Everybody has Dave's report. Dave, anything to add to your report? MR. LOPATKA: No, I don't. MR. SEMENZA: Anybody have any questions for Dave? MR. NOTARI: Just the typical, Dave. How about a rundown on the building. MR. LOPATKA: So far, I mean, we have, actually, a meeting tomorrow, but the last two weeks - - at the last meeting, actually, we decided to kind of hold them off on doing any outside work because we got that big snowstorm. Honestly, I think the temperature was too cold for us, really, to continue doing anything out there. Pouring concrete or anything. In addition to that, they have to clear a lot of snow, which they don't really need to do at this point just 10 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 because of the temperature and everything else. So we're going to re-evaluate at the meeting tomorrow, which from the looks of things it's supposed to snow again on Thursday into Friday another five inches. We might want to hold them off for a little bit longer before they do any additional outside work. Ib believe everything in the building is moving along pretty well. We've addressed the majority of their questions, comments. We started receiving submittals on the elevator portion of the project, which we've gotten -- I believe they had, like, 13 or 14. We've gotten them all back to them at this point. So, I mean, everything seems to be running pretty well at this point, especially inside. A lot of the stuff, the sheetrock, they have a lot of electrical done. Marylynn met with them the other day with your IT person to kind of get that set up. We're actually meeting tomorrow after our meeting with a security consultant just 11 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 to kind of get a little more insight into what we need to do with cameras and key fobs and what not. So at this point everything seems to be moving along other than the outside work, unfortunately, because of the weather. MR. NOTARI: Dave, Mare sent us those couple change orders this week. Standard stuff? Nothing to be concerned about? MR. LOPATKA: No, there was nothing major. One of them, I believe, was a reduction of some stuff. The other ones were, again, just things that kind of come up with the renovation project. Nothing out of the ordinary. Not for a lot of money, but we were trying to minimize that stuff as much as we can. MR. NOTARI: Okay. Thanks, Dave. Appreciate it. MR. SEMENZA: Anybody else? Thanks, Dave. Bill, solicitor's report. That resolution has to be passed. The rest, I think, is elr-explanatory. Kind of old stuff that's been coming up that I need answers for. The Project 70, Saint Lawrence. The zoning change, you can see that their attorney hasn't paid the fee and wasn't able to make the last meeting. That's it : and the preliminary plan we are going to add Walter Ermolovich. I forget, is it the Casey subdivision, Dave? MR. LOPATKA: Their plans are called out as Forge Estates, Phase II. ATTY. RINALDI: Paul and Dave, just make sure you stamp those not to be recorded. MR. LOPATKA: Just so you know, I have the plans in my office. RINALDI: So we can have council sign, he just can't record them because he can't sell any lots until he does work. MR. LOPATKA: He's not posting a bond or anything. ATTY. RINALDI: So that's it. He has three years to do that project. If he wants to go beyond that three years he has to come back for an extension. That's it. MR. SEMENZA: Anybody have any questions for Bill? MR. NOTARI: I'd like to : if we can meet in executive briefly after to discuss the Project 70 and the Saint Lawrence project. Both real estate projects. MR. FEBBO: I'm okay with it. MR. First question is does anyone have any questions 14 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 for me on any of the financial reports? No? Okay. Just to let you know, I sent a letter to the department of elections to let them know that the borough building is still unavailable for the 2021 election since, obviously, it's under construction. To vote on tonight besides the change orders, you also have some D&M invoices, time and material invoices. And just to let you know, last week we had an audit for the liquid fuels from the auditor general. That's all completed, and this week we're starting an audit with the auditor general for a four-year audit with the police pension, non-uniform pension and administrative pension. So that's going to be kind of extensive and it's going to take some time. Just sO you know that. And I also just have it on my list to tell you that I need an executive session, and I think that's it. MR. SEMENZA: Thanks, Mare. Anybody have any questions for Marylynn? Thanks, Marylynn. So let them in. MS. KAHAN: I'm the president of No Nonsense. Thank you for allowing me to address you this