182  CITY OF SAINT MARYS COUNCIL SPECIAL MEETING MARCH 8, 2024  CALLTOORDER  A Special Council meeting of the City of Saint Marys was called to order by Mayor Lyle Garner on Friday, March 8, 2024, at 7:00 p.m. Notice oft this meeting was sent to Council on March: 5, 2024, posted at City Hall and published in the Daily Press.  PLEDGE TOTHE FLAG ROLL C CALL  Mayor Lyle Garner, Deputy Mayor Shane Schneider, Nedward Jacob, Jerome Sorg, Anthony Gregory, Stephen Bagley, Joe Sarginger, Manager Joseph Fleming, Solicitor Lauren Brennen, Clythera Hornung, Ann Polaski, Kim Fenice, Rodney Brennen, David' Tshudy, Martin Dornisch, Kurty Samick and Amy Cherry.  and Recording Secretary Lorrie Levenduski.  VISITORS  CITIZEN COMMENTS ON There were no citizen comments on agenda topics.  AGENDA TOPICS LEGISLATIVE ACTION: Discovery House CU, LLC- Mobile Methadone Facility  Conditional Use Application: Discovery House CU,LLC-  Conditional Use. Application: Mobile Methadone Facility was presented for consideration.  Motion  Shane Schneider made ai motion to approve the application based on the special requirements of the modification to exit and enter tol Brusselles St. instead of Trout Tun Rd., the condition that the surface of the area used will not track mud or debris onto the highway, and to follow the regulations of the EPA and FDA, Onaroll call vote. Joe Sarginger, Stephen Bagley, Jerome Sarginger and Nedward Jacob voted in the negative and Anthony Gregory, Shane Schneider and Mayor Garner voted in the  seconded by Nedward Jacob.  Motion Failed  positive. Motion Failed.
