Dave, last night in our finance committee meeting we were discussing street paving, and my thought is that we should try to at least pave one of the streets in Austin Heights every time we go through the process. But I also think that we need to have a storm water management plan in place before we do that sO when we do go and start digging up roads, we can maybe do those projects at the same time and not pave roads and then three years later, if we're forced to do it : MR. LOPATKA: As long as we have something to tie into. MR. NOTARI: So can we start looking at the Heights especially in terms of where we're going to begin our storm water separation plan? MR. One is Bennett Street, from the top to the bottom. There's sO much to do there. There's swales on that road and everything. It's a problem. MR. NOTARI: Mine. MR. HOOVER: There's also Dunn Avenue. Wasn't there a storm water project? In the back of my mind I remember being : MR. LOPATKA: A while back we had done something to route : where the big hill was, the water going down the hill. We designed something to route it all the way around and come over to Dunn and then down to tie into the one inlet that's off that one alley down below. I think that's where the separation : the storm system that separates that, and that's where it starts. LOPATKA: We had done something on that. MR. MR. LOPATKA: I'11 find it. We have it. Let me look at what it is. I know we had done some kind of system. It went all the way over. I don't think it needs to go that far. It could be more concentrated just on Dunn. MR. HOOVER: I want to make sure we don't pave the road and then that happens. If we have to take a block or two blocks off of Dunn for now. MR. LOPATKA: It was within the first three blocks. I'11 check it. MR. HOOVER: Because those two streets alone are almost $700,000, Bennett and Dunn. MR. CHIEF DUBERNAS: Maxson Drive, three of the cars in question Dave had paperwork submitted to get information on them, but all the other ones are good, including the ten classics that he has there. That's nothing. He has 40-some cars. He has four properties. He was trying to get acreage and build a pole barn to keep them all in. He's battling cancer and everything. MR. HOOVER: Okay. The sewer agency, are we allowed to dissolve it or is that something we're required to have? ATTY. RINALDI: It's actually part of the borough. You just call it the sewer agency. There's really nothing there but your sewer committee and your collection. You don't have a separate authority for your sewer system. That's all under the borough. MR. NOTARI: That's what we wanted to have happen, sO it was more or less just the sewer department ATTY. RINALDI: It's like a department like zoning. You just call it the agency since I've been here. MR. WILK: Chief, we talked about making no outlet on that street where the : CHIEF DUBERNAS: West Grace. MS. WILK: Have you checked on that? think you should not wait for a year now 16 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 before it gets lost in the shuffle. I think if you're going to do something you should : CHIEF DUBERNAS: We're going to block it. The only thing, on our map they show a paper alley behind your house that goes from behind your house all the way behind the homes to Lawrence Street. I'm not sure if that could be blocked. MS. WILK: No, behind my house was PP&L. CHIEF DUBERNAS: The paper alley shows from Marion Street, goes behind all the homes, behind Ms. Wilk's house, into Rossi's parking lot. It allows access for the homes on the 200 block of West Grace to Lawrence Street. So if we block it, it still allows the homes on the 200 block to go out to Lawrence Street through the parking lot, but it shows, like -- I guess it's a paper alley. MR. NOTARI: Chief, do you think that paper alley is actually in the parking lot on that property? CHIEF DUBERNAS: That's the way it 17 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 looks. IK know their pavement goes all the way back to all the homes there. MS. WILK: The property behind the house was owned by PP&L, which : CHIEF DUBERNAS: It shows more like a right-of-way. MS. WILK: Right, PPL owned that and turned it over to the school district. That's behind my house. CHIEF DUBERNAS: How about behind the houses in the 200 block? MS. WILK: I don't know anything about that. MR. HOOVER: Can't you just put a sign there? MS. WILK: There's cars parked on both sides of the street. MR. HOOVER: Some of those people park in the back. CHIEF DUBERNAS: They would still have access, but they would just have to come in off Lawrence instead of George. MS. AVVISATO: That's better. MR. HOOVER: Is this something we have to notify those residents about? CHIEF DUBERNAS: I would do a traffic study and then Bill would have to post it. MR. NOTARI: On the hunting app there's no alley there. MR. HOOVER: There's no alley on Google either. MR. NOTARI: The properties bump up against the school property. MS. WILK: It is school property. MR. This person parked this vehicle in front of my house, which it's a hindrance to me because IC can't have any visitors come because there's nowhere to park. MR. RUSSELL RINALDI: What kind of vehicle is it? MS. CONDON: It's a travel trailer. It's a camper. Is it registered7 CHIEF DUBERNAS: I'm not sure. MS. CONDON: It's a tag along. I'm 722 Oak Street. CHIEF DUBERNAS: I'11 come there tomorrow morning. MS. CONDON: Since you don't have to get the yearly sticker to say your car is registered : CHIEF DUBERNAS: I'17 check it. MS. It might be state road property. It's on the shoulder. My next door neighbor talked to him. I don't even know the man's name. He lives in Domiano's old house. He has too many vehicles in his back yard that he can't park it in the back yard. CHIEF DUBERNAS: I know where you're talking about. You live on one side, they live on the other. So they moved it across the street. He has a boat in the yard. MS. CONDON: He has a boat in the yard, a couple motorcycles, there's an old Bronco that has not moved in two years. He has a golf cart in there. He's parking his truck now across the street, and it just seems like I lived there for 40 years and I never had any problems until this past year. CHIEF DUBERNAS: I'17 check it tomorrow. If it's registered :- it depends if it's zoned. If it's zoned residential they can, if zoned commercial they can't. I'11 find out. MR. He went over to talk to the gentleman, and the gentleman told him well, I'11 move it next Tuesday. Well, next Tuesday has not come because that was in August. September, October, it's already the middle of November. Last year he did the same thing with his pickup truck, and I wrote a note on his windshield I don't mind you parking there but kindly pull in. Here's another thing. How do you apply for a handicapped parking spot? MR. RUSSELL RINALDI: For yourself? MS. CONDON: For myself. MS.
