CITY OF CANADIAN REGULAR MEETING AUGUST 19,2024 Be it remembered that on the 19th day of August, 2024, the governing body of the City of Canadian met in a Regular Meeting at 5:30 p.m. at City Hall with Mayor Terrill Bartlett presiding. Members present were Terrill Bartlett, Ashlee Talley, Wendie Cook, Matt Cipollone and Gary Prater. Jonilyn Hanes was absent. 1. Call to Order The meeting was called to order by Mayor Bartlett. 2. Discuss and Consider the City ofCanadian Annual Audit for the Fiscal Year Ending September 30. 2023 David Copeland, Lead Auditor, presented the 2022-2023 annual audit. He spoke favorably about working with staff, and the audit went very well. He reviewed the 28 journal entries and explained them to the council. Discuss and Consider River Valley Pioneer Museum Fiscal Year 2024-2025 Budget Gary Prater: made a motion to Approve the River Valley Pioneer Museum Hotel Occupancy Tax Budget for Fiscal Year 2024-2025, seconded by Matt Cipollone. Discuss and Consider Hemphill County - Canadian Economic Development Corporation Fiscal year Wendie Cook made a Motion to Approve Hemphill County Economic Development Corporation Fiscal Year 2024-2025 Annual Budget, seconded by Matt Cipollone. All in Favor, Motion Carried. Report and Discussion of 2024 Hemphill County Texas A&M AgriLife Beef Cattle Conference Andy Holloway said the 2024 Beef Cattle Conference was the most robust event to date, indicating they had 850 attendees and 110 vendors from 26 states. He added that there were over 30,000 views on the rancher story that featured Canadian and every hotel was full for several nights during the event. He thanked the council for the support and asked that they keep the event ini mind for 2025. 2024-2025 Budget 9. 10. Discuss and Consider the Approval ofa Fuel Bid for Fiscal Year 2024-2025 Canadian Oil & Gas was the sole bidder, coming in as follows: Non-Lead Gasoline: $2.8884-53.2384 Diesel Fuel: $3.2259-$3.5759 Propane Fuel: $2.00 No rental fees on tanks Wendie Cook made a Motion to. Discuss and Consider a Contract for Managerial Services for Municipal Operation Jarosek told the Council the $21,000 managerial contract with the CCC was ai nominal fee fort the services provided such as the hiring and managing the lifeguards and general operation of the pool. City Water Wendie Cook made a Motion to Approve a Contract for Managerial Services for Municipal Pool Operation with correction ofd dates, seconded by Matt Cipollone. All in Favor, Motion Carried. 12. Discuss and Consider an Interlocal Agreement with Hemphill County for Equipment Loan Department Staff would continue to: maintain the facility. Report and Discussion on City Hall Facility Jarosek, Wyatt, and Sloat met with Chuck Lynch to discuss roles and relationships within the City tol help the architect determine a floorplan for the proposed renovation. He additionally opines that the structural condition oft the building will enable renovation. Historical Commission funding is still being researched. Information will be available as we receive it. 16. Presentation and Discussion of the Fiscal Year 2024 -2025 Budget Jarosek reviewed and explained the key components of the 2024-2025 budget, including deficiencies in the Golf Course Fund, Sanitation Fund and the Hotel Occupancy Tax Fund. He added that he removed administration expense from the Sanitation Fund to help offset their deficit. The proposed budget was There was a lot of discussion and comments on the tax rate. Talley questioned raising taxes. Are there prepared with a property taxi rate of$ $.846338, which is a 7.99999% increase. any alternatives? Can we take the excess out ofreserves? 17. Discuss and Consider a Proposed Fiscal Year 2024-2025 Tax Rate Ashlee Talley made a Motion to Propose a Total Tax Rate of $.772576 per $100 valuation. The Motion Cook was leery at setting the tax rate near the top oft the voter approval rate; however, she also realizes Matt Cipollone made a Motion to Propose a' Total Tax Rate of$.846338 per $100 valuation, seconded by Gary Prater. RECORD Vote as Follows: Prater - For; Cipollone - For; Cook - For; Talley - For, with the understanding that this isn'tt the final tax rate and there will still be an opportunity to change it. Died for Lack of a Second. that the No New Revenue Rate hasn't been keeping up. 18.
