Oak Springs Community Center/Police Department 342 Campbell Street, Cleveland, GA 1. Call to Order Mayor Turner called the meeting to order at 6:30 p.m. PRESENT: Mayor Josh Turner, Council Members Nan Bowen, Annie Sutton, Jeremy McClure Also present were City Administrator Kevin Harris, City Attorney Keith Whitaker, and 2. Invocation - Campus Pastor Jeff Groves, The Bridge Church, and White County (Mayor Pro Tem), and C.J. McDonald City Clerk Lisa Ritchie Ministerial Alliance 3. Pledge of Allegiance 4. Approve Agenda Motion by Council Member Sutton, seconded by Council Member Bowen, and voted, unanimously, to approve the agenda. RECOGNITION 5. Specialist Sovine Military Police and City of Cleveland Fire Fighter 11-Month Kuwait Tour Proclamation Mayor Turner read the Proclamation. Motion by Council Member McClure, seconded by Council Member Sutton, and voted, A video of SPO Sovine surprising his daughter at school on his return from deployment was played. The Mayor and Council presented the proclamation to SPC: Sovine. unanimously, to approve the proclamation. 6. National Recovery Month Proclamation Mayor Turner stated that the Proclamation will be presented at an upcoming community event. He invited everyone to the Bus Tour on September 11, 2024 at Motion by Council Member McClure, seconded by Council Member McDonald, and Freedom Park from 4:00 p.m. until 10:00 p.m. voted, unanimously, to approve the proclamation. PUBLIC COMMENTS There were no comments from the public. OLD BUSINESS 7. 84 Underwood Street-Guaranteed Maximum Price approval Mr. Harris stated that the maximum price approval document has been received. Trey Crumley, RCCI Construction, addressed the Mayor and Council. He stated that they plan fori the fire station to be complete by March 2025. He said the guaranteed maximum price is $3.995 million which is approximately less than 10% contingency. Mr. Harris said he would provide the information to the Mayor and Council for their review and ask for consideration at the September 9, 2024 Council Meeting. NEW BUSINESS 8. Commercial dumpster services effective September 15, 2024 Finance Director John Solmon addressed the Mayor and Council Members. He discussed the request from staff to stop providing commercial dumpster services. Motion by Council Member McDonald, seconded by Council Member Sutton, and voted, unanimously, to postpone the item until the October 7,2024 Meeting. 9. Approve Called Meeting/Meeting Minutes August 12, 2024 Meeting Minutes Motion by Council Member McClure, seconded by Council Member Bowen, and voted, unanimously, to approve the August 12, 2024 Meeting Minutes. 10.Approve Executive Session Minutes August 12, 2024 Executive Session Minutes Motion by Council Member McClure, seconded by Council Member Sutton, and voted, unanimously, to approve the August 12, 2024 Executive Session Minutes. CITY ADMINISTRATOR KEVIN HARRIS Mr. Harris discussed the following items: HB581 could provide statewide homestead exemption exception. Itis tied to Visit from the Commissioner of the Department of Community Affairs and several members of his leadership team regarding a Jarrard Street package. inflation relief. Well #6 is 80 to 85% complete. CITY ATTORNEY KEITH WHITAKER Mr. Whitaker did not have any items to report. ANNOUNCEMENTS Ms. Ritchie gave the announcements. 11. Upcoming calendar items: City Council Meeting - Monday, September 9, 2024, at 6:30 p.m. at the White County Water Authority Meeting- Thursday, September 12, 2024, Downtown Development Authority - Thursday, September 12, 2024, at Planning & Zoning Meeting- Thursday, September 26, 2024, at 6:30 p.m. Oak Springs Community Center/Police Department at 7:30 a.m. at the Water Authority 3:00 p.m. at the White County Chamber of Commerce at the Police Department Building Authority - TBD Council Member Bowen, on behalf of the Northeast Georgia Regional Library invited everyone to Meet the Author on October 19, 2024 at the Cornelia library. Former Governor Deal will be there with his book Veto the Cat. She said the sale of the book Mayor Turner stated that former Governor Deal will also be in Helen on Friday at will promote literacy. 10:00 a.m. at the library. EXECUTIVE SESSION Motion to enter Executive Session by Council Member McClure, seconded by Council Member McDonald and voted, unanimously, to enter Executive Session at6 6:59 p.m. 12. Discussion regarding Real Estate and Personnel Motion by Council Member McClure, seconded by Council Member McDonald and voted, unanimously, to adjourn the Executive Session and return to the City Council Council Member McDonald opened the door to allow citizens to return to the Meeting at 8:40 p.m. meeting.
