Stewart County Board of Commissioners Regular Meeting Minutes August 13, 2024-4:30F PM  The Stewart County Board of Commissioners held a Regular Meeting on  2024. The  meeting convened at 4:30 PM at the Stewart County Courthouse with Vice August Chair 13, Arcola Scott  presiding. Roll Call  Pledge of Allegiance - in unison Commissioners in attendance: Vice-Chair Arcola Scott Commissioner Joe Lee Williams Commissioner Tyrone Nelson Commissioner Thomas Mayo Other Staff in Attendance: Mac Moye, County Manager Carole Stewart, County Clerk Bin Minter, County Attorney  Reading and Approval of Minutes - Commissioner Joe Lee Williams moved 2024 regular session minutes; seconded by Commissioner Thomas  to approve the July 9,  motion carried. Public Appearance:  Mayo.. All voted in favor and  A. Laura Schneider, RVRC - Commissioner Tyrone Nelson moved to accept the cooperative agreement amendment changing the agreement period completion date to October B. Edwina Turner, Family Connections - provided an update on the school-based health center to be set up at the Stewart County High School. It will be available only for school students and  seconded by Thomas Mayo. All voted in favor and motion carried.  31, 20214;  staff.  Administrative Matters:  A. Proposal of the 2024 Millage Rate = Commissioner Joe Lee Williams moved to propose the B. Engineer selection for Street Scape Project- Commissioner Joe Lee Williams moved select ESG; seconded by Commissioner Tyrone Nelson. All voted in favor and motion to C. Appointments to the Housing Authority Board - Commissioner Joe Lee Williams moved carried. to reappoint Nancy Richardson to a 1 year term expiring August 31, 2025, and reappoint Perrymond to a 5 year term expiring August 31, 2029; seconded Commissioner Shirley D. Appointment to Pataula Transit Board - Commissioner Joe Lee Williams moved Vice Chair Arcola Scott to the Pataula Transit Board, completing the term ending October to appoint 2026; seconded by Commissioner Tyrone Nelson. All voted in favor and motion carried. E. Resignations from Elections Board - Commissioner Joe Lee Williams moved to accept the resignations of Larry Westbook and Joseph. Ammons from the Stewart County Board of Elections; seconded by Commissioner Tyrone Nelson. All voted in favor and motion carried.  11.5960 rate, same as the rate from 2022; seconded by Commissioner  Nelson. All  voted in favor and motion carried.. Appointments to the Elections Board - Commissioner Joe Lee Williams moved Linda Ponder and Tyneshia Nelson to the Stewart County Board of Elections; seconded to appoint Commissioner Thomas Mayo. Vice Chair Arcola Scott, Commissioner Joe Lee Commissioner Thomas Mayo voted in favor. Commissioner Tyrone Nelson did not Williams, vote. Motion  by  carried. Reports:  A. Financial Report - Commissioner Joe Lee Williams moved to accept the July 2024 financial reports; seconded by Commissioner Tyrone Nelson. All voted in favor and motion carried. B. Road Superintendent - Road Superintendent Gene Haynes presented the July 2024 Road C.F Public Safety Director. -A Assistance EMS Chief Adam Griggs presented the July 2024 EMS report. He thanked Gene Haynes and the Road Department crew for work done at the EMS Center. Commissioner Joe Lee moved to accept the Rural Fire Defense Cooperative Lease Agreement and Memorandum of Understanding between the Georgia Forestry Commission and the Stewart County Fire and EMS; seconded by Commissioner Thomas favor and motion carried. Commissioner Joe Lee Williams moved to advertise Mayo.. for bids for EMS in building to include foundation and then bid out concrete work; seconded by Commissioner D. County Attorney - County Attorney Bin Minter provided a report on legal topics pertinent to the county for the commission to review. Provided steps needed to be taken for the proposed millage rate increase. Vice-Chair. Arcola Scott mentioned this was the first time in her 20 years E. County Manager = County Manager Mac Moye provided his report on topics pertinent to the  Department report.  All voted  Thomas Mayo. Lane Road 2022 LMIG - Commissioner Tyrone Nelson moved to accept the Commissioner Thomas Mayo. All voted in favor and motion carried.  order bid by  schedule from Oxford Construction for $367,037.00, a decrease of $69,130.00; change seconded  New Business:  A. Tony Simmons, Food Truck Owner - discussion over Mr. Simmons request to rent the lot behind Lumpkin City Hall to place his food truck. County Manager to obtain more details on  request.  Commissioner Comments: Commissioner Thomas Mayo- -I none information on Jones Dumpsters. Discussion ensued. Commissioner Tyrone Nelson - none Stewart County Water Authority.  Commissioner Joe Lee Williams -asked Commissioner Thomas Mayo if he had received County Attorney Bin Minter - mentioned his email regarding the Open Record Requests to the Vice Chair Arcola Scott - need to appoint a Chairman for the Election Board. Commissioner Nelson moved to appoint Shaconda Screws as Chairman; seconded by Commissioner Thomas Tyrone Mayo. All voted in favor and motion carried. Vice-Chair also mentioned her attending the Golden Triangle meeting, the High School Meet and Greet, and the New Horizon meeting.
