Minutes of the Parks and Recreation Advisory Board City of Georgetown, Texas Thursday, March 14, 2024 The Georgetown Parks and Recreation Advisory Board met on Thursday, March 14, 2024 at 6:00 PM at Georgetown Parks & Recreation Administration Building, 1101 N College St, Georgetown, TX 78626. Regular Session 1.A Call to Order Call to Order = Brazos Fielder, Parks and Recreation Advisory Board Chair Brazos Fielder was unable to attend the meeting. Meeting was called to order at 6:01pm by Keith Fruge, Parks and Recreation Advisory Vice Chair. Roll was called by Keith Fruge, Parks and Recreation Advisory Board Vice Chair. 1.C Staff Member Introduction Staff member introduction - Derek Timourian, Recreation Superintendent Derek Timourian, Parks and Recreation Superintendent introduced himself to our Parks Board Members. Derek and his wife both have degrees in Sports and Recreation. They arrived in Ausin in 1988, where he took a position in the University of Texas Sports Department. After 3 years he came to work at the Georgetown Parks and Recreation as the Recreation Superintendent. Due toi the growth of their family and the need to be home with their children, Derek left Georgetown Parks and Recreation and started aj job share at Southwestern University in Georgetown with his wife. It is now years later, and family needs have changed. Derek saw a Parks Recreation Supervisor position available in the City of Georgetown Parks and Recreation Department. He was hired for this position and after a short time in this role the Recreation Superintendent position became available. Derek has now come full circle from years ago. Derek did mention how much changed has occurred with the growth of the city from back in the 90's to now. 1.D Approve Minutes Consideration and possible action to approve minutes from the Oct 12, 2023 Parks and Recreation Advisory Board meeting = Amy Castillo, Parks and Recreation Administrative Moved by Katherine Kainer; seconded by Corey W Abbate to approve minutes from the Voting For: Katherine Kainer, Chad WI Holz, Jolene Melancon, Peter Bahrs, Keith Fruge, Assistant Oct 12, 2023, Parks and Recreation Advisory Board meeting. Abbate Voting Against: None 1.E Friends of Georgetown Parks and Recreation Update Recreation Advisory Board Member Liaison Friends of Georgetown Parks and Recreation Update - Peter Bahrs, Parks and Peter gave an overview on the past few Friends of Georgetown Parks and Recreation meetings. The Friends of Georgetown Parks and Recreation have been discussing funds they allocate to the City from funds they received due to their contract with the Two Step Inn. They have also discussed the City of Georgetown Parks and Recreation Department managing the recreation and program scholarships with funds received from the Friends organization. Other discussion was formed around how The Friends group could be more proficient in governing a Non-Profet Organization. 1.F Current Capital Project Updates Recreation Assistant Director Update on current Capital Projects using the ClearGov Software = Eric Nuner, Parks and Eric Nuner introduces a new Project Management Website called Cleargov. The City of Georgetown Parks Department is tracking their Capital Improvement Projects' process, with the Cleargov website. Cleargov allows the public to subscribe to their website and receive updates on Current Capital Improvement projects. The Parks Department plans to update the website monthly. 1.G Proposed Parks 5-Year Capital Improvement Program (CIP) Program - Eric Nuner, Assistant Parks and Recreation Director Presentation and discussion regarding the proposed Parks 5-Year Capital Improvement Eric Nuner gave a presentation and discussion regarding the proposed Parks 5-Year Capital Improvement Program. These items have not been finalized and are still being reviewed. Possible New Construction projects mentioned were Artificial Turf for McMaster's Fields, San Gabriel Park Low' Water Crossing, Westside Park Development, Regional Trails, and Southeast Community Park. Possible Improvement Projects mentioned were improvements tot the McMaster's Pickleball courts, Heritage Gardens, Park Capital Equipment Replacement, San Gabriel Phase 4, Current Regional Trail Trailheads and Access Points, 1.H Commission for the Accreditation of Park and Recreation Agencies (CAPRA) Presentation and discussion regarding Commission for the Accreditation of Park and Recreation Agencies (CAPRA) progress - Eric Nuner, Assistant Parks and Recreation Blue Hole Park, and Park Safety. Update Director. Eric Nuner gave a presentation on the Commission for Accreditation of Parks and Recreation (CAPRA). CAPRA provides standards for which park and recreation agencies are assessed. The adherence and review oft these standards provides a high level of quality for the community and the agency. The City of Georgetown Parks and Recreation Department applied for a national accreditation through the National Recreation and Park Association (NRPA) in June 2023 and is working through the process of becoming an accredited agency. 1.I Director's Report Director's Report - Kimberly Garrett, Parks and Recreation Director Kimberly Garrett gave her Director's Report. Please see below. Crystal Knoll Park is nearing completion. Staff is planning aj joint Rec on the Go program to celebrate the park opening. A final date has not been set, but it will be a Public Input for improvements to Summers Green Park in the Georgetown Village is open and going well. Staff used door hangers with QR codes to get resident feedback. Lights for McMaster Pickleball courts will be installed soon. Renovations and remodeling of the Village Pool Bathhouse is underway. There is a Boy Scout that is doing his Eagle Scout project at the IOOF Cemetery. He is building a Scatter Garden near the Columbarium. He is hoping to have a opening Our Cupid's Chase 5K run was on February 10th. Despite the rain, we had 400 runners weekday afternoon around 4 pm. celebration on May 25th. with close to 700 registered for the event. Parks and Recreation hosted a hiring event at the Recreation Center on March 11th for There were seven staff that attended the Texas Recreation and Parks Society annual The parks bond for the Recreation Center Renovation and Expansion passed in November. The timeline for starting design is fall 2025 with construction the following summer jobs. conference in Galveston the last week of February. year. 1.J Lookout Ridge Private Parkland Credit Consideration and possible action to recommend approval of private parkland credit for Lookout Ridge - Kimberly Garrett, Parks and Recreation Director Moved by Chad WI Holz; seconded by Katherine Kainer to approve a private parkland credit for Lookout Ridge, a proposed two-family development located off Blue Ridge Drive just north of Teravista and Rabbit Hill Park. Based on the acreage amount and the value of the amenities, 50% parkland credit is for both land and development fees. The remaining 50% balance would be paid in fees for both land and development and would go into parkland dedication Zone 4.
