MINUTES OF A REGULAR MEETING OF THE BOARD OF THE REDEVELOPMENT AUTHORITY OF THE COUNTY OF LANCASTER APRIL 23, 2024 FOLLOWING THE 4 PM MEETINGS OF THE LANCASTER COUNTY LAND BANK AUTHORITY AND THE LANCASTER COUNTY HOUSING AUTHORITY 28 PENN SQUARE, SUITE 100 LANCASTER, PA 17603 The members of the Board oft the Redevelopment Authority of the County of Lancaster met Tuesday, April 23, 2024. The Board meeting was held at the office of the Redevelopment Authority of the County Members of the Board in attendance: Jim Eby, Ed Fisher, Melinda Kaufman, Gerald Robinson Staff members present were: Justin Eby, Executive Director; Michaela Allwine, Director Housing and Community Development; Deb Jones, Director of Human Services and the Office for the Coalition; Scott Fredo, Director of Finance and Administration; Audrey Steinmetz, Director Tenant and Landlord Services; Jocelynn Naples, Director of Communications, Development and of Lancaster, 28 Penn Square, Suite 100. and Jim Williams. Special Projects; and Beth Dreyer-DeGoede, Secretary. Mr. Fisher called the meeting to order at 4:25 p.m. Also in attendance: Tim Stuhldreher, Editor OneUntedlancastercom. Public Comments - none Minutes of the March 2024 Board Meeting were approved. The motion was made by Mr. Jim Eby, second by Mr. Robinson, and unanimously accepted. The Treasurer's Report for the month of March 2024 was approved on a motion by Mr. Wiliams, second by Mr. Jim Eby and unanimously accepted. Mr. Fredo noted that it was a light Staff Reports: Ms. Jones introduced the Homelessness Coalition's new Homeless Outreach and Shelter Coordinator, Josiah Huyard. Josiah has five years of experience working at' Water Street Mission and is completing his master's degree in leadership. Ms. Jones noted that the Homelessness Coalition Steering Committee has 2 new members, 11 from the Youth Action Board and the other from the Homeless Advocacy Group, which fills out their roster. The United Way Emergency Food and Shelter Program Phase 41 was released. We were awarded $183,000 which is about $40,000 less than anticipated. There are 15 agencies who will receive funding from this program. In May the Joint Funding awards will be brought to the board for approval. Mr. Jim Eby asked if any Lancaster County municipalities have rules against sleeping in public. Mr. Fisher believes that most do. Mr. Stuhldreher inquired as to when the Point-In-Time count data will be released. It will be made public the week of April 29, 2024. Mr. Stuhldreher also asked about the timeline for opening Prince Street Community Hub and the Otterbein Shelter. Prince Street Community Hub is hoping to open ini the fall of 2025. report and the balances were in good standing. Otterbein Shelter is expected to open December 2024. 1 Ms. Allwine reported that they received 13 Letters of Interest for Public improvement Projects. The Annual Action Plan process is ongoing with funding scheduled to be announced on May 8, 2024. They Mr. Justin Eby reported that the Housing and Redevelopment Authority staff have a training and team building event on May 2nd. He also noted that the Clipper Magazine Stadium turf replacement is are currently meeting with partners. complete and on budget. Communications - None Committee Reports - None Unfinished Business - None New Business 1) The board approved a Request for Proposals for a Certified Public Accountant to perform audit services. Mr. Fredo noted this is in line with the other board resolutions and required by HUD. The motion to approve was made by Ms. Kaufman, second by Mr. Williamson, and unanimously carried. (A copy of said Resolution [APR 24 #14] is attached hereto and made a part hereof). NOW, THEREFORE, BE IT RESOLVED by the Board oft the Redevelopment Authority oft the County of Lancaster to approve a Request for Proposals for a Certified Public Accountant to Other Business: Mr. Fisher noted that the next regular meeting of the Board of the Redevelopment Authority of the County of Lancaster is expected to be held Tuesday, May 28, 2024 at the offices of the Lancaster County Housing and Redevelopment Authorities, 28 Penn Square, Suite 100, immediately following the 4:00 p.m. meeting of the Lancaster County Land Bank.
