Parking and) Improvements Update (County Manager Alan Ours) Reservoir Project Update Mr. Ours said the County has been working with County Surveyor John Gaston to better define the schematic design for improvements at our property at Rock House Road. Wel have a preliminary design including parking, a pavilion, restrooms, access tot thet trailhead, and a walking track. Ift thel BOC approves, we can proceed to thei next step and! have Commissioner Mayfield: said thel large tree that he and Dr. Conner looked at will not be removed. It willl be integrated into Chairman Dockery said he would liket to recognize the Cherokee at this park, and we might be able to involve the university's. Appalachian Studies department, thel Lumpkin County Historical Society, and thel Eastern Band of Cherokee Indians. He said the additional parking would relieve some of thej pressure at the current gravel parking lots for the Reservoir, which are often SO crowded thati iti is unsafe toj pulli in or out." Ms. Peck said staffi is still reviewing the documents from the engineer, but it doesi include the two requested modifications, including changing the dumpster site to concrete and placing al building fors staff at the site. After the Board reviews the documents, we will need to send them tol EPD for approval. Commissioner Greene asked ift the plan included a cover fort the area, but Ms. Peck said it didi not. COUNTY MANAGER COUNTY ATTORNEY Work Session August 6, 2024 2 COMMISSIONERS Commissioner Mayfield said it has been goodt to see all oft thel kids returning to school. PUBLIC COMMENT (Agenda Specific) Sheriff. Jarrard brought upt thei issue ofbuilding a long-range firing range for the LCSO, which had been discussed at previous BOC meetings. At one point in time, there had been discussions ofl locating the range at] Blackburn Park. Sheriff Jarrard asked ift this was still aj possibility ori ifit could be brought back into discussions. Chairman Dockery said ifhe recalls correctly, thei idea of locating ita atl Blackburn Park was shelved duei to our Land Use regulations and thej proximity ofhousing. There might be some suitable land owned by GDOTr near Hightower Road, he noted. The Sheriffs said he SheriffJ Jarrard praised NOA (No One Alone): fort their excellent work inl helping women out ofdomestic violences situations, and he said their efforts have saved lives. He also shared that September 10 and 12 willl be the hunter safety course offered Mayor. JoAnne Taylor shared with everyone that the City of Dahlonegal has purchased the old Ace Hardware property on Highway 191 North, and they intend to move their automotive shop there. They also are in preliminary discussions with GDOT to have them co-locate there with the City, which willl help relieve some of thet traffic burden on Morrison Moore Parkway. Mayor Taylor said she would appreciate any support the County can offer tol help get GDOT moved over there. Citizen Jim Craig asked some clarifying questions about thel Rock House Road parking lot, specifically, about the vegetative buffer zone and what kind of vegetation that would entail. Chairman Dockery said it is still to be decided, but An unnamed citizen asked about soil compaction testing at thel landfill/transfer station. Chairman Dockery said he is unsure ifrecent testing has been performed, but these plans for al recycling center would not be ont top of the old landfill cap.
