HEARD COUNTY BOARD OF COMMISSIONERS WORK SESSION August 20, 2024-5:00 P.M. The Heard County Board of Commissioners held a work session on. August 20, 2024, at 5:00 p.m. in the Commission Chamber oft the Heard County Administration Building. In attendance at the meeting were Chairman Lee Boone, District 2 Commissioner James Perry, District: 3 Commissioner Iris Harris, District 4 Commissioner Larry Hammond, District: 5 Commissioner David Walls. District 1 Commissioner Larry Hooks was unable to attend. Chairman Boone stated that this work session was to discuss SPLOST projects and other matters. SPLOST Project Manager Kevin Hamby provided an update to the Board regarding the Fire Station #5 project. After extensive negotiations, the final contract bid with Headley Construction has been reduced from $2,728,188.00 to $2,486,205.48. Mr. Hamby reviewed with the Board all the adjustments made to achieve the reduced price. The Chairman addressed the Board to discuss adopting an ordinance that will enact the State Statute Chapter 5, Article 1, Section 5-1, Regulations Concerning Sale or Distribution and Purchase ofTobacco Related Products to or by Persons under 21 Years of Age. The Chairman addressed the Board to discuss aj proposed Timber Harvest Ordinance. Kathy Knowles, Director ofthe Development Authority, addressed the Board to discuss economic developments with SPLOST funds. Ms. Knowles stated that there is aj potential provider that is interested in coming to the area toj provide services. She stated that there would need to be a community buy in of$1,000,000. She requested that the Board allocate $500,000 of the proposed $1,000,000 from SPLOST. She stated that the money would not be drawn until an agreement is signed. Page 1 of2 Commissioner Harris requested tol have a work session to discuss the current ordinance regarding subdivision developments. The Chairman announced that a Called Meeting would bel held on August 29, 2024, to set the 2025 Millage Rate. He explained that the delay is due to the need to wait for the Board of Education to adopt their rate before the Board can finalize its own. The Chairman mentioned that awork session could be scheduled prior to the meeting to discuss the subdivision ordinance. The work session ended with no official action being taken.
