Once again, ladies and gentlemen, welcome to the work session of the 01d Forge Borough. Tonight is Tuesday, June 4th. The purpose of our meeting is to set up our agenda for our regular meeting which will be Tuesday, June 18th. LOPATKA: What's that? MR. KOMENSKY: The stuff we talked about yesterday. MR. LOPATKA: Oh, yeah. I actually already had it done, sO what I'm going to do tomorrow is I'm going to put bid sheets together for each of them separately and then I'11 send them out tomorrow. I wanted to put a bid sheet with quantity on it. I have them but I just have to put it together. I'11 send it out to three or four of them, the pavers. MR. HOOVER: Do we have to go over the paving program? MR. LOPATKA: Do we have to go over it? The ones that you had for the other ones were the ones that weren't going on. MR. KOMENSKY: Jim, are we going to wait until we see : MR. HOOVER: It's going to be added. We're going to do these. These two streets we have to do, sO it doesn't matter. MR. LOPATKA: One thing that we might want to think about is because you're only allowed a certain percentage of what you're paving. If you don't get it, like if bids come too high or something and you want to add them later it's there, like, ten percent of the bid : MS. BARTOLETTI: Ten percent. MR. LOPATKA: Which I would think would probably be okay. MR. HOOVER: I think we're going to have to take one or two streets off of that list. I don't think we're going to have : we only have the money that Marylynn said. That's why I wanted to go over it one more time, or send me what you have. MR. Go right off the plan which streets. MR. HOOVER: A1l right. MR. RUSSELL RINALDI: Mare, how much do we have, roughly? MS. BARTOLETTI: What was it, Jimmy, did I tell you? MR. HOOVER: About $800,000, roughly, give or take a couple dollars each way. The nine streets that I had originally down here, but then I think we added one or two more streets because of the ten percent thing. It was 760 without the add on. MR. LOPATKA: Yeah. So the estimates were based off of last year's bid. MR. HOOVER: So we're going to have to see how the bids come in. MR. LOPATKA: Yeah, and you may have to take one off. MR. HOOVER: That's why I want to make sure we have enough streets down, closer to the $800,000 with the streets. Hopefully they'11 be under $20,000. MR. RUSSELL RINALDI: Does he need to meet with you before you get the package ready or : MR. LOPATKA: No, I have them ready. I'17 give you an e-mail. MR. HOOVER: Send me an e-mail and then next year we'17 discuss maybe a loan next year and really kicking it in the butt. MS. BARTOLETTI: Remember that when we decide to do it, PIB loans like we did in past, seven months out. So we really should start thinking about that now and working on it now sO that we'll be prepared for it. That's how long it takes to get approved. MR. HOOVER: The other streets I have come to 1.7. MR. RUSSELL RINALDI: Mare, what do you need from us? MS. BARTOLETTI: I guess maybe you would probably need to approve it at a meeting that we're going to enter into a 8 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 contract with them, put together the streets that we would be interested in doing sO I can send a packet out to the state, and then they would take some photographs. MR. LOPATKA: Then maybe with the streets probably a cost estimate to back up your numbers. MR. RUSSELL RINALDI: Let me ask you a question. Bill, if we went off of the streets that Jimmy already has with the cost estimate is that the one you would want to go off of? MR. HOOVER: Well, I want to look at them again. I mean, it comes to 1.708. MR. LOPATKA: That was everything, including some of the stuff from last year. MR. HOOVER: Those things we missed last year we couldn't do. There's some wide streets in here like Bennett Street, 346. Morton Street, 284. There's some big numbered streets in here that have to be done. MR. KOMENSKY: If we went off that list that jimmy has right now we could change the streets. Yes? As long as the 9 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 amount stays the same. MS. BARTOLETTI: Probably by next meeting I'11 be able to tell you exactly what we need to : MR. KOMENSKY: At least we would know which way to go. MS. BARTOLETTI: Yes. MR. HOOVER: I'd like to sit and go through it with Joe and Mike. MR. RUSSELL RINALDI: So if we had it ready for July would that be enough time, for the July meeting? MS. BARTOLETTI: That keeps us on the clock with : MR. RUSSELL RINALDI: Well, it would give Jimmy enough time with Dave, give you enough time. Then, Bill, how much time would you need? You would just need to get it in the paper. Right? ATTY. RINALDI: Usually 60 days. MR. RUSSELL RINALDI: So our mid-July meeting we should be good. A11 right. MR. HOOVER: One more thing. We were going to put them up at the tennis court because people don't use the tennis courts. We were going to use one tennis court as the tennis court, and then the other tennis court we were going to put three pickleball courts in that. Dave put the bid out and it came to $21,000. I - can't believe it. MR. LOPATKA: Twenty-one or 23. MR. HOOVER: Twenty-three thousand for three pickleball courts to paint. I can't believe it's that much. MR. LOPATKA: Well, that's to paint, some crack fixing, installing the posts, installing everything. MR. HOOVER: We have the stuff that we bought to do it. Shall we do it? MR. LOPATKA: I mean, at that price :- MR. HOOVER: Do you think it's reasonable? MR. LOPATKA: Well : MS. BARTOLETTI: The price is over. MR. LOPATKA: I don't think that there's a ton of people that do them. It's kind of a specialized thing, that whole process. MR. HOOVER: I mean, I think once we get them, people see that we got them people are going to use them. MR. LOPATKA: I think people will use them, definitely. I mean, I know Dunmore wants to put them in. Wherever you go :- MR. HOOVER: There's people in my neighborhood that go to Blakely to play every day. MR. LOPATKA: Wherever you go you see pickleball courts. ATTY. RINALDI: There's two that just went in at the Lace Works over the weekend. MR. LOPATKA: Everybody wants them. It's the new craze. MR. BARTOLETTI: I think the problem is it's going to be