Monthly Minutes of the Lancaster County Salary Board February 5, 2024 The meeting was called to order by Commissioner Joshua Parsons at 1:30 p.m. in the Commissioners Conference Room 701, 7th Floor, at the Lancaster County Offices, 150 N. Queen Street. Members Present: Commissioner Joshua Parsons, Commissioner Ray D'Agostino, Commissioner Alice Yoder, and Second Deputy Controller Matt Others Present: Larry George, Christina Peddigree, Veronica Perez, Lisa Sanchez, Amy Campbell, Carly Galura, and Rithu George. Note: there were others present who did not sign in and whose identity is Luciani. unknown. Commissioner D'Agostino moved to approve the minutes of the meeting on January 8, 2024. Commissioner Yoder seconded. The motion carried unanimously. President Judge Ashworth and Mark Dalton, Court Administration, requested the following: a. Approval for employee (24968) to maintain their current salary of $53,211.29 as a result of a transfer to position Court Administration Office Manager (500647), Grade J, from APPS Business Manager, Grade L, effective February 12, 2024. (Min $45,162 Mid $56,452.50, Max $67,743). Following discussion, President Judge Ashworth moved to approve. Commissioner D'Agostino b. Approval for a permanent 15% salary adjustment for twenty-seven. First Level Supervisors, Grade P, to not exceed the maximum salary of $90,792, effective January 1, 2024. Additionally requesting a temporary freeze on five positions to be filled 500837,502565, 502854, 503330, 500883), effective upon salary board approval. Heather Adams, District Attomney,requested approval of percentage salary increase to resolve leapfrogging and compression issues for four supervisory positions (5% for 500994 and 7.5% for 500977, 500982, 500986), effective January 1, 2024. Following discussion, District Attorney Adams moved to approve. Commissioner Yoder seconded. The motion carried unanimously. Robert Devonshire and Carmen Simone, Facilities Management, requested approval to reclassify one Naturalist position (503246), Grade F to a Naturalist Specialist position, Grade G, effective February 12, 2024. This will result in the incumbent (26155) receiving a 5% increase. Following discussion, Commissioner Yoder moved to approve. Commissioner D'Agostino seconded. The motion carried unanimously. Tom Martin, Office of Aging, requested approval to reclassify the following positions, 1. One Employment Coordinator position (502350), from Grade F to Grade I. This will result in the incumbent (26680) receiving an increase to the start rate of 2. One Technology Coordinator position (502723), from Grade F to Grade H. This will result in the incumbent (12329) receiving an increase to the start rate of 3. One Health/Activity Coordinator position (502310), from Grade F to Grade H. This will result in the incumbent (12334) receiving an increase to the start rate of effective February 12, 2024: Grade I. (Min $43,017, Mid $53,781, Max $64,525.50.) Grade H. The motion carried unanimously. Cheryl Steberger, Prison requested the following: a. Approval to hire applicant (87662) at an annual salary of $91,208, which is above the start rate for a Deputy Warden - Operations position (501252), Grade R, effective March 4, 2024. Additionally request approval for the applicant to accrue 3 weeks of vacation for 0-5years of service, four weeks for 6-10 years of service and five weeks for 11+ years of service effective March4, 2024. (Min $71,177.60, Mid $88,982.40, Max $106,766.40). Following discussion, Commissioner Yoder moved to approve. Commissioner D'Agostino seconded. The motion carried b. Approval of pay adjustments for a permanent? 7.5% salary increase for seventeen incumbent Sergeants and five incumbent Lieutenants positions, additionally, to freeze three Correctional Officer positions 601308301348.501437, effective January 1, 2024. Drew Fredericks, Youth intervention Center, requested approval to create, post and fill one Shelter Supervisor position, Grade J, (Min $48,172.80, Mid $60,216, Max $72,259.20) and simultaneously eliminate one Shelter PT Supervisor position (501473) Grade J, and two Shelter PT Youth Care Worker positions (504281 & 501458), Grade H, effective February 6, 2024. Following discussion, Commissioner Yoder moved to approve. Commissioner D'Agostino seconded. The motion carried unanimously. Christina Peddigree presented the 2023 Year End Turnover Analysis report. She reviewed several statistical charts for the following: 2023-3 371 hires/rehires and 327 separations, employee total 1749 - annual rate turnover 18.8% (327/1749) 2023 - reasons for separations 2023 - hires/separations by month and by department 2019 through 2023- -hres/separations by year and turnover % by year comparison 2020 through 2023 - Quarterly turnover Trend Salary Board Minutes February 5, 2024 Page14 Ms. Peddigree noted that in 2023, over 51% (168/327) of the separations were in good Commissioner Yoder suggested that the report contain a summary introduction with the charts providing the detail. She asked if departments can get the surveys to the separating employees to improve the percentage response. In addition, she asked to compare our turnover rate regionally - statewide, nationally for a comparison to a benchmark. Commissioner Yoder suggested moving forward, providing charts with monthly trends for each of the years. Commissioner D'Agostino thanked Ms. Peddigree for taking a "deep dive" into the county hirel separation numbers as this was the first Commissioner D'Agostino moved to adjourn the meeting at 2:20 p.m. Commissioner Yoder seconded.