evening. I want to go back because I was looking at my note. I appeared before you in August of 2019 to discuss trap, neuter and return for free-roaming cats in 01d Forge, and we discussed the pros and cons of this program and there was some interest at that time by you. So I did present a contract to you at that time. I believe I made a second appearance to answer any questions that you had. So obviously last year was a tough year for everybody to try to get involved in doing this type of a program, sO although nobody's doing anything right now in the snow, I wanted to circle back to you and see if there's still any interest by you in trying to do this trap, neuter, return program in 01d Forge. MR. SEMENZA: We had discussed this 16 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 a few different times, and I think everybody's in agreement that we'd definitely like to further look into it and go forward with something like that. If anybody wants to step in and say I'm wrong by saying that : MR. NOTARI: No, Mr. Chairman, I think that's what we had decided. I just don't know if we ever came up with a figure that we were all comfortable with to contribute. But I think it was something that we had agreed upon doing. MS. KAHAN: I - did send a copy of the original contract, and at that time we were discussing, as you were saying, Rick, that you weren't really sure what you wanted to budget. So - over the winter we did some fundraising, and we had an anonymous donor give us money that was earmarked for Lackawanna County feral cats. So our board discussed that, since we were in negotiations with you anyway, to be able to use this donation so that we could initiate a fee of $15 per cat, which you would be 17 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 responsible for, and the remaining $20 of the $35 fee we charge is covered by this donation. So you would be responsible for $15 per cat up to 50 cats. We recommend a voucher program simply because there's an accountaDility to people coming to the borough and getting these vouchers. That's their payment. Then at the end of every month our executive director would invoice you with the vouchers that were presented to us for payment. So it's clean, you see where they're coming from, you know they're your residents, and $15 is about as good as it's going to get from our perspective. We're happy this donor was willing to step up for you. MR. SEMENZA: You're saying 50 cats per month or 50 cats : MS. KAHAN: No, 50 : the donor donated a thousand dollars. So it's $15 would be your responsibility, and then 50 cats times the $20 is a thousand. So this donation would cover up to 50 cats out of the borough. If you decide that we hit the 50 18 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 cats and you would like to continue the program, we can discuss it at that time. MR. SEMENZA: So it's $20 per cat? MR. FEBBO: No, 15. MS. KAHAN: It's 15, and the donation will cover the remaining $20 of our fee times 50 cats. MR. SEMENZA: I understand now. MS. KAHAN: That fee includes the surgery, a rabies shot, we flea treat, ear mite and worm them. That left ear will be tipped to identify them as free roaming. We do have volunteers that live in the borough that are more than willing to get involved. We kind of didn't have that a year and a half or two years ago. We do now. Willing to do the transporting, the recovery of the cats. We'17 also try to take kittens out if we can, if there's space, and we'17 try to take friendly cats off the street if possible. MR. FEBBO: She is. MS. KAHAN: Lee is one of those people. She's an active trapper, we know her at No Nonsense, and she's more than willing to be, really, the person we would call on in 01d Forge at any time. For example, I don't know how you want to market this if you decide to do this, but if you have a Facebook page and/or a borough website. We'd like to put it on our Facebook as well and have Lee be the person that you would contact there in 01d Forge. We will loan her some traps sO that she has the equipment that she needs, and she would be your go-to person there in the borough. MR. SEMENZA: Would everybody feel comfortable if we put this on next month's agenda and vote on this? MR. NOTARI: I would be okay with it. My suggestion is to match the donation from the borough's end of it. MS. KAHAN: That would be awesome. So that doubles the number of cats you can do. Correct? Usually we donate between $500 and $1,000, but that goes for some different items as well. MR. SEMENZA: Just using that as a reference to what Rick is looking at here. MS. FEBBO: It's been kind of quiet. MS. KAHAN: I know when I appeared before you two years ago there was an absolute problem. I believe your inspector and your health person was there at