PAST.A 1891 BRIGHT FUTURE TOWN OF HOPE MILLS BOARD OF COMMISSIONERS Meeting Minutes - August 19, 2024 5:30 p.m. Special Meeting Mayor Jessie Bellflowers called the Special Meeting to order on Monday August 19, 2024 at 5:45 pm and welcomed everyone in attendance and those viewing via live stream. STAFF PRESENT Regan ABSENT Town Manager Chancer McLaughlin, Town Clerk Ashley Wyatt, and Deputy Town Clerk Coronda Commissioners Marley and Legge PLEDGE OF ALLEGIANCE INTRODUCTION meeting. Mayor. Jessie Bellflowers led the pledge of allegiance Town Manager Chancer Mclaughlin gave opening remarks regarding the purpose oft the special PRESENTATION Town Manager McLaughlin provided aj presentation for thel board that outlined the following types Single family residential development; Multi family residential development; Commercial developments; Industrial development; and the projects being managed by the Town of Hope ofongoing developments in the Town ofHope Mills: Mills. Mayor Bellflowers highlighted the number ofr residential units coming to the town. Commissioner Scarola echoed the same sentiment and added that the residential units were good fori military families. Special Meeting August 19,2024 Mayor Pro Tem Dr. Kenjuana McCray noted that the Town would eventually need a larger Emergency Operations Center. Mayor Bellflowers spoke to the need for affordable housing. Mr. McLaughlin stated that despite the growth, he did not want to gentrify hope mills. Commissioner Craver asked the monthly cost ofa 1-bedroom rental unit. McLaughlin provided an estimated figure of$1500 dollars monthly. Mayor Bellflowers asked if any oft the multi family units were going to be condominiums. Mr. McLaughlin stated that there were not going to be any condominiums tol his knowledge. Commissioner Craver asked if the proposed dollar tree from the presentation was supposed to replace the current dollar tree. Mr. McLaughlin responded that it was not. Commissioner Craver asked ifti there could be uniformity within the regulations of the current sign Mr. McLaughlin stated that there were several options within the current sign ordinance. Those were the following: removing and replacing of 1423 linear feet of 12-14 inch reinforced concrete pipe, line 1512 linear feet of cured in place liner, install 830 linear feet 6 inches under drain, removereplace 11 underground catch basins, relocate 10 underground electric utilities that would include 1100 tons ofstone, 2,000 square yards of geotextile material, 79 tons of asphalt surface, and materials testing. Mr. McLaughlin estimated 5,000 new residents over the next few years.
