioner Legge asked ift there were rules in place that regulated the issue.  Mr. McLaughlin stated the applicant was allowed to make the request, but there were restrictions. Commissioner Craver asked if they could appeal the Board of Commissioners decision to the  Board of Adjustment.  Mr. McLaughlin stated that was possible but did not change the initial concern  Commissioner Craver asked if the applicant could still build with the height restrictions in place. Motion by Commissioner Marley, seconded by Commissioner Scarola, was carried unanimously,  to approve the consent agenda as written.  END OF CONSENT AGENDA"  OLD BUSINESS: None  Regular Meeting July 15,2024    NEW BUSINESS:  a. Consideration of approval oft the Cumberland County Community Development Block Program and HOME Investment Partnership Program Amended Cooperation Agreement Motion by Commissioner Marley, seconded by Commissioner Scarola, was carried  unanimously to approve item a under new business.  b. Approval of Budget Amendment #3 for $247,800 and three new Police Officer positions for Motion by Commissioner Marley, seconded by Mayor Pro Tem Dr. McCray, was carried GASB 87 Lease Accounting Standard and approval ofcorresponding Budget Amendment Motion by Commissioner Marley, seconded by Mayor Pro Tem Dr. McCray, was carried  the COPS Fast Grant.  unanimously to approve item b under new business. #26 for $467,600 for Fiscal Year 2023-2024.  unanimously to approve item C under new business.  d. Approval of Budget Amendment #27 for $22,600 for Fiscal Year 2023-2024.  Motion by Mayor. Pro Tem Dr. McCray, seconded by Commissioner Scarola, was carried Approval and Consideration ofrenewal of Hope Mills Fire Department full-service Commissioner Scarola asked why the town only pays stoney point fire dept and not them  unanimously to approve item d under new business agreement with Stoney Point Volunteer Fire Department  paying the town as well.  Fire Chief Matthew Cain stated that historically was the setup.  Mr. McLaughlin stated the arrangement was made that way since contracts historically were Motion by Commissioner Marley, seconded by Commissioner Legge, was carried  with county-based fire stations.  unanimously to approve item C under new business.  f. Approval and Consideration of contract with Witt O'Brien in the amount of $30,000.  Mr. McLaughlin commended Witt O' Brien and their team.  Regular Meeting July 15,2024    Motion by Commissioner Marley, seconded by Commissioner Scarola, was carried Approval and consideration to start the reinstatement process oft the Hope Mills Historic Motion by Commissioner Marley, seconded by Commissioner Legge, was carried unanimously h. Approval and Consideration of Addendum A Memorandum of Agreement for 11 Traffic Mr. McLaughlin commended Police Chief Stephen Dollinger and all parties involved.  unanimously to approve itemfunder new business. Preservation Committee back to a commission  to approve item g under new business  Control Officers effective. July 15+2024  Commissioner Scarola asked about the training.  Police Chief Stephen Dollinger provided update on the status oft the trainings. Motion by Commissioner Marley, seconded by Commissioner Scarola, was carried  unanimously to approve item h under new business.  CLOSED SESSION  Motion by Mayor. Pro Tem Dr. McCray, seconded by Commissioner Legge, and carried unanimously to enter into closed. session pursuant to NCGS 143-318.11 (a). Attorney Client Privilege, NCGS 143-318.11 (a) (5) Land. Acquisition, and NCGS 143-318.11 (a)(6) Personnel.  At 10:20 p.m. Mayor Bellflowers called the regular meeting back to order.  Motion made by Mayor Pro Tem. Dr. McCray, seconded by Commissioner Marley, and carried unanimously, to seal the minutes of the closed. session until. such time as the release ofthe information would no longerfrustrate the purpose ofthe closed. session and further no action  was taken. Deputy Public Works Director Bruce Clark provided an update on improvements to the walking Town Clerk Ashley Wyatt reminded the board to submit any questions for the special meeting on  committees on July 29th, by Friday, July 19th, 2024  Regular Meeting July 15,2024    ADJOURNMENT.