the time, and we really need to get a handle on this thing. Thank you very much. Any other questions? Thank you very much. HOOVER: The only thing, I don't know whose committee it would be for pave cuts, for all pave cuts. MR. SEMENZA: Who's on that committee? MR. HOOVER: I'm on the paving committee. MS. BARTOLETTI: That's the same one. MR. HOOVER: I want to get a meeting about maybe raising the permit fees a little bit. Some of these cuts aren't the best in the world. MR. SEMENZA: We've been griping about that for years. MR. HOOVER: There's about four in my subdivision alone that are subsiding. I don't know if the inspectors aren't there when they're compacting these holes or what, but you have three cuts within a hundred feet on newly paved road. We'17 have to get a - meeting. CHIEF DUBERNAS: I just called one in today just down the road from 23 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 Eagle-McClure. The blacktop is all busted up and it's starting to bubble. If the snow plow comes through on Thursday it's going to kill somebody because it's just all fragmented and laying in. the roadway. I called, they said it was a UGI pave cut. They came out, they said it wasn't. They said it was a PA Water, and I haven't heard anything back from them. So I'm not sure whose pave cut it was. But it's right in front of 392 Milwaukee as you come up the hill. MR. FEBBO: It's bad. MR. RUSSELL RINALDI: Maybe we can let Joe Lenceski know to put a cone by it. CHIEF DUBERNAS: It's right dead square in the traffic lane on Milwaukee. I called PennDOT. PennDOT's the one that said it's not their pave cut. MR. LENCESKI: I'17 look at it tomorrow. MR. NOTARI: So is Geoscience responsible for those pave cuts on the state roads? MR. SEMENZA: Not with us. 24 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 MR. HOOVER: Not on the state roads. They usually have a PennDOT permit guy there. When they dig the hole, backfill the hole and when they restore the hole they should have a PennDOT guy there. Whether he's there or not I don't know. Same way with municipal cuts. Do they call the inspection firm when they're going to be there? Does an inspector from Geoscience show up at every cut? I don't know. MR. NOTARI: I know we've had this debate before about Geoscience and that we need to bring them in, but my question, maybe, going forward would be is that something that our code enforcement officer should be at when that's going on? Like, when a pave cut is being done and fixed maybe our own person should be there inspecting. I mean, that's what we're paying Geoscience for; however, we don't know if they're doing it. MR. SEMENZA: They do compaction testing. MR. LOPATKA: It's a new test that they do which actually tells you what the 25 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 compaction is. That's something that your code enforcement would not do. MR. SEMENZA: It has to be done in lifts and stuff. Right, Jimmy? MR. LOPATKA: Supposed to be, yeah. MR. HOOVER: The way it works is that when the water company or the gas company dug a hole they're supposed to call within an hour of packfilling the hole. So Geoscience has an hour to get there. Once they got there they backfill the hole. Do they call, do they go in the middle of the night? I don't know. But some of these cuts are getting bad. Then the restoration people go out. They're not compacting the hole. There's a Tot of cuts in 01d Forge. I walk every day and I see two or three every day. We just have to get it straightened out. MR. SEMENZA: Anything else? MR. HOOVER: No, that's it. MR. SEMENZA: Councilman Notari? MR. NOTARI: I have a couple things we can discuss in executive, but I just want to make sure that our garbage situation, 26 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 when it's not getting picked up or it's not on time or they're late or they're stuck somewhere. I think we all need to take this into consideration, talk about it a little bit with the contract coming up. I'm not sure if it's up to DPW to maybe come up with a suggestion of how we can fix this or maybe all of us together and the DPW committee. But I want the public to be aware, too, that we know there's problems and we're working on getting them fixed. Hopefully our public, our residents can be a little more thoughtful when they're calling to complain. I know we've had some irate people calling the borough building, and our people at the borough building have nothing to do with the garbage getting picked up or not picked up. It's a contracted service, and the best that our people at the borough building can do is take the complaint and deliver it, then, to Mascaro. I think all of us realize that, but I think our public, our residents need to realize that as well. That's all I have. MR.
