LOWNDES COUNTY BOARD OF COMMISSIONERS MINUTES WORK SESSION Monday, August 26, 2024 COMMISSIONERS PRESENT: Vice Chairman Demarcus Marshall Commissioner Joyce Evans Commissioner Scott Orenstein Commissioner Mark Wisenbaker Commissioner Clay Griner Chairman Bill Slaughter was not present. Vice Chairman Demarcus Marshall called the meeting to order at 8:30 a.m. MINUTES The minutes were presented for the work session of August 12, 2024, the special called meeting of August 12, 2024 and the regular session meeting of August 13, 2024. No revisions to the minutes were requested. APPOINTMENTS South Georgia Regional Library Board County Manager, Paige Dukes, presented the item. Mrs. Dukes stated the seats of Mr. William Booth and Mr. William Kent have both expired. Mr. Booth has expressed a desire to continue to serve, but Mr. Kent does not want to be reappointed. Mrs. Dukes stated Mr. Malcolm Warren, Mr. George Foreman, Ms. Debra Carruth and Mr. Phillip Williams have all expressed a desire to serve on the library board. PUBLIC HEARING Basic Decorative Street Lighting Districts - The Landings, Ph. 3 and Quarterman Estates, Ph. 4 Sec. 2 County Planner, J.D. Dillard, presented the item. Mr. Dillard stated this request has been advertised as required and staff recommends approval of adding the fifty-four (54) lots of phase 3 of the Landings Subdivision and thirty-three (33) lots of phase 4, section 2 of the Quarterman Estates Subdivision into Lowndes County's basic decorative street lighting district under the Street Lighting Ordinance. Mr. Dillard stated the current charge for the basic decorative street lighting is $61.50 per lot, per year. FOR CONSIDERATION Annual Contract Renewal with VSU for Mosquito Identification and Testing mosquitoes for the purpose of monitoring the County for mosquito-borne diseases. Public Works Director, Robin Cumbus, presented an agreement in the amount of $56,197.58 between Lowndes County and Valdosta State University for the trapping, identification and testing of Annual Contract Renewal with the State of Georgia Department of Corrections Public Works Director, Robin Cumbus, presented the annual renewal in the amount of $147,954.00, with the Georgia Department of Corrections for three prison work details. Mrs. Cumbus stated one (1)oft the details will be assigned to the Engineering Department to meet state requirements for storm water and two (2) for the Public Works Department to maintain county-owned drainage easements. Commissioner Griner asked how many times these details were used last year? Mrs. Cumbus answered that currently Lowndes County is not using these work details since there are no qualified prisoners available and this request is to keep the contract updated and active, in the event those resources become available. Additionally, Mrs. Cumbus stated if the County does not use the details, the County is not charged. Commissioner Orenstein asked how long has it been since these details were used? Mrs. Cumbus responded two years ago. Vice Chairman Marshall asked to verify the prison work details were not being used due to being unavailable? Mrs. Cumbus responded yes, that is correct. APPOINTMENTS *After the work session meeting held on August 26, 2024, County Attorney, Walter Elliott, requested that the appointment be changed to the Lowndes County Library Board instead of the South Georgia Regional Library Board on the agenda and cover sheet, as well as to revise the cover sheet to reflect at term of two years instead of three years. Lowndes County Library Board County Manager, Paige Dukes, presented the item. Mrs. Dukes stated the seats of Mr. William Booth and Mr. William Kent have both expired. REPORTS - County Manager County Manager, Paige Dukes, mentioned the below items: Lowndes County Facilities and Marketing Coordinator, Jessica Ganas, will be attending the Staff is meeting with representatives of Senator Warnock's office tomorrow, here locally. On Thursday, August 29th, 1:00pm-4:00pm, staff will be representing the GoLoco initiative and attending Valdosta State University (VSU) for The Happening Information Fair being held on Lowndes County staff will be volunteering at Quola of Valdosta serving lunch on Friday. The Lowndes County Offices willl be closed for the Labor Dayl holiday, Monday, September 2nd. Some staff and commissioners will be attending the Home Builders Association of Georgia Fall On Saturday, September 7th the Valdosta Fire Department will be hosting the 4th Annual 9/11 Georgia Downtown Conference in Thomasville this week. the front lawn. Meeting and Officers Installation next week. 5k Memorial Run being held in downtown Valdosta. Mrs. Dukes recognized Commissioner Joyce Evans' upcoming birthday. 2 CITIZENS WISHING TO BE HEARD Burton Fletcher, 3533 Cherry Creek Road, addressed the commission regarding the Lowndes County Animal Shelter. Mr. Fletcher read statistics for the month of July from the animal shelter. He commended the shelter for extending the office hours by four hours, and spoke regarding funding between the shelter and the animal rescue organizations. Mr. Fletcher asked for an update regarding the new shelter and transparency as well as collaboration with the citizens.