pretty much the same no matter what because they still have to fix the cracks, go over it, paint it. We already have the equipment for the poles. That's not part of it. So I think instead of doing two or three, it's still the whole surface. MR. HOOVER: Let's put it out to bid. I think we should put it out for bid. d don't know how everybody else feels. MR. LOPATKA: The only other option is can call and we can say is this your best, your lowest that you can do. MR. RUSSELL RINALDI: Let's put it out for bid. If it comes back and we change our mind, we change our mind. MR. LOPATKA: The other thing is they're not local people. There down around Allentown. They're figuring in traveling, they're figuring to get access in there. It's not just going and painting them. There's always, like, little things. MR. LOPATKA: No, this is a company that I was doing a project down on lower Marion, handicapped. I talked to the guy, he was saying they're coming to the Poconos to put pickleball courts in and they have a company that just does pickleball courts and tennis courts. I said well, give me a price. MR. HOOVER: There's a guy on Mine Street in 01d Forge. I - don't know who the guy is. I only met him online. He gave me a price of $32,000. That was back a while. The first bid I got on them. MR. BUTLER: Find out who they use and how much it cost. MR. HOOVER: Blakely Borough, I know they just put a couple up there. He gave me the guy's name. He said I'm booked. I just can't do them. He was honest with me. MR. LOPATKA: Where was he from? MR. HOOVER: Down the line someplace. MR. Another guy told me he'd meet me there, he never came. MS. BARTOLETTI: Dave, the threshold was increased, sO the threshold to have to do sealed bids is $23,200 and this bid is just under that. So we would have to have three quotes : MR. LOPATKA: Let me do a little research, see if I can get it out to a couple other people and get three quotes. ATTY. RINALDI: I texted my brother, who did it and what it cost. MR. LOPATKA: If you can give me his name and then I'11 - at least we'11 have three numbers, then. MR. HOOVER: That's all I have. MR. Maybe I'11 just make sure that you got a good escape clause and you're not stuck with anything. MR. RUSSELL RINALDI: Right, in case we do want to come out of it. PON: I live at 703 Fallon Street. A couple years ago my neighbor and them guys, Lester Gryzbowski, he passed away. So (inaudible) moved in. Meanest, nastiest people in the world. They pretty much call the cops on me every other day for no reason. Cops show up, they laugh, they leave. So anyway, the reason I'm here is I came before the Memorial Day weekend. I wanted to see if there's some way the alley behind my house, if I had to try just the one entrance to the alley from Henderson Street, is there somehow I could get a permit or something to close that entrance? Because we use the alley. My back yard and 19 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 his back yard touches the alley. But only two days a year, Memorial Day weekend and 4th of July weekend is when he parks back there. We set up cornhole things, kids run around, and he comes that way every 20 minutes just sO we move -- just to ruin our fun when there's two other entrances he can come to get to his house. So I'm just here, I want to do everything right. I don't want to get -- is there any way for somehow to just block the Henderson entrance to that alley? MR. RUSSELL RINALDI: You're talking about - is it on the side of Julie Ardito's? MR. PON: Yes. MR. RUSSELL RINALDI: And the alleyway would be in between Main and Fallon? MR. PON: Yes. MR. RUSSELL RINALDI: And you're on the corner? MR. PON: I'm on the corner. MR. RINALDI: Is this the alley that runs parallel to South Main? MR. PON: Yes. MR. RUSSELL RINALDI: Yeah, it's in between Fallon and Main, on the side by Julie Ardito's parking lot there. MR. PON: Yes. RUSSELL RINALDI: If you come to us the day : MR. PON: July 6th. It will be a 4th of July party because 4th of July is on a Thursday. MR. RUSSELL RINALDI: Bill, should we have him send something to Marylynn in writing? ATTY. RINALDI: Yeah, like what hours. MR. Then we have the chief contacted, the chief will get in contact with the fire department just sO everybody has all the information, same date, same time, location. God forbid, anything : MR. PON: Like I said, it wasn't much of a worry too much because there's two other entrances to get to that alley. MR. RUSSELL RINALDI: Just sO the fire chief and assistant fire chief sit down with the police chief just to make sure when you do block it off it's done correctly. That's all. MR. PON: Would I get, like, a physical piece of permit-type deal? We always use two garbage pails, put a rope or something, hang the permit for people to see. Because this guy's going to tell me you have to move your stuff. I know he is. RUSSELL RINALDI: And if that guy does cause trouble you just call the chief of police and the chief would come down and tell him he's approved for this, we allowed him to do it. MR. PON: My main issue is I feel bad for the cops. They come every hour at my parties, and they know when they come there you're not doing what this guy -- I'm telling you guys. They hate, like, everybody in the world. I don't get these people. They're brand new. They don't know any of us, all my neighbors. But my buddy Mike was a fireman in 01d Forge and he's, like, what's up with that guy? He says good 24 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 morning and he gives him the dirtiest look. These people are just mad and they're brand new to the neignbornood. They're just nasty to everybody. They're constantly calling the police on me, and the cops come and why am I here? Because they're my neighbors. That's why you're here. MR. HOOVER: Invite them to the party. MR. PON: I do. That's the funniest thing, man, I do, and they don't show up. I don't get it. It's every house on my block is in my back yard that day. We're all hanging go out, having a good time. You're all invited, July 6th, by the way. MR. RUSSELL RINALDI: Just do that. Just get her an e-mail just sO she can : MR. I had just gotten an e-mail from Linde stating that they'11 be there within a week.
